 人大常委会机关党组议事规则

 第一条? 为规范中共X市人大常委会机关党组(以下简称机关党组)工作,提高议事决策水平,根据《中国共产党章程》《中国共产党党组工作条例》等党内法规规定,结合市人大常委会机关工作实际,制定本规则。

 第二条? 机关党组按照集体领导、民主集中、个别酝酿、会议决定的原则作出决策,实行科学决策、民主决策、依法决策。

 第三条? 机关党组作出重大决策,一般应当经过调查研究、征求意见、充分酝酿等程序,按照规则由集体讨论和决定。

 第四条? 机关党组讨论和决定下列重大问题:

 (一)传达学习中央、省、市委和市人大常委会党组的重要决议、决定及有关指示精神,结合机关实际,制定贯彻落实意见;

 (二)需要向市委和市人大常委会党组请示报告的重要事项;

 (三)机关重大改革事项;

 (四)按照干部管理权限,有关机关干部的招录、任免、交流、考核、奖惩及纪律处分等事项;

 (五)机关重大项目安排事项;

 (六)机关大额资金使用、固定资产处置、预算安排;

 (七)机关内部管理、职能配置、机构设置、人员编制事项;

 (八)上级对机关开展的审计、巡视巡察、督查检查、考核奖惩等重大事项;

 (九)机关党的建设方面的重要事项,包括机关党的政治建设、理论武装、意识形态、人才工作、基层组织建设、党员队伍建设、作风建设、制度建设、党风廉政建设等;

 (十)其他应当由机关党组讨论和决定的重大问题。

 第五条? 机关党组讨论和决定人事任免事项,应当严格按照《党政领导干部选拔任用工作条例》等有关规定执行;机关党组讨论和决定基层党组织设置调整和发展党员、处分党员事项,应当严格按照党章党规和党中央有关规定执行。

 第六条? 机关党组议事和决策一般采用机关党组会议形式。机关党组会议由党组书记召集和主持,一般每月召开1次,如有工作需要可以随时召开。

 第七条? 机关党组会议议题由党组书记提出,或者由党组其他成员提出建议、党组书记综合考虑后确定。会议议题应当提前书面通知党组成员。

 第八条? 机关党组会议应当有半数以上党组成员到会方可召开,讨论和决定干部任免、处分党员事项必须有三分之二以上党组成员到会。党组成员因故不能参加会议的应当在会前请假,其意见可以用书面形式表达。机关党组会议议题涉及本人或者其亲属以及存在其他需要回避情形的,有关党组成员应当回避。

 第九条? 根据工作需要,召开机关党组会议可以请不是党组成员的领导班子成员列席。会议召集人可以根据议题指定有关人员列席会议。

 第十条? 机关党组会议议题提交表决前,应当进行充分讨论。表决可以采用口头、举手、无记名投票或者记名投票等方式进行,赞成票超过应到会党组成员半数为通过。未到会党组成员的书面意见不得计入票数。表决实行会议主持人末位表态制。会议研究决定多个事项的,应当逐项进行表决。

 第十一条? 机关党组决策一经作出,应当坚决执行。机关党组应当督促推动各委室及时全面落实党组决策。党组成员应当在职责范围内认真抓好党组决策贯彻落实。

 第十二条? 机关党组会议由办公室人事处负责记录,并按照规定存档备查。

 一、预习是学习的重要环节上课前充分预习,考试前充分地复习,与“打有准备之仗”有同曲之道。预习效果好,听课才能有针对性;听课有针对性,复习才能顺利进行;复习深刻,作业、考试才能得心应手。所以说预习是学生学习过程中一个必不可少的环节。

  二、掌握好高效的听课方法课上集中精力听课,是掌握知识的捷径。听讲时,思想上必须与老师讲解的思路保持一致,听老师对事物是怎样分析、推理;听老师解决问题是用什么方法、技巧;听老师对问题有哪些提问和解释。这样才能把握住听课的重点。听讲中,要把自己在预习中的理解,和老师讲解的相比较,看自己和老师有哪些相同点和区别点。

  三、合理安排复习时间很多科学家通过研究发现,有几个时间段有利于巩固记忆:一是学习后最初几分钟内,电生理活动引起蛋白质的合成;二是学习后在48小时内复习;三是一周之后脑突触发生永久性变化。根据人在学习过程中这一生理变化,采用复习加强记忆就显得特别重要了。如果我们能够在学习的内容即将忘记时进行复习,那么复习的效果最好,效率也最高。著名的心理学家艾宾浩斯通过实验发现了人的记忆与遗忘规律。实验证明:在学习仅过了20分钟后,就忘记记忆内容的42%,1天后忘却量已经达到了66%,到了第31天,忘却量高达79%。他根据实验结果,画成了著名的遗忘曲线。并表明遗忘的规律是“先快后慢”。这条规律提示我们,—定要尽早、及时地对所学知识进行复习,以便在知识还在大脑内时就加深印记,否则大脑中已经没有痕迹了,只能再费精力重学。合理安排复习时间特别重要并且必要,制定复习计划,严格按精英特计划执行,并力求形成习惯,是我们每一位学生都应该力求努力做到。

 我们为什么要复习呢?因为我们记忆效果没有那么好,不可能过目不忘,所以需要重复、增强记忆。同时,复习的进展也有利于学习效率的提高。

  四、做作业的科学方法这里有七种做作业的技巧:

  1、先复习后做作业。复习是做好作业的关键,只有复习得好,作业才能做得好。做作业前先把老师这一节课所讲的内容认真地看一看,弄清楚基本原理和概念后再去做作业,作业才能做得既快又好。

  2、认真审题。

 做作业最关键的—步就是审题,连题都判断错了,作业内容就全错了。首先第—步要弄清楚题目的内容,所给的条件,什么要求,需要联系哪些知识等等;其次是考虑好解题思路、方法、步骤,要善于把—道题分成几部分,化大为小、化难为易、分清其中的已知和未知,弄清各部分的联系,设计好整个解题步骤,—定要让自己做到不明白题意不做题,不清楚方法步骤不下笔。

  3、细心的做题。

 做题是表达思路的全过程,这个过程要求既动脑、又动手。做题的关键是要保证“规范”、“准确”。要做到这两点就要求学生认真的抄好题,书写格式必须正确、规范,严格按照各类题的解题要求,仔细演算解题的每—步,得出正确的结果。只有平时做题认真细致,步骤完整,思路正确,表达严密,准确无误,考试时才能按照这种良好的习惯进行

  五、重视错题积累在学习的过程中,同学们可能遇到过一错再错的现象
