　2014年，在市委市市政府和市教育局党委的正确确领导和同志们的大力支持下下，严格要求自己，深入开展展调查研究，理清教育工作的的思路和方向，规范教育行为为，落实全市教育会议精神，，以加快提高我市的教育教学学质量，带头执行廉洁自律的的有关规定，认真履行党风廉廉政建设责任制职责，规范从从政行为，能够自觉贯彻党的的路线方针政策，落实科学发发展观统，按照局党委的工作作部署，我分管办公室、计划划财务、职业教育等工作，通通过不断加强学习，努力工作作，使自己在思想、工作和作作风等方面都有了一定的进步步，较好地完成了各项任务。。现将本人主要工作和廉政建建设情况汇报如下：

　一、坚坚定信仰，通过学习牢固树立立廉洁从政的思想意识，学习习实践科学发展观，不断提高高依法行政意识和依法行政能能力

　加强思想政治理论学习习，坚定信仰，提高自身素质质，是做好各项工作的基础和和前提。我始终坚持理论联系系实际的学习方法，坚定理想想信念，牢固树立廉洁从政的的思想意识。一年来，在完成成教育局统一安排的政治学习习的基础上，结合自己的工作作实际和分管科室，不断加强强政治理论和相关业务知识的的学习，

　一是学习政治理论论。在政治学习方面，着重学学习了党的十八大报告、十八八届三中全会精神，习近平总总书记几次讲话的重要内容，，深刻领会其实质和深意，认认真做好读书笔记，及时总结结心得体会。在今后的工作中中，要努力结合理论上的自觉觉性和实践上的主动性，力争争从理论上和实践上都要达到到“新高度”，以人为本，树树立科学发展观，进一步增强强党的观念、党员意识、宗旨旨意识、依法行政意识和群众众观念，进一步提高工作效率率和依法管理水平，在工作中中践行科学发展观。

　二是学学习法律法规和党纪政纪规定定。重点学习了习近平同志在在中纪委十八届一次全会上的的讲话，学习了《中共中央关关于改进工作作风密切联系群群众的八项规定》、《关于实实行党政领导干部问责的暂行行规定》，学习“六五”普法法知识，深入贯彻落实科学发发展观，从党和国家事业发展展全局和战略的高度，要注意意把握和体现改革创新、惩防防并举、统筹推进、重在建设设的基本要求，坚持加强思想想道德建设与加强制度建设相相结合、廉政建设与勤政建设设相结合、加强对干部的监督督与发挥干部主观能动性相结结合，努力提高廉政自律、拒拒腐防变能力。

　三是学习先先进模范人物。我通过电视、、新闻广播、报纸等学习新时时期共产党员楷模的先进事迹迹，和他们立党为公、无私奉奉献、执政为民的精神，观看看反腐倡廉警示教育专题片，，结合自身实际，认真撰写多多篇心得笔记，使自己牢固树树立了正确的世界观、人生观观、价值观和权力观、地位观观、利益观。

　四在业务知识识方面，主要结合分管工作学学习了《党政机关国内公务接接待管理规定》、教育教学管管理理论、校园安全工程建设设、教师培训、政务公开、保保密等相关知识。对教育行政政权力的取得、权力的行使、、与权力相对应的责任等有了了更具体更准确的认识，同时时深切体会到依法行政是把解解决问题、化解矛盾的有效手手段，是把复杂问题简单化的的良方，是规范办学行为，提提高工作效率的最佳途径。

