　各总支、支部：

　为大力加强党的执政能力建设，进一步巩固和发展双文明建设成果，调动一切积极因素，进一步完善粮食购销企业产权制度改革，大力推进全局重点工作上台阶，现就20xx年度党务及精神文明创建工作做如下安排：

　一、掀起一个热潮

　全国政协十届五次会议和全国人大十届五次会议分别于3月15日、16日胜利闭幕，为深入学习领会两会精神，更好的以党中央提出的新观点、新思路、新要求来指导我们当前各项工作，必须将深入学习领会两会精神作为当前乃至今后一段时期的一项重要的政治任务，迅速在全局范围内掀起学习、宣传两会精神的热潮。在学习中要重点学习：温家宝总理所作的政府工作报告，深刻领会其精神实质和温总理对做好今后工作所提出的新观点、新思路、新要求，并结合我们当前工作实际，精心谋划玉门粮食经济改革、发展的思路与对策。

　在学习过程中，要始终做到六个结合：一是学习两会精神要与构建和谐单位结合起来，精神谋划XX粮食经济社会和谐、稳健、快速发展的大计；二是学习两会精神要与加强领导班子建设结合起来，着力提高领导干部驾驭改革、发展、稳定，构建和谐单位和统揽全局的能力；三是学习两会精神要与加强党员干部职工队伍建设结合起来，不断提高党员干部职工的政治素质，不断改进工作作风，努力增强工作的责任心和事业心；四是学习两会精神要与进一步推进党风廉政建设和反腐倡廉工作结合起来，为进一步完善粮食购销企业改革提供强有力的政治保证；五是学习两会精神要与加强基层党组织建设结合起来，适时根据人员状况进行优化配置，促使党组织的战斗堡垒作用和党员的先锋模范作用在进一步完善粮食购销企业改革、构建和谐单位中发挥应有的作用；六是学习两会精神要与巩固和发展精神文明创建成果结合起来，有效促进系统内部和谐。通过对两会精神的学习，要使广大党员干部提高认识，切实转变作风，努力做到“为民、务实、清廉”，立足实际，真抓实干，加强库存老粮的销售管理工作，进一步完善购销企业改革，尽力解决困扰粮食经济又好又快发展的突出问题。

　二、深入开展作风教育整顿活动，着力提高机关服务效能

　年初，市委下发了《关于开展干部作风教育整顿活动的决定》，元月9日，胡总书记在中纪委第七次全会上倡导了领导干部“八个方面的良好风气”，近期中央也倡导开展干部作风教育整顿，这说明我市开展的干部队伍作风教育整顿与中央的要求是合拍的。根据市委的安排部署，我们每一位机关干部都要紧紧围绕“治散、治懒、治庸、治奢”这四个重点，突出查摆问题这个基础环节，认真查摆领导班子和领导干部及一般职工在作风方面存在的问题，紧密联系实际，本着动真碰硬、真心整改的原则，认真研究制定整改方案，明确整改措施、责任人和整改时限，靠得力措施把教育整顿活动引向深入，切实取得实效。一是要严格工作要求和程序，扎实做好各项工作。对4月份举行的竞争上岗工作，每一位机关干部思想上要高度重视，及早准备，认真对待，坚决反对借机整人、拉帮结派、搞不正当竞争，要在全局努力形成争先恐后、你追我赶、积极向上的良好风气。二是要严格信息宣传报送工作奖罚责任制，激励每一位机关干部多视角、全方位对局里开展的各项重点工作进行宣传报道，不断提升单位形象。三是要明确目标，防止出现偏差。要通过整顿干部作风来振奋精神、推动工作。四是要领导带头，推动作风教育整顿活动深入开展。领导干部特别是副科以上领导干部要认真对照胡锦涛总书记所倡导的八个方面的良好风气和市委提出的“十不准”要求，自觉加强党性修养，在指导粮食购销企业改革、“三老”问题处理、遗留问题解决方面拿出真水平、真本领，不能一般化，确保分管工作有亮点、有成效，创一流。同时，将成立专门的工作组，加强对我局出台的各项规章制度的监督落实力度，靠制度切实转变机关干部作风，大力提升机关服务效能。

