　徐官屯中学2009年党务工作计划

　　在保质、保量完成教育局党委工作的基础上，新学期党务工作要继续贯彻党的十七大精神，深入学习落实科学发展观。进一步明确学校教育在构建和谐社会中的重要地位。坚持围绕教育教学中心，突出基层党组织在学校内涵发展中的政治导向，宣传激励，搭建平台和示范引领的作用。为推动徐官屯中学教学质量上台阶，办学规模上档次，争取早日跨入区级示范行列，发挥好党组织的政治核心、战斗堡垒和党员先锋模范作用。

　　一、统一思想认识，积极创建和谐系统。

　　面对当前激烈的教育竞争，深刻认识学校质量发展的至关重要性和教师整体素质提高的紧迫性已刻不容缓。在发挥党小组政治核心作用方面要重点抓好以下几点:

　1、认真学习内涵发展理念，促进干部理性思维。

　　为深入贯彻党的十七大全会精神，按照教育局党委安排把全系统广大党员干部教职工的思想和行动统一到中央和市委重大战略部署上来，扎实推进构建社会主义和谐社会的各项工作，深刻领会和准确把握构建社会主义和谐社会发展的重大意义，进一步坚定信念，增强信心，把学习贯彻全会精神体现到促进教育改革和徐官屯中学发展的各项工作中去。要抓好干部的政治学习，倡导理论联系实际，组织全体干部定期进行政治理论学习，联系学校和岗位实际进行思考分析，进一步明确当前最大的实际是发展，而发展中最起决定作用的是内因，通过学习，促进干部的理性思维，推进各项管理规范化、科学化。

　　引导年级主任以上干部从政治责任高度开展党的基本理论、基本路线、基本纲领的教育，开展政治形势教育、发展理论教育以及师德师风行风、法规纪律教育。以干部学习带动全校政治学习，创建学习型领导集体，构建学风正、校风好，干实事、求实效的良好校园文化氛围。

　2、以《党章》学习为重点，抓好党员经常性教育。

　要继续保持和发扬党员先进性教育中的学习态度，进一步巩固和深化《党章》学习教育活动。

　新学年，党员教育要突出敬业、勤业和强化责任意识的教育。把教书育人与

　履行《党章》规定的八条义务结合起来，把积极带头走内涵发展之路与努力发挥党员先锋模范作用结合起来。

　　3、抓实学习阵地，落实教职工学习内容。

　除了继续抓紧抓好政治学习，年级组长以上干部的学习、党员学习以及青年教师学习外，还要进一步落实每周一次的教工大会学习和专题研讨活动，要通过党员干部引导带动教职工自觉学习时事政治和教育教学理论。认识到“二元”城乡结合的特点，尤其在重点学习研讨内涵发展理论问题上，帮助教职工认识，当今的教育竞争，实质上是市场竞争在学校的反映，市场作为一种力量，越来越多地影响并开始主宰学校的生存与发展，操纵个人的前途与命运。因此唯有练好内功，提升素质，自强不息，做出实绩，才能够使学校在竞争中立于不败之地，使教师在逆境中增强适应力，培植超越力，真正体现个人的价值。

　4、积极创建和谐系统。

　按照“民主法治、公平正义、诚信友爱、充满活力、安定有序、人与自然和谐相处”的总要求，建立和谐、融洽、团结、向上的新型校园人际关系，以办让人民满意的教育为出发点和落脚点，以解决人民群众最关心、最直接、最现实的利益问题为重点，着力提高教育质量、促进教育公平、建设和谐校园文化、完善学校管理、增强教育创新活力，实现教育系统干群关系的和谐、师生关系的和谐、教育与社会的和谐，促进教育事业的快速健康可持续发展。

　　二、扎实推进组织建设，不断提高党组织的凝聚力和战斗力

　　要坚持党要管党，从严治党的方针，紧紧围绕学校中心工作，加强和改进党的组织建设。

　　1、加强干部队伍建设。

　学校管理关键在校长，关键在班子，关键在干部，关键在用人。要充分发挥领导班子成员分工协作、集体决策的良好作风;要引导干部加强学习，自觉接受群众监督;要教育干部在工作实践中树立正确的价值观，利益观，端正自身位置，树立群众观点和服务意识，把心思用在工作上，用在全心全意为教职工谋利益上。

