　 全县基层党建工作推进会讲话

　 同志们：

　 根据会议安排，经县委同意，下面，我讲四个问题：

　 6月5日至6日，中央在**省召开了全国农村基层党建工作座谈会。会上，**同志、**同志分别作了重要讲话。主要强调了五个方面问题：一是强调要充分认识加强农村基层党建工作的重要性紧迫性，紧紧围绕强化农村基层党组织的领导核心地位，围绕发挥党组织战斗堡垒作用和党员先锋模范作用，全面提升农村基层党建工作水平。二是强调要始终坚持农村基层党组织领导核心地位不动摇，切实强化政治引领功能，推动党的路线方针政策在农村落地生根，增强对各种歪风邪气的战斗性；切实提升服务能力和水平，加强基层服务型党组织建设，切实加强对群众的教育引导，在解决好“富口袋”的同时，解决好“富脑袋”的问题；切实加强对村级各种组织的统一领导，敢于负责、主动作为。三是强调要以推进村务监督为重点加快完善乡村治理机制。村务监督委员会要重点加强对村务决策、村务公开、村级“三资”管理、工程项目建设、惠农政策措施落实等5方面的监督，防止村民自治变成“村官自治”。四是强调要着力解决农村基层党建工作中的突出问题。要创新完善农村基层党组织设置，及时跟进经济组织和社会组织发展变化；选好用好管好农村基层党组织带头人，从严加强农村党员队伍建设，持续整顿软弱涣散党组织，加大基层基础保障力度，积极推动农村发展和民生改善。五是强调要加强和改进对农村基层党建工作的领导。强化农村基层党建责任，各级党委要共同担责、各负其责。乡、村党组织要种好“责任田”，坚持守土有责、守土负责、守土尽责。党委书记要成为熟悉农村情况、善抓农村党建的书记。要加大抓乡促村工作力度，各级党委要重视抓好乡镇，积极为乡镇转变职能、履行职责创造条件。要强化乡镇抓村的直接责任，树立岗位在村、阵地在村的意识，促使乡镇党委把工作重心放在抓村上，促使乡镇党委书记和班子成员沉下去、深下去，摸村情、察民意，分片包村、入户走访、在村服务，把党的路线方针政策宣传到村，把思想政治工作开展到户，把各项惠民政策落实到人。要把抓村党组织建设情况，作为乡镇领导班子和乡镇干部考核的主要内容，作为选拔任用干部的必要条件。要形成齐抓共管合力，严肃认真抓好工作落实。

　 会上已经印发了全国农村基层党建工作座谈会精神传达提纲，希望同志们会后继续深入学习，认真贯彻落实。

　 今年来，县委牢牢把握“抓村先抓乡、强村先强乡”的工作规律，按照“巩固村级、强化镇级”的工作思路，抓乡促村、压实责任，从严从实推进农村基层党组织建设。1、2月份，围绕加强和改进镇区干部队伍建设，深入调研，制定出台了关于发挥镇区党委在基层党组织建设中“龙头”作用的“一个意见三个办法”；3月份，举办了镇区领导班子成员专题学习班，县委**书记等8名县委领导带头为镇区干部讲政策、教方法、提要求；4月份，组织38个涉农职能部门，共同编印了《农村基层干部必读》，以“一问一答”的形式收录300条涉农政策法规，供镇村干部学习；分4期对全体村党组织书记进行了轮训；5、6月份，按照近距离接触干部的要求，同时对镇区班子进行了综合分析研判，抽查考核了19个镇区“驻村连心、脚印农家”工作；7月份，组织95名镇区干部进行了涉农知识测试。同时，各相关职能部门认真落实深化镇区综合配套改革的要求，积极开展镇区综合执法体系和“以钱养事”社会组织管理改革，完善农村集体“三资”管理办法。目前，整个工作进展有序，取得了较好的效果。

