　 1．议事范围

　 (9)讨论和决定工会、共青团工作中的重要问题。

　 (10)其他需经党委讨论决定的重要事项。

　 2．议事要求和程序

　 (1)党委会原则上每月召开一次，遇特殊情况可延期或临时召开。凡须提交党委会讨论审议或决定的问题，应由职能科室或分管领导事先做好准备(包括不同方案论证，部门协调工作、有关文字材料等)，做到有情况，有比较分析，有处理意见。