　三、围绕执政能力建设，努力抓好三项工作

　1、抓领导班子建设，发挥班子整体功能

　⑴要不断提高领导班子和党员干部的政治思想素质。要突出抓好领导班子和党员干部政治理论学习教育，尤其要经常性地组织党员领导干部认真学习十六届五中、六中全会精神、胡锦涛总书记在甘肃视察时的讲话精神和在中纪律七次全会上的讲话及市委关于开展干部作风教育整顿的重大决定，进一步提高党员领导干部的政策理论水平；加大对领导干部经营管理能力、开拓创新能力的培养力度，引导干部在粮食购销市场化新形势下牢固树立新的创业观、发展观，使其具有务实的工作作风、创新的工作思路、团结的整体合力，把全局各级班子建设成学习型、创新型、实干型、诚信型和廉洁型的领导班子，以适应粮食购销市场化下粮食行业生存发展的要求。

　⑵要不断提高领导班子抓大事、干实事、谋发展的能力。各级领导班子，要把主要精力放在进一步完善粮食购销企业改革上，放在本单位经济效益增长模式的转变上。要把团结和带领广大职工，围绕企业改革后的生存发展等重大问题，抓作风、带队伍、出思路、想实招、定措施、抓落实，确保企业改革进一步完善，经营范围和经济效益进一步提高。

　⑶要勤勉务实，真抓实干。要坚持集体领导、民主决策、个别酝酿、会议决定的工作程序，真正做到重大事项集体决策，谋划在前，市场变化预测在前，确保每一个多种经营项目搞得起，有效益，处理紧急事件预案在前，尽可能规避决策失误、减少损失。做到开拓市场，有领导干部把关定位；重大难题，有领导干部带头攻关；重大项目建设，有领导干部带头争取、现场指导、检查；关键时刻，领导干部能顶得上，靠得住，用人格和榜样的力量，影响职工、凝聚职工，为企业的发展勤勉工作，无私奉献。

　2、抓基层党组织建设，发挥层党组织的战斗堡垒作用

　切实抓好基层党组织建设。要积极探索党员管理的新方法、新途径，把经营管理一线的党员管理好、教育好。局党委将适时根据各基层站所人员变化，及时调整党组织负责人，利用一切有利时机，加强党员干部职工的教育管理，努力做到机构不撒，队伍不散，活动不乱。使基层党组织在进一步完善基层购销企业改革、拓展企业经营渠道、增加经济效益方面发挥战斗堡垒作用。同时，要立足实际，把工作的着力点放在如何发挥现有在岗党员的先锋模范带头作用上，以此来引导推动各项工作正常有序开展。

　3、抓好党风廉政建设，提高廉洁从政能力

　⑴不断落实党风廉政建设责任制。各单位党政一把手对党风廉政建设切实负起责任，不断完善内部监督约束机制，在严格律已的同时，还要主动接受群众监督，努力为粮食经济发展创造良好条件。

　⑵不断深化党风廉政教育的效果。认真组织领导干部特别是各单位主要领导学习国务院廉政工作会议精神、中纪委七次全会精神、玉门市委提出的领导干部“十不准”要求及《中国共产党党内监督条例》、《中国共产党纪律处分条例》，使各单位党政一把手的受教育面达到100，以增强领导干部拒腐防变和抵御风险能

　力，使我们的领导干部自觉做到遵守党的纪律不动摇，执行党的纪律不走样。

　⑶严格执行关于领导干部廉洁自律的各项规定。各单位党员干部特别是单位主要领导要严格落实胡总书记倡导的八个方面的良好风气，中央、省、市关于领导干部廉洁自律的“八准八不准”规定，市委“十不准”规定，以及局党委针对粮食系统工作实际提出的领导干部“十不准”规定。同时，领导干部要结合自身工作实际，常修从政之德，廉洁奉公，勤政为民；要在任何情况下都能稳得住心神，管得住手脚，抗得住诱惑，经得起考验；要常思贪欲之害，常以他人教训警戒自己，防微杜渐；要甘于清贫、耐得寂寞，堂堂正正做人、清清白白做官、认认真真做事，把群众赋予的权力真正用在促进粮食经济发展上，用在为广大职工谋利益上。

