　各科、所、室、中心：

　为深入贯彻党的十八大和全国政法工作会议、重庆市司法局会议精神，进一步加强全县司法行政队伍建设，推动司法行政工作再上新台阶，经局长办公会研究决定，从4月上旬至今年底，在全县司法行政系统开展加强队伍建设提升群众满意度实践活动，确保司法行政队伍建设群众满意度持续领先。现提出如下实施方案。

　 一、指导思想

　深入贯彻落实党的十八大精神，深刻领会报告精神实质，掌握报告中对司法行政工作提出的新要求，以邓小平理论、“三个代表”重要思想、科学发展观为指导，紧紧围绕全县工作大局和司法行政中心任务，着力打造一支政治过硬、能力过硬、作风过硬、班子过硬的高素质司法行政队伍。

　二、目标任务

　通过扎实做好各项工作，确保全县司法行政队伍素质得到明显提高，人民群众对司法行政机关了解度和认同感明显提升，群众满意度不断提升。

　三、主要措施

　（一）以“六五”普法为契机，加强法制宣传。组建“与法同行法制宣传队”，开展“深化法律八进、服务科学发展”主题法制宣传活动，深入各乡镇（街道）、机关、学校、企事业单位和村（居）进行全方位全覆盖的法制宣讲，通过集中法制宣传教育活动的集聚效应和规模效应，达到法制宣传的轰动效应，为“法治某某”建设营造良好的法治环境。

　（二）以专项行动为支撑，推进基层工作。继续深入开展“夕阳关爱·赡养维权”专项行动，坚持“三不变”原则：一是工作目标不变，始终坚持通过司法履职，保障“老有所养”；二是工作措施不变，即继续按照宣传、调解、法律援助三步走，关爱与维权同步实施，重点在于法制宣传到人，并且坚持跟踪回访制度；三是奖励办法不变，调解和法律援助的奖励标准不变。同时继续深入开展摸底排查，准确掌握辖区内老年人赡养情况，做到集中排查一批；继续深入开展人民调解工作，尽量促成当事人达成赡养共识，做到集中调解一批；以巩固和扩大“夕阳关爱·赡养维权”专项行动成果。

　（三）以制度建设为核心，转变干部作风。一是坚持“三下三清”,局领导下基层每月1次，全年不少于12次；乡镇司法所下村社每半月1次，全年不少于24次；科室领导下一线每周至少3次，每月不少于12次。二是坚持“三个一律”,公务接待一律不进高档酒店、不上高档菜肴，并严格审批程序，从严控制接待标准，减少陪餐人数; 因公出差，一律住普通酒店和标准间; 公务车辆一律不得私用。三是坚持“三个严禁”,严禁借出差、开会、学习考察等名义用公款旅游，从严控制外出学习考察; 严禁工作中吃拿卡要，并严格遵守法律援助和公民代理的各项规定;严禁上班时间干与工作无关的事情，不允许以任何名义参与赌博等违纪违规活动。四是坚持“三个公开”,公开各项司法行政职能职责和办事程序; 公开公证收费标准及优惠减免政策; 公开公务接待经费。五是坚持“三个减少”，减少会议活动，严格清理、切实减少各类会议活动，精简会议流程，坚持开短会、讲短话，力戒空话、套话;减少文件简报，按照规定，本局不单独印发简报信息，上报工作情况要重点反映重要动态、经验、问题和工作意见建议等内容，减少一般性工作情况汇报;减少检查考核，注重日常考核，注意通过抽查、暗访等有效方式掌握真实情况，强化考核结果运用，及时通报考核中发现的薄弱环节，指明改进工作的方向。

　（四）以法律服务为己任，深化为民服务。紧紧围绕人民群众对司法行政工作和社会和谐稳定的期盼，加强律师、公证、司法鉴定等法律服务，不断满足人民群众日益增长的法律服务需求。进一步推进法律援助服务，法律援助案件在数量、质量上取得突破，特别加大对老年人赡养维权案件的法律援助力度，增加便民利民举措，将这项民心工程抓好、抓实，切实提高法律援助覆盖人群比例。

　（五）以制度健全为目标，完善工作机制，进一步规范刑罚执行、律师、公证、司法鉴定、社区矫正、法律援助、基层法律服务和人民调解工作的运行机制。完善执法执业考评机制，将考评结果记入司法行政干部、法律服务工作者执法执业档案，作为提拔任用、晋职晋级、评先评优的重要依据。健全执法检查制度，围绕各部门执法中存在的突出问题，特别是群众反映强烈的问题，以执法巡查、明察暗访、社会调查等形式，对全县司法行政机关执法办案情况进行监督检查，促进执法办案质量明显提高。

　四、工作要求

　（一）高度重视。各科、所、室、处、中心务必高度重视提升群众满意度工作，充分认识进行群众安全感测评的必要性和重要性，要把公众安全感测评作为推动司法行政各项工作的重要抓手来抓，变压力为动力，把增强群众安全感、提升群众对司法行政工作的满意度作为当前和今后一项重要工作来部署落实，摆上重要的议事日程，结合工作实际，精心部署，狠抓落实。