　 回顾总结今年来全县农村基层党建工作思路，我们认为是与中央“抓乡促村”的要求高度契合的。乡镇是最基层的政权组织，乡镇党委是农村基层组织建设的“龙头”，履行着抓农村基层党建工作的直接责任。抓村必先抓乡，强村必先强乡。我们要坚定县委关于“抓乡促村”的既定思路，认真落实加强镇区党委建设的“一个意见三个办法”，全面完成各项工作任务。重点要在“五抓五促”上下功夫：一是抓执政资源下沉，促基层功能强化。按照钱往基层投、人往基层走、政策往基层倾斜的要求，不断增强镇区功能。目前，按照党组织关系管理属地管理的要求，镇区站所党组织关系已全面理顺。站所负责人任免办法已进行规范，农村基层党组织建设经费保障已大幅增加，科局帮扶三类村机制已经有效建立。下一步，要尽快启动乡镇综合执法体系改革试点工作；完善镇区涉农项目、“以钱养事”社会组织管理办法。二是抓政策学习宣传，促惠农政策落地生根。虽然乡镇干部主要的工作对象是文化程度不高的农民群众，但这绝不是乡镇干部不需要学习的理由。在工作实践中，经常出现一些乡镇干部把涉农政策讲偏、讲漏、讲错的问题，一些农民的政策水平甚至比驻村干部高，一些信访人讲政策一套一套，少数乡镇干部却只是一知半解。这次涉农知识考试也暴露了这个问题。各个镇区一定要持续抓好涉农政策的学习宣传，把党的方针政策宣传到村、把群众思想工作开展到户、把各类惠民政策落实到人。今年10月份，县委组织部还将组织一次涉农政策闭卷考试。三是抓干部进村入户，促干群关系和谐。当前，农村基层干群关系总体是好的，但有一些问题不得不引起我们高度警醒：有些乡镇干部陪市县领导到村里走访调研带不了路，个别地方甚至出现农村不让干部在屋檐下躲雨。这样的干群关系对比“小小阳新、万众一心、要粮有粮、要兵有兵”差距何其之大。一个政党、一个政权、生存发展从根本上看取决于人心向背，基层党组织优劣好坏从根本上看取决于党员群众的拥护度、满意度。县委为了巩固群众路线教育实践活动成果、提高乡镇干部群众工作能力、促进干群关系和谐，提出全面开展“驻村连心、脚印农家”工作。各镇区要保持上半年良好势头，引导驻村干部自觉履行工作职责，按照入户走访率100%的要求，沉下去、入农户、察民意、解民难，确保进村不漏户、户户见干部。同时以镇区为单位统一制作驻村干部服务牌和联系卡，为村民群众寻求服务提供方便。要积极开展代办服务，从帮助群众办证件、上户口、缴纳费用等小事做起，主动上门为一些孤寡老人、留守妇女、留守儿**、偏僻村组的群众开展力所能及的便民服务。要积极引导组织群众开展“敬老孝亲”评选、乡村广场舞比赛、采茶戏演出等群众喜闻乐见的活动，丰富群众文化生活，营造农村文明新风。四是抓农村集体“三资”监管规范，促村级集体民主管理。“三资”管理是基层群众关注的重点，也是村级组织矛盾的集中点。各镇区及县直相关部门要按照县委的要求，加大“三资”监管的力度，真正管到位、严到份。镇区要切实履行农村集体“三资”管理工作的具体责任，落实好“四议两公开”、财政专管员、收支预决算、定期财务公示、按时报账、“签审”、零接待以及公开招标等制度。财政部门要负责农村集体“三资”监管日常工作的组织、指导和监督，制定管理监督措施，完善工作程序;农业经管部门要负责农村集体“三资”管理的审计监督，指导镇区开展农村集体“三资”管理的审计工作;民政部门要负责指导农村集体“三资”管理的公开、公示工作，充分发挥村务监督委员会作用，引导参与监督重大事项实施过程和农村集体财务计划的制定，审核农村集体经济活动事项，审查农村集体财务开支，定期召开民主理财工作会议。五是抓工作压力传导，促党建责任落实。今年来，县委坚持“抓书记、书记抓”，全面落实镇区党委书记抓党建第一责任人职责，建立了定期例会制度、日常通报制度、负面清单管理制度等，形成了一级抓一级、层层抓落实的良好格局。下半年，要继续完善巩固这些有效做法，层层传导压力，压实工作责任，推进基层党建工作全面完成。镇区领导班子成员要切实履行“一岗双责”，在抓好分管工作的同时，切实履行好抓党建工作的共性职责和个性职责。驻村干部要主动履行包村职责，主动参与村党员会，带头讲党课，指导开展民主评议党员等工作。县直单位党委(党组)要对照年初签订的党建工作责任状，一项一项抓落实，努力实现机关党建走在基层党建工作前列的目标。

　 根据中央和省市有关要求，结合年初全县基层党建工作总体部署，重点要抓好以下五项工作：

　 1、从严从实抓好“三严三实”专题教育。开展“三严三实”专题教育是全党上下的一件重要政治任务。各基层党委要严格按照县委部署安排，切实把专题教育融入日常教育工作之中，抓在手上，抓出成效。认真组织一次“回头看”。对照县委制定的专题教育时间表，认真查找不足，尤其是专题党课、专题调研、专题研学等规定动作，没有落实的的要尽快“补课”。抓紧开展专题研学工作。专题研学要把握“四个步骤”：第一步，党委书记提要求；第二步，班子成员作重点发言；第三步，其他干部代表补充发言；第四步，党委书记对本次集体交流研讨作小结。发言要注意把自己摆进去、把职责摆进去、把个人思想和工作摆进去、把本单位的工作摆进去，既谈学习体会、也谈工作情况，既谈收获、也谈问题，既联系社会上普遍存在的共性问题、又联系自身存在的个性问题，做到见人见事见思想，触及灵魂。全县8月中旬前都要完成“严以修身”专题研学工作。各基层党委在抓好本级领导班子研学同时，要指导各基层党组织以支部为单位，与“三会一课”相结合，积极开展各专题研学，每名党员都要选择其中一个问题作交流发言，确保人人参与、人人受教育。