　⑷要切实推行党务、政务、企务公开。各单位要把落实党务、政务、企务公开工作作为加强企业管理的一项重要内容常抓不懈，通过健全机构，不断完善公开工作运行机制，强化措施管理和民主监督，为广大党员群众参与党内事务的决策、企业管理、民主监督提供广阔的舞台。在党务政务企务公开中，在坚持以往好的经验、做法的基础上，要突出“三性”即：一是健全机构，完善机制，突出公开的纪律性；二是自分层次，把握大局，抓住关键，突出公开内容的针对性；三是讲究方法，规范运作，突出公开的真实性。推进党务政务企务公开，要落实好“三权”即：一是以党内民主、安全生产和经济效益为重点，落实职工参与权；二是以党内决策、深化改革和维护稳定为重点，落实职工的知情权；三是以党内监督、党风廉政建设为重点，落实职工监督权。

　三、立足实际，深入调研，进一步深化和完善购销企业改革

　新一轮国有粮食企业改革工作已于去年6月底基本结束，但与上级的要求还有一定差距，主要是各基层粮油购销站“老粮”问题依然突出，资金缺乏，机制不活。为进一步深化和完善购销企业改革，局党委要以破解“老粮”问题为突破口，多渠道促销压库，力求用最短的时间取得明显成效。一是要以产权制度改革为核心，组织落实对花海、直属库、清泉粮食经营网点的竞价出售工作，使其退出国有资本，实现民有民营。二是要完善柳河、黄闸湾、下西号、赤金4户基层粮油购销企业租赁经营工作，待库存老粮销售处理完毕，实行多种形式的产权制度改革，将改革作为企业发展新的动力，尽而实现企业新的跨跃和发展。三是要着力做好企业离退休人员生活费用剥离工作，通过继续推进企业改革之机，拿出进一步深化企业改革的补充方案，报请市政府批准后付诸实施。

　四、抓精神文明建设，促进“两个文明”协调发展

　1、大力开展各种主题教育活动。要广泛开展以“八荣八耻”为主题的社会主义荣辱观教育，引导广大党员干部树立正确的社会主义荣辱观，以正确的荣辱观保证党员先进性的长效性，更好地使职工群众多得实惠。

　2、多层面开展文体娱乐活动，丰富职工文化生活。要重视企业文化建设，充分发挥文化娱乐活动的载体作用，在五一、七一、十一、春节等节日，广泛组织职工开展丰富多采的文化娱乐活动，力求做到内容丰富出新意，形式多样有创新，以文化活动陶冶职工情操，凝心聚力。

　3、加强社会治安综合治理，维护正常经营秩序。要继续深入开展禁毒、打击“xx功”等专项斗争，进一步加强治安保卫和防火、防盗工作，维护正常的生产经营秩序。认真做好矛盾纠纷排查、信访、民调工作，积极排除职工中存在的不安定因素，理顺情绪，动员广大职工积极参与粮食购销市场化改革。同时，在离退休职工管理上继续给予高度重视，对他们提出的问题要区别对待，对个别无理取闹者要进行严肃批评教育，做到既不软弱，又不纵容，确保全局各项事业健康、平稳、协调发展。

　4、坚持国策，计划生育常抓不懈。计划生育工作要继续总结经验，发扬成绩，确保全年无计生违纪现象。

　5、工、青、妇齐努力，围绕粮改发挥应有的作用。工、青、妇等群团组织，要严格按照上级的总体要求做好工作，正确行使各自职能，对广大职工进行正面引导、教育，不断提高广大职工的整体素质，促进粮改进一步深化和“双文明”建设向纵深发展。同时，要通过正常渠道切实维护广大职工群众的合法权益。