　二、立足本职，结合日常工工作促进党风廉政建设取得实实效

　党风廉政建设责任制是是党中央、国务院从制度上保保证各级领导班子和领导干部部对党风廉政建设和反腐败工工作切实负起领导责任采取的的一项重大举措，是各级党委委和领导干部必须担负起的重重大责任。作为一名党员领导导干部，我认真执行党风廉政政建设各项法规制度，牢固树树立全局观念，自觉服从全局局需要。在工作中积极发挥协协调服务作用，做到尽职不越越权，为领导决策当好参谋助助手。认真剖析，深刻反思，，找出自己在党风廉政建设工工作中的问题和不足，真正做做到为民务实清廉。我的主要要做法，一是认真听取有关科科室意见，将党风廉政建设工工作纳入个人整体工作计划中中，与各项工作同部署，同落落实，做到党风廉政建设工作作和科室日常工作两不误、两两促进。二是结合党的群众路路线实践教育活动的准备工作作，重点做好群众投诉的处理理工作。通过调研和督导检查查，了解基层学校的实际情况况，帮助他们解决发展中的思思想问题。三是抓好分管科室室工作人员的党风廉政教育，，使他们树立正确的思想观念念，养成良好的行为习惯。22014年本人职责范围内无无工作人员违法违纪问题及重重大案件发生。四是组织专题题调研，规范机关管理工作。。为进一步规范机关管理工作作，局党委研究决定在充分调调研论证的基础上，从教育局局的自身建设抓起，从而规范范办学行为，建立有序的工作作秩序，提高我们的工作水平平和能力，建立良好的工作作作风。

　三、严于律己，在一一言一行中落实领导干部廉洁洁自律规定，把党风廉政责任任制分工落到实处

　在20114年的工作中，我时刻以党党的优秀干部为楷模，以腐败败分子为警示，始终做到一是是带头弘扬党的优良传统，艰艰苦奋斗，勤俭办事，筑牢拒拒腐防变的思想防线，坚守法法纪防线，把住道德防线，筑筑牢党性防线，要耐得住寂寞寞，管得住自己。二是加强组组织纪律性，严格执行政治纪纪律、组织纪律、财经纪律、、群众纪律。从国家生死存亡亡高度认识反腐倡廉工作的重重大意义和斗争的长期性艰苦苦性，树立长期作战的思想，，把党风廉政建设和反腐败斗斗争进行到底。三是严于律己己，在一言一行中严格落实领领导干部廉洁自律规定，在各各方面以身作则，凡要求干部部做到的，自己首先做到，凡凡要求别人不做的，自己坚决决不做，真正做到了自重、自自醒、自警。

　在落实领导干干部廉洁自律规定方面，我严严格执行党的各项规定，无收收送现金、有价证券和支付凭凭证情况，没有借婚丧嫁娶、、子女升学、生病住院之机收收敛钱财，本人没有经商办企企业行为，未在企业兼职、领领取报酬;无跑官要官、买官官卖官和拉票贿选现象;不存存在变相公费旅游和公款出国国旅游情况，不存在公车私用用现象，没有用公款大吃大喝喝、超标准接待;在配备通讯讯工具、交通工具和个人住房房方面，严格按国家有关规定定执行一律自费;没有参加过过各种形式的赌博活动;没有有干预和插手各类建设工程招招投标、经营性土地使用权出出让等行为;未发生应向组织织报告的重大事项。

　一年来来，能够积极参加各项廉政学学习，完成了上级规定的学习习书目和内容。平时注意利用用业余时间认真学习有关党风风廉政和反腐败工作的文件资资料和有关材料以及上级的有有关指示精神，认真学习习进进平总书记关于反腐倡廉的重重要论述。学习中坚持认真做做好笔记，撰写心得体会，并并用以指导自己的工作，从思思想深处深刻认识到抓好党风风廉政建设的重要性和必要性性，牢固树立了“立党为公、、执政为民”的思想观念。在在搞好自学的同时，注重对下下属工作人员的学习教育工作作。确保廉洁奉公、执政为民民。认真学习了《建立健全教教育、制度、监督并重的惩治治和预防腐败体系实施纲要》》、《中共乌兰察布市委预防防职务犯罪工作联席会议精神神》等文件，强化宗旨意识。。通过教育，增强了理想信念念，提高了“免疫力”和拒腐腐防变能力，筑牢一道防微杜杜渐的“防火墙”。无论环境境怎样变化，始终坚持用党章章来要求自己，从不接受别人人的礼金和馈赠，从不以权谋谋私、吃拿卡要，自觉遵守各各项行政法规，始终保持着清清正廉洁，两袖清风的作风，，始终保持着一名共产党员高高风亮节的情操，始终保持着着一名共产党员的先进性。