　 2、深入推进“三类村”整建和“第一书记”选派工作。近两年持续整建“三类村”的实践证明，选派“第一书记”、推动资源下沉是整治软弱涣散村的有效方法。下一步，深入推进“三类村”整建工作。要抓住主要矛盾，解决突出问题。敢于“捅马蜂窝”、敢于“啃硬骨头”。要重点瞄准阵地功能不全、治理水平低、服务能力弱、集体经济薄弱等问题，切实抓好化解、破解工作。对村级管理混乱、矛盾纠纷集中的，要把问题理清楚、处理好；对宗族势力干扰村务、黑恶势力活动猖獗的，要依法严厉查处；对村级集体经济发展落后的，要帮助找路子、定规划、抓落实；对仅靠镇村力量难以解决的问题，驻点科局要想方设法帮助解决。要因地制宜兴办实事。因地制宜，扬长避短，要量力而行，不喊不切实际的口号。要选派好“第一书记”。目前，县委正根据中央提出“软弱涣散村、建档立卡贫困村‘第一书记’全覆盖”的要求，谋划全县三类村、扶贫重点村“第一书记”选派工作。县直单位都非常重视，围绕“下得去、待得住、干得好”的标准积极落实“第一书记”人选。各单位要舍得把那些有经验、有能力、熟悉农村、对农民有感情的同志选出来，绝不能滥竽充数、应付了事。近期，县委将专题部署这项工作。

　 3、持续抓好村党组织书记队伍建设。去年县委出台了加强村党组织书记队伍建设“一意见三办法”，反响很好。今年要继续落实已出台的政策，不断巩固扩大工作成果。

　 对农村基层党组织来讲，说一千道一万，村党组织书记是关键。下半年加强党组织书记队伍建设主要是做好三件事：一是落实好激励保障措施，把省委关于村主职干部报酬的新要求落实好，县委常委会对此已进行了研究。积极开展优秀村党组织书记的评选活动，从优秀村党组织书记中选拔一批乡镇班子成员和事业单位工作人员。二是加大监督管理的力度。各镇区党委要适应新常态的要求，充分履行主体责任，从严管理村干部尤其是村党组织书记。对苗头性问题，及时提醒、严肃谈话；对动机不纯、“以村养家”、手脚不干净的坚决调整；对以权谋私、违法违纪的严肃查处。同时，充分发挥驻村干部和村务监督委员会的作用，加强村务决策、财务公开、“三资”管理、工程项目建设、惠农政策措施落实等方面的监督，防止出现上次换届以来，村干部较大面积因违纪受到处理的问题发生。三是继续调整优化村级班子尤其是村党组织书记。镇区党委要始终把优化党组织书记队伍作为村级组织建设的重点。对去年换届选举因选人条件限制没有找到合适人选的，要继续打开视野，不拘一格，花心思、“下深水”去寻找人才。重点在致富带头人、外出务工经商人员、复员退伍军人和在外工作的退休干部中，在乡村医生、乡村教师和其他乡贤中，选拔优秀人才。

　 4、加快村级党员群众服务中心建设。全县43家新建办公场所，目前仅完成8家，在建的24家，未启动的11家。今年是县财政预算补助建设的最后一年。希望镇区同志一定要引起高度重视，加强督办，加快建设进度。同时要落实值班制度，完善服务功能。结合实际，将居家养老服务、文化娱乐、代办服务等功能整合其中，充分发挥其办公议事、党员活动、教育培训、便民服务等功能，使之成为党员群众服务的主阵地，不能辛辛苦苦建起来、冷冷清清空在那儿。

