　 矿务企业党委书记职代会讲话

　 各位代表、同志们：

　 集团公司届一次职代会，在全体代表的共同努力下，完成了预定的各项任务。会议期间，审议通过了行政工作报告、财务预决算报告、某矿集团公司“”期间发展规划纲要、某矿集团公司“”改善矿区职工住房条件实施办法、某矿集团公司职工内部退养管理办法等，这次会议提交审议的文件较多，充分证明了集团公司党政重视发挥职工的主人翁作用，重视维护和发展职工合法权益。代表们也本着对企业负责、对职工负责的精神，畅所欲言，建言献策，提出了许多好的意见和建议，会议取得了圆满成功。希望大家回去后传达好、贯彻好、落实好会议精神，团结一致推动企业又快又好地发展。

　 下面，我讲三点意见。

　 一、坚持科学发展，推动企业在百亿起点上再上新台阶。

　 今后五年是煤炭工业大调整、大发展的重要历史时期，这五年的发展状况将决定我们今后在煤炭行业的地位。抢抓机遇、乘势快上是我们每一名干部职工的历史使命。

　 要积极实施五年规划，努力实现企业双二百亿的发展愿景。为应对日趋激烈的行业竞争，我们根据企业发展战略制定了“”发展规划。这个规划目标明确，思路清晰，的确很鼓舞人心，但每个指标的实现、每个项目的运作都需要我们以只争朝夕、锲而不舍、勇担责任、敢于超越的精神，采取务实的措施、付出艰苦的努力才能达到。落实发展规划，实现企业战略目标，绝不只是少数领导干部的事，而是我们全体干部职工共同的责任。各单位要大力宣传“”规划，宣传企业的发展愿景，再造浓厚的创业氛围，全力推动全员创业，引导干部职工积极投身到创业发展的大潮中，以每个职工的具体创业行动保证企业战略目标的顺利实现，共创企业美好的未来。

　 要坚持集约发展，努力实现产业结构的优化和资源利用的最大化。科学发展主要体现在集约发展，对于我们企业来说，要实现集约发展，关键是要做到四点，一是基于核心竞争力的培育，重点发展煤炭开采业，以规模的煤炭产量奠定行业内的地位。二是基于产业链条的延伸，实现产业间的相互支持和价值增值，扩展竞争优势。三是基于资源的最大化利用，教育广大干部职工牢固树立节约创造价值的理念，推动节约型企业创建，倡导节约型消费方式，发展循环经济，最大限度提高资源的使用效率。同时，要激活存量，以存促增，把现有各类资源开发利用好。四是基于提高劳动生产率和产品的价值含量，积极推进技术创新，提高生产效率和产品附加值，提高科技进步在企业增长中的贡献率，真正步入新型工业化道路。

　 要坚持安全发展，努力保持安全生产的持续稳定。安全工作不仅关系职工生命，安全工作的能力和成效也是煤炭企业竞争的重要内容。近两年，我们在对职工安全教育培训和“三违”治理、质量标准化建设等方面加大了力度，可以说在安全工作的精力和资金投入都是近几年来少有的，也取得了较好的效果。但我们也要看到，我们的安全无论是人、物、系统都与本质安全的要求还存在较大距离，隐患仍然大量存在，零打碎敲事故时有发生，实现全年安全目标压力很大。我们必须将安全放在各项工作的首位，坚持安全发展，将安全作为第一目标追求，第一实绩考核，以安全决定生产，安全决定项目，始终绷紧安全这根弦，在任何时候、任何条件下都不能有丝毫松懈，确保稳定的安全生产局面。当前要在抓好质量标准化建设，提高系统可靠性的同时，认真扎实地开展好职工岗位行为规范集中教育活动，认真治理“三违”，规范职工操作行为。通过上上下下的共同努力，创造一个安全文明的生产环境。

　 二、坚持依靠方针，进一步提高企业民主建设水平。

　 上一届职代会任期内，我们根据形势的变化和现代企业制度建设的要求，积极调整思路，创新企业民主管理方式，依法落实职代会五项职权，民主管理逐步走向制度化；企务公开管理实现模块化，从物资采购、工程承包到干部选拔实行公开竞争，收入分配、评先、发展党员等职工关心的热点、焦点问题进行公示，各方面工作更加公正、公平、透明；民主管理和民主监督手段也开始向信息化方向转变。总的说来，企业民主建设上了一个新台阶。在八届职代会任期内，新的形势和任务对企业民主建设提出了更高的要求。职工知识结构、思维方式将发生新的变化，职工民主素养和民主管理能力将有新的提高，维权意识也将进一步增强；一些企业投资主体多元化，也使职工与企业利益更紧密地联系在一起，职工民主参与企业管理和监督的意愿也会越来越强烈。我们要积极应对形势变化，引导和保障职工参与民主管理，开创企业民主建设的新局面。

　 加强企业民主建设，首先要维护和发展好职工合法权益。维护和发展好职工的合法权益是落实“三个代表”的具体体现。企业推进改革、制定政策都要尊重职工的合法权益。涉及职工切身利益的重要改革方案和重大政策措施都要经职代会审议通过，体现职工意愿，切实做到不经职代会审议通过的事项不出台、不实施。企务公开是职工民主监督的有效形式，对职工关心的热点、焦点问题，能够公开的都要公开，重大事项和管理过程让职工知情，接受职工监督，经得起职工评议，让权力在职工有效的监督下运行。对不落实职代会职权，侵害职工合法权益的行为，要严肃追究领导责任。

