　**县农村基层党风廉政建设工作现状和存在的问题

　**县纪委坚持以邓小平理论和“三个代表”重要思想为指导，深入贯彻落实科学发展观，认真学习和贯彻落实十七大和十七届中纪委二次全会、省、地纪委工作会议精神，扎实抓好农村基层党风廉政建设，卓有成效地开展反腐倡廉工作。总体而言，**农村基层党风廉政建设情况总体是好的，绝大多数农村基层党员干部是廉洁勤政、努力为党的事业辛勤工作的，特别是中共中央办公厅、国务院办公厅颁布《关于加强农村基层党风廉政建设的意见》以来，全县各级党委、政府和纪委按照中央、省、地、县的部署，紧紧围绕社会主义新农村建设这个主题，加强农村基

　但是，在肯定成绩的同时，我们也应当清醒地看到，当前全县农村基层党风廉政建设工作还不能完全适应新形势新任务的要求，仍存在着一些薄弱环节和问题，主要是：在农村管理方面，一些乡村决策不民主，公开不及时、不真实、不具体，特别是财务管理不规范，少数农村还有“小金库”、账外账，胡支乱花问题突出；在惠农政策落实方面，一些地方截留、滞留惠农资金，不能及时、完全兑现；在建设项目管理方面，资金管理、项目发包招标、质量监管还不到位，存在着漏洞；在工作作风方面，一些干部依法行政观念淡薄，工作方法简单粗暴，好搞形式主义；在廉洁自律方面，少数干部为政不廉，利用权利为个人或亲友谋取不正当利益，甚至贪污挪用公款等。这些存在的问题，要求我们必须克服盲目乐观的思想，正确估计农村基层党风廉政建设现状和存在的实际问题，切实增强责任感、紧迫感，采取有效措施，加强基层党风廉政建设。

　二、农村基层党风廉政在建设社会主义新农村中的作用和任务

　（一）、大力开展党风廉政宣传培训，筑牢农村基层党风廉政建设思想防线。加强党风廉政宣传教育，是促进农村基层党风廉政建设的基础性工作，县纪委以乡局级领导干部、村领导班子成员和基层站所负责人为重点，把党风廉政教育纳入农村基层党员、干部培训总体规划，贯穿于农村基层干部培养、管理、教育和使用的各个方面，切实抓出成效。全县组织开展了党风廉政教育培训会和观看反腐倡廉电教片95场次，受教育的党员干部3290人，其中县级领导干部50人次，乡局级领导干部548人次，其他干部和村干部2692人次；组织了乡局级领导干部上党课185节，参加党员3284人次，同时对拟提拔的29名领导干部进行任前廉政培训；组织了以交通为主题的专题培训，全县26个乡镇主要领导和分管领导及360个村委主任参加了培训，为全县“交通建设年”顺利实施奠定了基础。
