　发展党员工作，是基基层党组织的基本任务之之一，是加强党的建设和和提高党的执政能力的一一项重要的基础性工作。。在党中央提出“建设社社会主义新农村”重大历历史任务的今天，面对新新的历史形势、新的机遇遇和挑战、新的矛盾和问问题，努力做好农村党员员发展工作，对于推进新新农村建设具有深远而重重要的意义。为此，笔者者结合工作实际，对所工工作的××镇村居建制调调整前的XX年和调整后后的XX年农村党员发展展情况进行了调查分析，，并就如何做好新形势下下农村党员发展工作谈几几点初浅的看法。

　一、、××镇基本情况

　×××镇地处××县中部，属属城关镇，是全县政治、、经济、文化中心，县级级党政机关所在地。全镇镇幅员面积平方公里，有有11个社区居委66个个居民小组和15个村委委114个村民小组，共共万户，万人，其中农业业人口万人，是一个典型型的城镇带农村乡镇。现现有农村党支部15个，，占全镇党支部总数的%%，有农村党员587名名，占全镇党员总数的%%。

　二、农村党员发展展存在的问题

　（一）农农村党支部发展党员积极极性不高。

　（三）农村新党员整体体素质不高

　三、农村党员发展面面临的新形势

　（一）农农村青年外出务工人员增增多。随着市场经济的不不断发展，大多数农村青青年不安于“日出而作，，日落而息”的农业生产产现状，纷纷外出务工经经商，或在当地从事第二二三产业，制约了农村青青年党员的培养与发展。。

　四、对对如何加强新形势下农村村党员发展工作的几点思思考

　党员发展，要在遵遵循“坚持标准、保证质质量、改善结构、慎重发发展”十六字方针的基础础上，根据本地区、本部部门、本行业、本单位的的工作实际，不断创新工工作的机制和形式。在做做好常规工作的同时，笔笔者认为，还应注意以下下几点。

　二是要把发展经经济能人作为新亮点。党党中央指出，现阶段发展展党员工作的重点是：培培养、吸收生产、工作第第一线的工人、农民、居居民和知识分子中的优秀秀分子入党。农村经济能能人是生产工作一线的农农民，也是农民中的优秀秀分子，他们有文化、懂懂技术、善经营，不但能能够实现自己的脱贫致富富和发展，还能够带动身身边的农民群众共同发展展、共同富裕。他们与广广大群众朝夕相处，对群群众有较强的感染力和影影响力。所以，笔者认为为，培养农村经济能人入入党，是农村党员发展工工作中的一个新亮点，上上级党组织要把培养农村村经济能人入党作为考核核农村基层党组织建设的的一个重要指标，以不断断提高农村基层党组织的的影响力、凝聚力和战斗斗力。