　四、存在的问题及努力方向向

　回顾一年来的工作，在局局党委的正确领导下，在思想想、工作作风方面都有一定的的进步，但距党章的要求还存存在着一定的差距。一是在学学习教育方面，还存在不深入入不认真的情况。二是在努力力实现宗旨方面，有时还存在在着信心不足，干劲不大的问问题。三是在开展各项工作中中，有时还存在着不细和不主主动的问题。四是在 “四风风”方面也存在不足。究其存存在的主要问题的原因是多方方面的，但其主观方面，主要要是理论学习抓得不够紧，世世界观改造还不够彻底，正确确的政绩观、地位观和价值观观方面的修养还不到位，全心心全意为人民服务的思想真正正进入头脑深处还存在一定的的差距。

　为此，在新的一年年里，一是要勤奋学习，坚定定信念。要努力学习党的一系系列系统路线、方针、政策，，践行科学发展观，学习教育育专业知识，用先进的科学理理论和科技知识武装头脑，时时刻保持思想上的领先地位。。二是要做到依法行政，依法法治校，圆满完成工作任务。。要严格按照党委的分工，认认真负责，协助局长把自己的的份内工作做好、做实，下大大气力抓好教育规范管理年活活动的后续工作，加强教师队队伍建设，建立健全岗位责任任制，完善规章制度，建立有有序的工作秩序，提高我们的的工作能力和工作水平。三是是要做到求真务实，严格自律律。确保党风廉政工作落到实实处。要注重实际，讲实话，，办实事，求实效，埋头苦干干，自觉落实党风廉政建设和和教育行风建设规定。用实际际行动树立行业新风，真心实实意、切切实实为老百姓办实实事、解难事、做好事，办好好人民满意的教育。、

　200**年，在局党委、局长室室的直接正确领导和指导下，，在各位校长、园长的大力支支持下，顺利地完成了预定的的工作任务。现将本人主要工工作情况从以下两方面下大家家汇报。

　第一方面，认真学学习，严格要求，做合格的公公务员

　本年度，积极参加本本局组织的政治学习，积极参参加党小组活动。严格按照教教育局党委的部署以及党支部部的具体安排和要求，以饱满满的热情、积极的态度自觉、、主动地投身到先进性教育活活动中，认真学习，笔记摘抄抄，认真写学习心得，并且对对照党员先进性的标准，联系系岗位的要求，对自己的工作作中存在的实际问题进行了认认真排查，提出了整改措施，，并积极整改到位。

　平时的的工作中，坚持用公务员行为为规范、党纪政纪严格要求自自己，严格做到以下三点：

　第一、坚定正确的教育信念

　在工作计划、方案以及各项举举措、制度的实施方面，能根根据教育的政策法律法规，按按照教育管理的基本原理和规规律办事，努力坚持基础教育育改革和发展的方向性要求。。

　第二、坚守强烈的服从意意识

　作为中层负责人，其天天职是服从。服从政策规定、、服从领导指示。平时工作中中，能认真领会上级意图，按按照上级的指示办事，努力提提高自己的执行力。注意多请请示多汇报，注意发挥主观能能动性，有些重点、难点工作作，往往要研究和提出很多基基础材料或多种方案，为领导导决策服务。

