　 消防安全自查自纠报告

　 2015年11月28日，位于桑日和加查交界处，山上杂草及小树着火，火势蔓延几公里，着火原因不明。此次火灾引起政府及各单位的高度重视，要求下属施工单位做好消防安全工作。

　 接到通知后，我项目部召开紧急会议部署消防安全自查自纠工作。项目经理周飞主持了会议，总工贾峰、副经理杜兆绪、安质部、工程部、物资部、计划部等各部门领导和主要人员一同参加。周经理在安排消防安全自查自纠工作时强调，要建立消防安全及应急长效机制。成立消防安全领导小组：组长：周飞；副组长：贾峰、杜兆绪、赖勇明；组员：各部室负责人。

　 一、高度重视、把安全隐患消灭在发生之前

　 各部门、各工区要高度重视，加强组织领导。要以“施工安全重于泰山，人民生命财产高于一切”的责任感，狠抓安全工作的落实。项目经理亲自率队开展检查，切实细化安全责任，层层分解职责、明确标准规范，真正做到把消防安全责任督促落实到每个岗位、每个工作环节、每个责任人员，把安全隐患解决和消灭在发生之前，确保施工安全万无一失。

　 二、监管到位、将安全落到实处

　 各部门、各工区要强化管理，加大监管力度。安质部要切实加强安全监管，严格执行安全责任管理制度，确定消防安全监管的主管领导、具体负责人、专门工作机构和人员，落实消防安全监管队伍，把

　 消防安全生产监管工作职责和任务落到实处。采取多种方式进行检查、抽查，对工作未落实的部门要进行通报，并追究相关责任人责任。

　 三、自查自纠内容如下：

　 现场设备使用情况

　 检查了现场装载机、挖掘机、搅拌机及小型机具使用情况完好；空压机及拌合站机械运行正常；电线电缆符合安全要求。

　 施工现场安全

　 1、安全管理：施工现场临边、洞空进行了检查。不符合要求的进行了整改，各工种的安全技术交底，三级安全教育，特种作业持证上岗、证件有效期等均有记录。

　 2、施工用电：总电箱、分配电箱、工作电箱、查了电线电缆、控制闸刀、用电设备接地接零保护系统，符合一机一闸要求。洞内照明可靠，标识标牌按要求设置，消防器具充足有效。

　 现场防火布置

　 1、仓库内分类储存，库内电路运行正常，无乱接电线，电器现象。

　 2、氧气乙烷按要求分开存放、防火警示牌。灭火器数量基本配足。

　 3、现场油库已增加灭火器，消防灭火器并有专人负责管理。并有警示标牌。

　 4、施工现场严禁动用明火，施工动火必须报项目部，严格执行动火审批制度。施工现场严禁动用明火取暖。

　 生活区和办公区域

　 1、办公室电器设备、电线电缆开关进行了检查、不符合标准的进行了更换。

　 2、对工人宿舍进行了检查，未发现违规使用大功率电器等现象，照明用电线路规范，无私拉乱接现象。灭火器具合格有效。

　 四、生活、办公区、施工区、保卫；

　 总之，通过本次自查自纠发现了项目部安全工作中存在的一些弊端和疏漏。项目部及时进行了整改，使之得到了有效的控制，但安全工作是一项长期的工作。项目部将继续严抓安全、狠抓安全，夯实安全管理基础工作，使广大职工的安全意识得到提高，使安全管理的各项工作和要求得到较好落实，进一步增强其安全责任意识，明确各自职责，为工程施工顺利进行提供安全保障。

　 xxxx镇 为切实做好春节期间的安全生产工作，预防和减少安全事故的发生，确保全镇人民过上一个安定、祥和、欢乐、喜庆的节日，根据县安委会相关文件精神要求，我镇认真开展了各项安全生产大检查，现将工作开展情况总结如下：

　 一、领导重视，组织周密

　 消防安全。按照“政府统一领导，部门依法监管，村全面负责，群众积极参与”的消防工作运行机制，全面落实消防安全责任制，深入开展消防安全宣传和检查。春节期间派出所、安监办执法人员等相关单位深入到加油站、烟花爆竹零售经营点共开展消防安全2次，查出安全隐患5条，责令整改零售点4家；同时，各村委会加大了春节期间消防安全宣传和检查力度，深入到全村范围内的“五类”人员家庭进行消防安全检查和宣传教育，对农户家中用液化气、用电等不安全规范的行为予以了现场指导纠正。

　 做好人员密集场所安全管理。加强对我镇辖区内超市、集贸市场及网吧等场所的认真排查事故隐患，确保疏散通道、安全出口畅通和消防设备设施齐全完好，认真开展消防安全检查和整治。

　 虽然我镇安全生产监管工作取得了一定的成效,但从检查结果来看，全镇安全生产工作也还存在一些薄弱环节。一是个别企业负责人对安全生产认识不足、投入较小，一些安全隐患和问题没有得到彻底整改。二是监管力量在镇、村两级比较薄弱，监管缺少有效措施和手段。三是群众安全生产意识还有待进一步提高，消防安全、道路交通安全形势依然严峻。在今后工作中，我们将经常性开展安全生产宣传活动，教育引导群众牢固树立“安全第一、预防为主”的思想，在全镇着力营造关爱生命、安全发展的氛围，加大对道路交通、烟花爆竹、建筑施工、消防安全等重点行业和领域的专项检查力度，及时排查、发现、整改安全生产隐患，对相关问题及时向主管部门汇报，形成协同作战、共建安全的上下联动格局，确保我镇经济和社会各项事业安全发展。

