　二、指导思想和工作目标 指导思想。坚持以科学发展观重要思想为指导，认真贯彻党的十八大精神。深刻把握和领会《决定》提出的“培训不到位是重大安全隐患”的新理念，坚持依法培训、按需施教，全面加强安全培训基础建设，严格安全培训监管执法和责任追究，促进全镇安全生产形势持续稳定好转。

　工作目标。按《决定》要求，严格实行持证上岗和先培训后上岗制度，以落实企业安全培训主体责任和政府及有关部门安全培训监管职责为重心，着力提升安全培训基础保障能力，切实提高安全培训质量。到“十二五”时期末，实现矿山、建筑施工、民爆器材生产单位和危险物品生产、经营、储存等高危行业企业主要负责人、安全管理人员和生产经营单位特种作业人员100%持证上岗，以班组长、新工人、农民工为重点的企业从业人员100%培训合格后上岗，各级安全监管人员100%持行政执法证上岗，承担安全培训的教师100%参加知识更新培训。

　三、主要任务 全面落实三方责任 1．强化企业安全培训主体责任。企业要自觉履行安全培训的主体责任，要把安全培训纳入企业发展规划，健全落实以“一把手”负总责、领导班子成员“一岗双责”为主要内容的安全培训责任体系，建立健全机构并配备充足人员，保障经费需求，严格落实从业人员先培训后上岗制度，健全安全培训档案。