　第三，坚持自自觉的勤廉习惯

　认真执行机机关各项工作纪律、制度和规规范要求，积极做好本职工作作，力求严谨务实、规范有序序、优质高效。主持科室工作作，具体分管小学教育，工作作中认真研究论证工作思路和和计划，认真研究和落实工作作措施。各项工作，做到有布布置、有检查。平时，注意反反思工作，及时总结成败得失失，并且不断改进提高。工作作过程中既当指挥员，也当战战斗员。本年度参加了开学工工作检查、职中招生驻点督查查、干部考察、有关调研活动动、答复人大政协代表提案、、信访调查、特级教师评审、、职称评定、三峡移民访问等等中心工作，完成领导临时布布置的任务。

　工作中，严格格要求自己，坚守《党政机关关工作人员禁令》，工作日不不饮酒，不接受影响公务的宴宴请，到学校办事坚持在食堂堂用餐，在海安镇办事，坚持持不在学校用餐，不将应由个个人支付的费用在本单位或在在被管理、服务单位报支。

　第二方面，规范管理，敢于于创新，提高工作水平

　第一一，坚持质量中心

　一抓过程程监控：先后通过常规检查、、巡访、调研等形式，及时了了解学校办学和教学管理情况况，针对实际进行个别化指导导;同时，通过校长、园长会会议，总结交流学校办学成果果和经验，分析存在问题，明明确教育教学质量管理的目标标，提出全面提升办学质量的的具体要求。狠抓德育工作，，本学期组织了德育优秀论文文、案例、活动设计与评选活活动;开展了小学、幼儿园德德育特色活动项目评选活动，，5篇获“德育特色活动奖””。

　二抓结果测评。一是精精心组织毕业考试。命题坚持持课改方向，考务工作严格规规范，考后，从总体水平、合合格率、优秀率对全县情况进进行了分析。二是认真开展质质量评估。在指导思想上，将将督导评估变成总结经验、寻寻找和解决问题、明确发展方方向和思路的过程，既全面考考核学校内涵发展和办学实绩绩，也有重点地考察学校在素素质教育过程中存在的薄弱方方面。在方式方法上，让校、、园长以推磨的形式参与评估估，将评估变成相互交流学习习的过程。36所小学确认为为质量优等;28所幼儿园被被评为质量优等园。

　第二，，坚持规范管理

　1、招生工工作。一是县城幼儿园招生，，坚持划配服务区域、核定招招生计划、统一收费。二是小小学招生，严格控制镇之间的的生源流动，对城区有关小学学的施教区进行了整合，稳定定了招生秩序。三是初中招生生，尝试热点学校联合招生与与自主招生相结合;对流动人人口子女入学进行统一安排;;报经政府同意，适量增加了了城区部分初中招生计划，满满足群众对优质资源的需求;;严格录取审批，没有任何一一个镇、一所学校超计划、违违背规范审批。

　2、控辍工作。切实加强强学籍管理组织制订了小学、、幼儿园学籍管理暂行规定;;召开了小学、幼儿园学籍管管理专题会议，对全体校、园园长进行了学籍管理业务培训训;严格学籍迁移手续，认真真核定县城转学计划，有效的的遏制择校现象。

　3、登记记注册。认真制定幼儿园登记记注册方案，认真组织督查，，坚持质量标准，严格要求整整改，有效地促进了学前教育育的规范化进程。

　第三，坚坚持健康发展

　一是抓优质资资源扩大。组织多方面力量，，对有关学校创建工作进行督督促指导。通过努力，有关学学校顺利通过了省实验小学、、省示范性实验幼儿园的评估估验收。二是注意关注弱势学学校、弱势群体。通过开展一一系列活动促进一般学校的发发展;协助落实“两免一补””政策，及时下发有关文件，，将省市下达的 “两免一补补”名额分解给各小学。具体体组织了一年级特殊儿童测查查，进一步改革完善随班就读读儿童素质发展评价办法，促促进特殊儿童身心素质的提高高。