　　二、推进下阶段的经济工作，我们既要盯紧目标，更要精准发力，努力实现“双过半”

　　按照市委经济工作会议和市四届人大四次会议确定的目标，今年全市地区生产总值要增长10%以上，公共财政收入和地方财政收入要增长10%以上，固定资产投资要增长22%；规模工业增加值要增长11.5%；社会消费品零售总额要增长13%。对这些发展目标，各级各部门必须紧盯不放，以抓铁有痕、踏石留印的作风，精准发力，狠抓落实，确保目标实现。当前，重点要围绕“双过半”，突出抓好五个方面的工作。

　　（二）着力抓好企业帮扶，提振实体经济。突出经济建设主战场，突出发展实体经济，以工业为重点，以园区为主阵地，着力推进园区经济特别是主导产业、骨干企业的发展，更好地发挥园区在稳增长中的主体作用。围绕全省创新创业园区“135”工程，全力抓好创新创业园区“1655”工作计划实施，在优化政府服务中支持大众创业、万众创新。要认真落实各项优惠扶持政策，完善企业帮扶工作机制，严格落实领导和部门的帮扶责任，大力开展企业帮扶活动，坚持问题导向，坚持因企施策，实打实地为企业在要素供给、政策落实、环境优化等方面解决实际问题，确保企业平稳运行，推进工业生产持续稳定发展。严格清理规范涉企收费，帮助企业降低成本。大力推进银企对接合作，实行政府性资金存款与金融机构纳税、中小企业贷款发放情况挂钩，进一步调动金融机构支持地方经济发展的积极性；大力推进企业上市，扩大直接融资规模，促进企业提质升级。要围绕促进农村新型经营主体做大做强，着力帮扶解决土地流转、农资供应、农技服务、生产资金和市场流通等方面的困难和问题，推进现代农业发展。

　　（三）培育壮大新兴产业，谋求多点支撑。以“十大新增长点”为重点，扎实开展“产业建设突破年”活动，全面推进创新创业，加强科技、管理、市场、产品、商业模式等创新，加速培育和壮大新的增长点。当前，重点是举全市之力办好第三届矿博会，加快发展宝石产业和会展经济，提升对外开放水平。要“像抓工业化和城镇化那样抓旅游”，在现有“吃、住、行、游、购、娱”旅游六要素基础上，围绕“商、养、学、闲、情、奇”旅游新六要素，创新旅游发展体制机制，加强旅游项目建设和整体营销，研究建立旅游发展目标考核机制，推动旅游文化产业的大发展大提升。同时，要精心筹办好2016年中国（湖南）红色旅游文化节和中国（郴州）国际休闲旅游文化节，以“节”促项目、以“节”促营销、以“节”创品牌。要认真落实中、省相关政策，促进房地产业持续稳定发展。要积极发展电子商务，扶持本土电商企业做大做强，拓展新型消费模式。要大力推进新型城镇化，在城乡统筹发展中发现和培育新兴产业，特别是结合规范农村建房，积极推进农村住宅产业化。

　　（四）全面深化改革开放，激发市场活力。要认真落实中央、省、市关于简政放权的各项改革举措，以实施“三清单一目录”为重点，进一步深化行政审批、商事登记制度、“三证合一”登记管理等各项改革，加快转变政府职能，不断激发非公有制经济活力和创造力，为掀起大众创业、万众创业新浪潮搭好平台。突出抓好财税体制、投融资、农村金融、国企国资、公共资源交易管理、人力资源市场等各项经济体制改革，破解资源要素等制约发展的瓶颈问题，切实增强经济发展后劲和抗风险能力。扎实推进湘南承接产业转移示范区建设，实质性推动湘粤开放合作试验区建设。加大罗霄山片区区域合作力度，积极探索与海西经济区、东盟自由贸易区开放对接，重点推动交通互联互通，引导企业“走出去、请进来”，构建对外开放新通道。创新招商引资理念和方式，突出引进大企业、创新型企业和大项目、科技创新项目，加强招商项目跟踪服务，促进签约项目履约落地，进一步提高招商引资实效。

　　（五）抓实“民生100工程”，强化民生保障。认真组织实施“民生100工程”项目，全面落实创业就业、社会保障、义务教育、医疗卫生等各项民生政策和农村安全饮水、“两房两棚”“两供两治”等各项民生工程项目，推动民生大提质。以罗霄山片区县为重点，继续实施精准扶贫，进一步加大精准扶贫、驻村帮扶、金融扶贫试点工作力度，积极创新扶贫机制，切实加快脱贫致富奔小康步伐。通过民生大提质，不断增加城乡居民收入，为扩大消费需求奠定基础。扎实开展安全生产“十大战役”攻坚活动，确保安全生产形势持续稳定好转。把良好的生态环境作为重大民生事业，更加重视生态建设和环境保护，扎实推进省政府湘江流域保护和治理“一号重点工程”。扎实做好防汛抗旱准备工作，对各类水利设施、尾砂库、地质灾害易发点组织开展安全隐患排查和整改，确保安全度汛。
