　 新员工上岗前培训实施方案

　为加强新员工对公司企业文化、价值观、发展战略的认知和认同，提高岗位技能、专业知识和业务能力，依据《员工培训管理暂行规定》（鲁丰字[2009]62号），结合我公司实际，经研究，制定本方案。

　一、组织领导

　为切实做好新员工上岗前培训工作，公司决定成立培训工作领导小组。

　组 长：

　领导小组下设办公室，办公室设在人力资源科，****兼任办公室主任，具体负责培训工作的组织、督导和考核。

　二、培训思路

　1、人力资源科要在培训前2日内，向新员工所属部门发出培训通知。原则上，要组织所有新员工参加，因特殊情况确不能参加的，应在收到通知后向人力资源科说明原因，可补充培训。

　2、新员工上岗前培训由人力资源科负责组织，按照“三步走”分期开展。

　第一步进行行为宣贯教育。原则上要安排不低于2天的时间，采用听讲课、看讲座、参观了解等形式，重点了解公司企业文化、公司发展历程及现状、行业情况、企业组织架构、各部门职能和业务范围、规章制度、员工行为规范等方面的知识。

　第二步进行业务知识和岗位技能理论培训。原则上要安排不低于一周的时间，采用讲师授课、多媒体教学等形式，重点加强岗位职责、工作标准、业务范围和程序、生产流程和工艺、安全知识、岗位操作技能等知识的熟悉和掌握。

　第三步岗位实习。经过理论培训且考试合格后，由新员工所在部门组织新员工进行认师并签订师徒协议，协议期一般为四个月，协议期内新员工在师傅的带领下进行岗位实习。实习期满，经所在部门组织考核合格后方可独立作业，否则，师徒协议顺延至考核合格为止。

　3、培训结束后，由人力资源科组织新员工填写《培训评估表》，汇总后对培训讲师、培训内容、培训形式及技巧和实施效果等方面进行评估。同时对新员工进行闭卷考试。

　4、人力资源科要合理安排培训资源,对讲师进行合理分工,当本单位不具备培训条件时，可安排进行外部培训，外部培训必须符合程序和公司相关文件规定。外部培训原则上不得超过15天，超过15天的必须经矿主要负责人同意后，报公司总经理批准。

　三、培训讲师管理

　矿聘培训讲师由人力资源科推荐，培训工作领导小组审查，符合条件的由矿行文聘任，管理人员和技术骨干要积极响应。其主要职责是：

　1、编写本专业培训教材，精心准备课件，并报人力资源科备案；

　2、根据培训计划，按时给学员上课，确保教学质量；

　3、配合人力资源科做好本专业培训效果评估，并根据评估结果不断探索完善培训教材和教学方式。

　四、有关要求

　1、新员工上岗前培训不得低于72学时，有特殊（工种）岗位要求的，按照主管、监管部门和行业规定执行。上岗前必须完成培训及考试，考试不合格的要补考，补考不合格的按试用期不符合录用条件处理。

　2、新员工在培训时，必须服从人力资源科的管理，听从讲师安排，认真做好学习记录，严肃对待学习考核，否则按《公司员工违规违纪处分暂行办法》（鲁丰字[2009]38号）的规定处理。

　3、培训期间不得迟到、早退和旷课，无特殊情况不允许请假，讲究卫生，爱护公物，遵守纪律，课堂内严禁抽烟，上课时关闭手机铃声、不准随便进出教室，上下楼时禁止喧哗。

　4、人力资源科要加强师资队伍建设，按照规模适当、结构合理、素质优良、专兼结合、动态管理的原则，配备专业的师资力量。

　5、聘任的讲师要按照培训计划，精心准备课件，采取先进的教学手段，创新教学方法，多采用实验室教学法、案例教学法、研讨式教学法、多媒体教学法等多种方式方法，提高教学水平和培训效果。

　6、培训结束后，人力资源科要收集、整理相关培训资料并登记造册，归档备查。

　五、罚则

　1、培训期间，旷课一次罚款100元，迟到一次罚款50元，学习期间中午不得饮酒，否则每次罚款200元。

　2、新员工外出参加培训期间，因迟到、旷课和其它原因受到培训单位的处理或考试不及格的，除执行公司和矿有关文件规定外，视情节轻重一次性罚款100～500元，补考仍不及格的直接辞退，且培训费用自理，并扣除外出培训补贴。

　3、对于教学不认真、不按时备课、讲课的讲师，根据情节每次罚款100～200元，情节特别严重的，取消师资资格。

　4、人力资源科需要有关单位上报的培训资料必须在规定的时间内上报，否则每迟报一天罚责任单位的主要负责人100元，依次类推。

　5、所有罚款一律由人力资源科出具罚款单，交财务部门列入安全基金账户。

　六、经费列支及其它

　1、授课讲师按每小时50元补助授课费；监考和批改试卷人员由人力资源科组织实施，监考费和试卷批改费按每小时30元执行。

　2、培训费、讲课费、监考费和批改试卷等补助一律从教育经费列支。

　3、人力资源科负责新员工培训经费的统一支出、报销。

　4、本方案自下发之日起执行，凡与本方案不一致的，以本方案为准。

　5、附新员工培训课程表、《培训评估表》。