　第四，坚持改革创新

　1、工作改进。一是提出并实实施校园艺术节制度。组织拟拟订了艺术节指导意见;组织织对各校活动情况进行了督查查，并进行效果评价、情况反反馈。二是改进文艺调演。减减缓学校参演频率;注重开放放性，节目形式不拘一格;规规定学校教师自主编排辅导，，促进学校自主创作、艺术教教师专业发展。三是进行艺术术素质抽测。对象涉及学校、、艺术教师、学生，形式有学学生笔试、技能面试，教师说说课、备课笔记检查、课程开开设情况检查，有力地促进了了学校艺术类课程的教学和艺艺术课外活动的开展。

　2、、制度创新。实行中心学校与与其他一般学校的挂钩联系制制度，促进教育均衡发展;建建立和倡导学校开展“艺术周周”、“体育节”、“读书节节”、“科技节”等生动活泼泼的素质教育的校园文化活动动，在质量评估中赋予权重，，并引导学校将其“特色化””、“课程化”。

　第五、坚坚持调查研究

　为了解学校管管理与教育改革过程中出现的的新情况，我们坚持调查研究究的办法，主要组织和参与了了以下几方面调研：一是教学学管理情况调研;二是领导班班子建设情况调研;三是本地地区中小学生学业负担的调研研，四是本地区幼儿园运行情情况以及周边幼儿园管理改革革调研。每次调研都精心拟订订调研提纲，召开了调研座谈谈会，研制了调研问卷，组织织进行大规模现场调查，最后后写出调研报告。尤其是三月月份，与财政局、劳动局、人人事局、事改办等部门联合成成立了调研工作组，对周边地地区幼教改制情况、本地区幼幼教事业发展的沿革和现状进进行了全面细致的调研活动，，通过近两个月的广泛调查、、反复研究和细致分析，提出出了完善幼教管理体制的基本本思路; 提出了《关于幼儿儿园按照教育成本收费的请示示》;提出了关于326名幼幼儿园公办教师暂不参保，其其退休金由政府财政发放的报报告，经局室争取、多方努力力、政府关心，这一问题得到到圆满解决。

　当然，本人还还存在着很多问题和需要努力力的方面：

　1、学习不够深深入、系统，管理工作的理念念需要进一步更新。

　2、了了解基层、服务基层不够，需需要进一步建立踏实严谨的工工作作风。

　3、创新改革的的意识不强，对一些问题的解解决、规范力度需要进一步加加强。

　2014年，我们将将继续坚持以人为本、科学发发展的思想观念和严谨踏实的的工作作风，在促进确立正确确的办学思想、规范办学、优优化管理、提升质量方面继续续努力，促进事业持续健康发发展。

　过去的一年，在市委委、市政府的坚强领导下，认认真贯彻落实党的十八大以来来的各项路线、方针、政策，，紧紧围绕服务全市经济建设设，振兴苏区发展的工作大局局，认真履行工作职责，较好好地完成了各项工作任务。现现就2014年本人在“德、、能、勤、绩、廉”等各方面面的情况报告如下：

　一、加加强学习，不断提高政治思想想素质和道德修养

　作为一名名有三十多年工作经历，入党党二十多年的基层干部，多年年来，本人长期接受党的培养养教育，对党有着朴素的阶级级感情，始终坚信没有共产党党就没有新中国，没有共产党党就没有今天改革开放的伟大大成就。因此，本人的政治思思想品质是好的，政治立场是是坚定的。无论风云如何变幻幻，无论社会发生怎样的变革革，始终在思想上政治上与党党中央保持高度一致，始终把把学习放在首位，把学习当做做一种责任，不断提高自身的的思想政治素质，自觉运用党党的路线方针、政策指导工作作实践，努力适应党在新时期期对各级党员干部的新要求。。

