 在全市人才工作会议上的讲话

 (2011年1月23日)

 同志们:

 今天召开这次大会,主要是深入学习贯彻全国、全省人才工作会议精神,总结交流人才工作经验,对当前和今后一个时期我市人才工作进行研究部署。刚才, 同志宣读了两个《表彰决定》;会议对全市突出贡献人才、专业技术拔尖人才和工业企业优秀人才进行了表彰; 县、市科技局、石化、学院分别作了经验介绍。在此,我代表中共--市委、--市人民政府,向受表彰的57名同志,致以崇高的敬意和热烈的祝贺!

 下面,我着重就贯彻落实全国、全省人才工作会议精神,切实做好人才工作,建设人才强市,讲三点意见。

 一、充分认识做好人才工作,建设人才强市的重大意义

 人才是衡量一个国家、一个地方、一座城市综合实力的重要标志,是社会文明进步、人民富裕幸福、国家繁荣昌盛的重要推动力量,是经济社会发展的第一资源。我们党历来高度重视人才工作,特别是进入新世纪以来,中央做出了实施人才强国战略的重大决策,并于2003年专门召开了新中国成立以来第一次全国人才工作会议。党的十七大把人才强国战略和党管人才原则首次写入了党代会报告和党章。2010年6月,中央又制定了新中国第一个中长期人才发展规划纲要,召开了第二次全国人才工作会议。党的十七届五中全会提出,要深入实施科教兴国战略和人才强国战略,加快建设创新型国家。这些,都充分表明了党和国家对人才工作的高度重视。2010年7月19日,省委、省政府召开了全省人才工作会议,就贯彻落实全国人才工作会议精神,大力实施人才强省战略,加快人才强省建设进行了全面的部署。我们要深入学习贯彻全国、全省人才工作会议精神,按照中央和省委、省政府的要求,进一步把握新时期人才工作和人才队伍建设面临的新形势、新任务,充分认识加强人才队伍建设的极端重要性和紧迫性,切实增强做好人才工作的责任感和使命感。

 1、人才资源是我市奋起赶超的第一资源。21世纪是知识经济时代,是人才竞争的世纪谁拥有人才,谁就拥有无与伦比的竞争力。联合国统计署的一项资料表明美国最优秀的50名高科技人才每年创造的价值,相当于25个欠发达国家的国民生产总值。中关村之所以能够在短短10年间发展成为世人瞩目的中国硅谷,就是有近10万新型科技人才在这里找到用武之地。有人形象地说中关村每一个奇迹背后,都有一条博士生产线。。紧紧围绕全市发展大局,具体工作中,要始终坚持四个优先:
