 对新形势下农农村党员发展的几点思考考

 发展党员工作,是基基层党组织的基本任务之之一,是加强党的建设和和提高党的执政能力的一一项重要的基础性工作。。在党中央提出“建设社社会主义新农村”重大历历史任务的今天,面对新新的历史形势、新的机遇遇和挑战、新的矛盾和问问题,努力做好农村党员员发展工作,对于推进新新农村建设具有深远而重重要的意义。为此,笔者者结合工作实际,对所工工作的××镇村居建制调调整前的XX年和调整后后的XX年农村党员发展展情况进行了调查分析,,并就如何做好新形势下下农村党员发展工作谈几几点初浅的看法。

 一、、××镇基本情况

 ×××镇地处××县中部,属属城关镇,是全县政治、、经济、文化中心,县级级党政机关所在地。全镇镇幅员面积平方公里,有有11个社区居委66个个居民小组和15个村委委114个村民小组,共共万户,万人,其中农业业人口万人,是一个典型型的城镇带农村乡镇。现现有农村党支部15个,,占全镇党支部总数的%%,有农村党员587名名,占全镇党员总数的%%。

 二、农村党员发展展存在的问题

 (一)农农村党支部发展党员积极极性不高。

 由于受市场经济济的影响,农村青年外出出务工增多,基层党组织织对青年入党积极分子的的培养缺失,加上受少数数宗旨意识淡化、不讲组组织原则的党员影响,部部分农村青年对党组织失失去信心,入党积极性减减退。XX年和XX年发发展的农村党员中,355岁以下的党员19名,,占两年发展的农村新党党员的%,其中6名为村村委会成员,占%;355岁以上新党员13名,,占%,其中46岁以上上新党员5名,占%。

 (三)农村新党员整体体素质不高

 主要表现在在:一是文化程度不高。。XX年,该镇发展农村村党员13名,其中高中中文化程度6名,初中以以下7名;XX年发展农农村党员18名,其中中中专文化程度3名,高中中5名,初中及初中以下下10名,初中及初中以以下文化程度占了新党员员的一半以上。二是经济济能人不多,由于农村经经济体制的变革和生产经经营方式的变化,农村中中有文化、素质较高的青青年农民大多外出务工经经商,所以,在新党员中中懂技术、会经营的经济济能人很少,这种状况不不符合党的建设的要求,,也不符合建设社会主义义新农村的要求。

 由于上级级党组织对党员、基层党党员干部的培训力度不够够,特别是对党支部书记记的党员发展业务知识培培训不到位,使一大部分分农村党员和党员干部对对党的基本知识缺乏了解解,党性意识和组织意识识较差,造成对入党积极极分子的教育培养上知识识欠缺,表现在新入党的的党员宗旨意识不强、入入党目标不明,对入党动动机缺乏深层次的思考。。

 三、农村党员发展面面临的新形势

 (一)农农村青年外出务工人员增增多。随着市场经济的不不断发展,大多数农村青青年不安于“日出而作,,日落而息”的农业生产产现状,纷纷外出务工经经商,或在当地从事第二二三产业,制约了农村青青年党员的培养与发展。。

 (二)经济发展在““三农”工作中仍居于主主导地位。提出“建设社社会主义新农村”是一个个长期而艰巨的历史任务务,在当前及今后很长一一段时期,经济发展在““三农”工作中仍然居于于主导地位。要抓好农村村党员发展,就必须正确确处理好与农村经济发展展的关系。

 四、对对如何加强新形势下农村村党员发展工作的几点思思考

 党员发展,要在遵遵循“坚持标准、保证质质量、改善结构、慎重发发展”十六字方针的基础础上,根据本地区、本部部门、本行业、本单位的的工作实际,不断创新工工作的机制和形式。在做做好常规工作的同时,笔笔者认为,还应注意以下下几点。

 二是要把发展经经济能人作为新亮点。党党中央指出,现阶段发展展党员工作的重点是:培培养、吸收生产、工作第第一线的工人、农民、居居民和知识分子中的优秀秀分子入党。农村经济能能人是生产工作一线的农农民,也是农民中的优秀秀分子,他们有文化、懂懂技术、善经营,不但能能够实现自己的脱贫致富富和发展,还能够带动身身边的农民群众共同发展展、共同富裕。他们与广广大群众朝夕相处,对群群众有较强的感染力和影影响力。所以,笔者认为为,培养农村经济能人入入党,是农村党员发展工工作中的一个新亮点,上上级党组织要把培养农村村经济能人入党作为考核核农村基层党组织建设的的一个重要指标,以不断断提高农村基层党组织的的影响力、凝聚力和战斗斗力。

 三是要把发展农农村青年作为侧重点。党党中央提出,要注重在青青年中发展党员。广大农农村青年是农村经济社会会发展的中坚力量,要加加快建设社会主义新农村村进程,就必须充分发挥挥广大农村青年的优势和和作用,必须凝聚广大农农村青年的智慧和力量。。因此,笔者认为,要加加强对农村青年的教育和和培养,把发展农村青年年党员作为农村党员发展展工作中的重点来抓。首首先,要抓好在家农村青青年的教育培养。要充分分发挥他们的知识、技能能和积极作用,增强他们们对党的认识与了解,努努力引导他们向党组织靠靠拢。其次,要抓好外出出农村青年的教育培养。。外出的农村青年,能够够积储资金、积累经验、、掌握技术、学会经营,,是社会主义新农村建设设中的一支重要力量。要要通过开展党员“结对””、建立流动党员支部、、设立青年热线等多种形形式,及时了解外出青年年工作、学习情况,掌握握他们的思想状况,加强强与他们的联系,搞好对对他们的教育,鼓励和帮帮助他们回乡创业,引导导他们加入到党组织中来来。