　二、加强机关党组织建设设，不断提高党建工作水平

　第一，坚持党的民主集中制制原则，积极开展党内民主生生活。一年来坚持和完善了支支部书记“一岗双责”制度，，落实了党员领导干部双重组组织生活制度。2014年112月按照市委的要求，扎实实有效地开展了审计局领导班班子民主生活会，民主生活会会严格按照规定的要求进行，，开好预备会统一思想认识，，开展了征求意见，会前谈心心交流，认真撰写民主生活会会发言材料及会前准备工作。。收到了良好的效果，民主生生活会达到了化解矛盾，增强强团结，促进工作的目的。

　第二，坚持了党务公开与政务务公开相结合，在单位的固定定场所开辟了党务政务公开栏栏，落实党员知情权、参与权权、选举权、监督权，提高党党员对党务工作的参与度。

　第三，进一步落实党建工作作责任书，抓好“三会一课””制定的落实。一是开展了正正常的党内政治生活，认真组组织开展政治理论学习，制订订了学习计划，学习宣传党的的路线方针、政策；组织了十十八届三中全会精神的学习，，以及《党员领导干部廉洁从从政若干准则》、《中国共产产党纪律处分条例》、《党风风监督条例》等专题学习，班班子成员、支委委员轮流集中中授课，还邀请党史专家授课课收到良好效果。通过学习增增强了广大党员干部服务大局局，廉洁从审的自觉性。二是是加强了党员干部的思想作风风建设，以市委“三项创建””活动和学习型党组织建设为为契机，2014年3月份开开展了“整顿干部队伍，建设设审计铁军”的专项活动，活活动为期三个月，将审计干部部队伍中“遵纪守法，依法审审计，廉洁自律”等方面作为为重点整顿内容，促进审计干干部作风进一步好转审计行为为更加规范。2014年被市市直工委表彰为“先进党支部部”有两位党员分别表彰为优优秀共产党员和优秀党务工作作者。

　第四，认真做好党员员发展工作。按照“坚持标准准，确保质量，改善结构，慎慎重发展”的方针，近几年来来，对调入我局工作的一名优优秀大学生选拔生进行了重点点培养，严格考察。从20110年确定为入党积极分子，，2011年明确为发展对象象，到2012年转为预备党党员，2014年2月批准正正式加入中国共产党，均严格格按组织程序进行，培养教育育，考察批准。做到发展党员员严格把关，确保质量。近期期，支部委员会又吸收两名年年轻同志为入党积极分子。

　三、认真遵守党风廉政建设和和中央八项规定精神

　一直以以来，本人能始终牢记党的总总书记关于领导干部要做到““自省、自警、自励、自重””的谆谆教诲，在遵守党风廉廉政建设方面始终对自己要求求比较严格。办事情、想问题题，总是考虑是否有利于工作作，是否符合绝大多数人的利利益。从不以工作之便敲诈勒勒索，中饱私囊，不伸手、不不贪腐，守本分。在遵守中央央“八项”规定方面，总体上上执行得比较好，没有违反规规定出入私人会所，参与高消消费娱乐，也没有私人会所会会员卡；没有公车私用，没有有用公款报销个人费用等问题题。但也存在超标准超面积配配置办公室；超标准接待外地地客人的问题。目前已经纠正正。

　四、工作中存在的突出出问题和改进措施

　一年来，，本人虽然做了一些工作，但但与组织的要求，群众的期望望还有一定的的差距。主要表表现在：一是抓党建促工作，，抓党建树典型方面的工作抓抓得不紧；二是机关党员干部部的思想政治工作要一步加强强，方法需要进一步改进；三三是开拓创新精神不足，工作作安于现状等。对于存在的突突出问题，应在今后的工作中中加以克服和改进。

　第一，，强化责任担当，要不断强化化工作的责任感和使命感，爱爱岗敬业，乐于奉献。要加强强机关党组织对党员的教育，，管理和监督工作，发挥党员员在各项工作中的先锋模范作作用。坚持党的民主集中制原原则，维护班子的团结，不断断增强班子的凝聚力和战斗力力。

　第二，加强和改进思想想政治工作，要加强与党员干干部的沟通、交流，建立经常常性的谈心谈话，定期召