　 加强企业民主建设，必须充分发挥职工的主人翁作用，集中职工智慧和力量。党的依靠方针体现了历史唯物主义基本思想，无论今后形势如何变化、企业如何改制，职工的主人翁地位不能改变，全心全意依靠职工办企业的方针不能有丝毫动摇。要通过加强企业民主建设，真正把职工的积极性调动起来，把职工的智慧集中起来，把各方面的力量凝聚起来，形成汇聚企业发展的强大合力。对于重要文件和政策的出台，领导和群众思考问题的角度会有区别，沟通不好就会出现制定政策与执行政策的落差，这就需要走群众路线，从群众中来、到群众中去，广泛听取群众的意见和建议，使制定的政策和制度符合实际、易于操作、赢得理解和支持。要充分发挥职代会的议事平台作用，通过会前征求意见、会中集中讨论，把职工好的意见和建议收集起来，修改完善，保证企业科学民主决策，同时在讨论中统一思想、形成共识，凝聚方方面面的力量完成企业的改革发展任务。职工代表是企业民主建设的重要力量，既要为企业发展建言献策，提出好的意见和建议，又要反映职工的意见和呼声，负起参政议政的责任，切实发挥好职工代表作用。

　 加强企业民主建设，必须形成制度保障体系和运行机制。任何工作的持久开展都要依靠制度保障。推动企业民主建设，必须健全民主管理和民主监督制度。当前要突出抓好五项制度建设。一是要严格按照要求定期召开职代会。无论有无重要文件需要审议通过，职代会都必须定期召开，与其他会议合并召开的，也要严格按照职代会要求，提交必须审议的内容，履行职代会的程序，落实职代会的职权，保证职代会的质量。二是健全完善提案制度。目前，职工代表在闭会期间的作用发挥得还不尽如人意，职工代表的提案无论在数量和质量上还有差距。要落实职工代表责任，每一位职工代表每个届期都应至少参与提一、二份提案，工会要进行提醒和督促。提案工作委员会要及时梳理汇总，分送并督促有关部门办理，向职工代表反馈，确保件件有回音、有结果，尊重职工代表的权利和劳动。三是要建立健全职工代表述职制度。职工代表是否真正代表职工，得到职工的信赖，要由职工去评议。职工代表每年应向所在选区职工述职，汇报履行代表职责的情况，由职工进行民主评议，以促进职工代表更好地履行职责。四是要健全完善企务公开的检查、考核和责任追究等制度，保证各单位严格按照企务公开管理手册要求进行，避免走形式、避重就轻、选择性公开现象的发生，提高企务公开的质量。五是要建立调研沟通制度。领导干部要切实转变作风，深入到基层一线听取职工的意见和建议。矿处级以上干部一年中至少有一、二次到基层召开职工座谈会，与一线职工面对面沟通，职工代表也要发挥好桥梁作用，经常听取职工的意见、建议和呼声，把基层职工群众的声音传达上来，保证我们的决策更能体现职工意愿。

　 三、坚持以人为本，加快和谐矿区建设。

　 和谐矿区是建设优强大集团的基础和保障，也是企业的重要战略目标。实现矿区和谐关键是要做好群众工作。

　 一是要积极创造条件，促进职工全面发展。没有职工的发展和进步，就没有企业的发展壮大。各级领导干部都要把推动职工全面发展作为做大做强企业的基础工作来抓，深入开展“创建学习型企业、争当知识型职工”活动，大规模地培训职工，提高职工专业能力和技能水平，培育职工的创新思维，帮助职工搞好生涯设计，为其成长创造机会，搭建施展才华的舞台，让职工把实现个人理想与做好本职工作紧密结合起来，促进职工与企业一同成长。要加强企业文化建设，广泛开展健康向上的文体娱乐活动，满足职工日益增长的文化生活需求，创造融洽和谐、积极向上的人文环境。

　 二是要坚持强企与富民同步，不断提高职工生活质量。带领职工奔小康是各级组织的重要责任。要坚持在做大做强企业的同时，（更多精彩文章来自“秘书不求人”）不断提高职工生活质量，让职工过上宽裕型小康生活。今天通过的集团公司“”改善矿区职工住房条件实施办法和集团公司职工内部退养管理办法，就是改善职工生活质量的具体措施，体现了集团公司党政对职工生活的关心。要把解决职工住房问题当作大事来抓，要通过建设经济适用房、单身宿舍改造、落实购房补贴政策、搞好现有住房置换，力争早日解决职工住房问题，让住房困难职工住上新房、大房。加快改造矿区及工人村道路，抓好物业管理，创建文明小区，从根本上改善小区居住环境。要特别关心困难职工生活，通过多种形式减少个人大病负担比例，减免贫困职工子女学杂费，资助贫困职工子女上大学，建立扶贫基金，为职工创造更多的就业机会，保证贫困职工吃得上饭、看得起病、子女上得起学。要通过上上下下的努力，真正让职工感受到党和企业的温暖，享受到企业改革发展的成果。在关心职工生活的同时，各单位也要加强形势任务教育，教育引导职工正确处理促进企业发展与解决生活欠账的关系，期望值不能过高过急，需要根据企业财力量力而行，逐步改善职工的生活条件。