　　2、加强党员管理，做好培养和发展工作。

　　要巩固和扩大党员先进性教育阶段取得的成果，教育激励党员时时不忘入党誓词，处处甘为群众表率。要率先在党员中开展专题学习讨论，弄清楚“新时期教育的地位与面临的形势”，“市场经济条件下学校教育的发展趋势与教育工作者面临的挑战”，“党员教师的职业敬业精神与责任义务”。要通过严格规范的党内生活，确保党员参加学习和接受教育的质量。要坚持积极慎重的方针，做好积极分子跟踪培养教育，及时把优秀教职工吸收到党的队伍中来。

　　三、加强党风廉政建设，努力规范办学行为

　　新学年党风廉政建设要紧密联系学校工作实际，规范管理，务求实效。

　　1、强化党纪法规教育，筑牢思想道德防线

　　始终注重在各类交往活动中保持清醒头脑，在经济利益面前把握不义不取，取之有道的原则，树立崇高的道德情操。要采取多种形式开展理想信念，优良传统和正反两方面典型的宣传教育，不断增强党员干部遵纪守法的自觉性和反腐倡廉意识。

　　2、认真实行党风廉政建设责任制，加强管理，严格考核。

　要认真执行局党委关于党风廉政建设实行“一岗双责”的规定，坚持“谁主管，谁负责，一级抓一级，层层抓落实”的责任工作体系。要把师德师风建设，教育行风建设与党风廉政建设联系起来，严格执行收费政策，坚决禁止一切乱收费行为。要坚持抓好学习培训活动，落实基础环节管理，在学校经费收支管理问题上必须维护整体利益，坚决制止各行其事，各自为政的作法。

　　3、坚持民主管理，推进依法治校

　　要充分发挥教代会民主管理、民主监督的作用，坚持对学校重大问题的决策广泛听取教职工群众的意见。认真落实党务、校务公开制度，增强学校管理工作透明度。

　　新学年要在教职工中抓好普法教育，要结合学校教育教学工作的实际，采取学习讲座，案例分析，心得交流，电视录像计算机联网等多种形式，进一步增强全体党员和教师的法制意识，提高用法、守法的自觉性。

　四、以荣辱观教育为重点，抓实文明创建工作

　清晰、明确的是非荣辱界限是一个民族正气盎然，精神奋发的标志，是构建学校主流文化主体精神所必须。新学期要以“八荣八耻”教育为重点内容，以文明创建、行风建设为抓手，塑造教育良好形象。

　1、开展多种形式师德教育活动，大树典型广泛宣传。

　坚持开展以“八荣八耻”为核心的政治教育，把教职工的思想，统一到热爱事业，关爱学生的基点上;坚持开展“以服务人民为荣”的职业道德教育，把教职工的观念引导到教育的本质是育人，教师的天职是教好书、育好人，是为人民服好务;坚持开展“以遵纪守法为荣”的教育法规的教育，积极倡导为人师表，以身示范的优良师德师风等等。结合2008年社会各界提出的意见和建议进一步细化，分解到具体人，有计划、有措施、有责任人去落实。要把“八荣八耻”教育与学习贯彻《中小学教师职业道德规范》，《武清区教育系统关于加强干部教师队伍建设的有关规定》相结合，抓典型、树形象，努力营造爱生、敬业、讲奉献的良好育人环境。

　　2、开展创建文明处室活动。

　要继续抓好以办人民满意教育为目标的“创、办、做”活动，着力抓好年级组和处室的文明创评工作，创评的主题要定在“凝聚人心，挑战现实，振奋精神，追求卓越”上，做到 “只为困难想办法，不为问题找借口”。要在弘扬正气，抵制歪风，规范办学，杜绝违纪上发挥党员、领导干部的作用。为徐官屯中学的发展全体教职工都要出力、献策想办法，做出自己的贡献。