　 5、统筹推进社区党建和非公党建工作。今年是社区换届和社区党建全面提升之年，也是非公党建工作提档升级之年。要着力提升社区党建工作水平。各相关镇区要按照社区党员群众服务中心标配要求，结合自身实际，抓紧实施。硬件基础好的社区8月底要完成党员群众服务中心“标配”建设任务；党员群众服务中心不达标的要尽快选址、加快进度，确保12月底完成。要扎实做好社区换届前各项准备工作。有社区换届任务的镇区，要集中时间、集中精力，在8月底前完成调查摸底、软弱涣散社区党组织整建、财务清理审计、社区“两委”成员届末考核、提前调整充实班子等准备工作。要加快推进开发区、新港物流园区域化党员职工服务中心建设。经济开发区、新港物流园要按照市委组织部的统一要求，努力尽快建成功能齐备、服务便捷的党员职工之家。各镇区要根据辖区内非公企业实际情况，打造1-2个非公党建示范点，以点带面，逐步提升非公企业党建工作整体水平。

　 去年以来，中组部在全国部署了把超职数配备干部专项整治和干部档案专项审核工作，要求限时完成任务。今年6月17日，省委第十巡视组对我县的巡视情况进行了反馈，强调要重点抓好超职数配备干部和干部档案不规范问题的整改。

　 关于超职数配备干部工作。按照中组部的统一部署和省委巡视组的整改要求，借鉴市委组织部的有关做法，经报县委同意，下一步，我们将从以下9个方面加大整改消化力度：一是优化调整机构编制。根据中组部和省委组织部关于“对因职数核定不科学导致超配的，机构编制部门要对其职数设置进行优化调整”的要求，机构编制部门要结合政府机构改革和阳新实际，对县直有关部门和经济社会发展一线单位的领导干部职数进行优化调整，解决因为职数核定不科学导致的超配问题。二是严格执行干部选拔任用工作方案预审制度。干部选拔任用工作事项启动前，核准摸清单位领导职数和已配备情况，凡是没有职数的一律不提拔干部，已经超配的未消化前不新配备干部，防止发生新的超配现象。三是实行超职数配备干部事前报告制度。严格执行《党政领导干部选拔任用工作有关事项报告办法》和《关于实行超职数配备干部审核制度的通知》，对因军转安置、机构改革、换届等特殊情况确需超职数配备干部的，书面报告上级组织人事部门和机构编制部门，经批复同意后再提交县委常委会讨论决定。四是除政策规定外原则上不再配备兼职领导干部。对因领导干部兼职导致超配的，除中央、省、市委有明确规定的以外，逐步免去领导干部所兼任的属于超配的有关职务。五是加大干部调整交流。根据职数空缺情况，畅通干部交流渠道，优先考虑从超配干部的单位选派交流干部。六是鼓励干部到企业任职。根据中组部关于清理规范党政领导干部在企业兼职的有关政策规定，对干部本人自愿到企业任职的，免去其行政职务，薪酬发放标准、形式和渠道可根据工作需要参照机关同类人员执行。鼓励党政机关干部辞去公职到民营企业工作或创业。七是深化干部人事制度改革，推进干部能上能下。积极探索干部下的途径和办法，认真贯彻落实《关于推进领导干部能上能下的若干规定》，对“政治上不守规矩、廉洁上不干净、工作上不作为不担当或能力不够、作风上不实在的领导干部”坚决进行调整。八是对年龄偏大因健康或其它原因不能正常履职的领导干部，经本人申请，保留其职级待遇，不再担任领导职务。对符合《公务员法》规定，工作年限满三十年的，或距国家规定的退休年龄不足五年、且工作年限满二十年的，本人自愿提出申请，可办理提前退休手续。九是对接近退休年龄的领导干部，根据工作需要，安排到人大、政协内设专委任职。

　 关于干部档案专审问题。目前县委组织部已完成了1505卷干部档案的初审和复审。从专审的情况来看，我县干部人事档案存在着材料缺失、不规范、涂改、造假等问题。个别干部档案涂改达20多处，一些干部存在假年龄、假学历、假经历、假身份等问题。下一步，我们将从以下三个方面抓好整改：一是材料催收。根据档案材料缺失情况，加大材料催收力度，确保档案材料的完整齐全。二是调查核实。针对档案存在的突出问题认真进行调查核实，重点调查档案涂改、学历造假、材料真实性存疑等问题。三是纠正问责。根据相关法律和政策规定，坚决整治干部人事档案弄虚作假问题。

　 对档案涂改、真实性存疑等涉嫌造假、难以作出组织认定的，由组织部与干部本人谈话，责令其在5个工作日内提交书面材料，说明真实情况。

　 干部本人对档案涉嫌造假问题，能如实说明真实情况，积极配合组织调查的，将根据调查核实情况，对其造假问题进行纠正，并对干部本人进行教育批评。

　 干部本人对档案造假行为拒不承认、拒不配合组织调查和组织认定的，一经查实，将从严从重处理：对年龄、学历、经历等造假骗官的，给予免职处理，并视情节轻重，给予严重警告及以上的党纪处分或记大过及以上的政纪处分；对工龄造假已获利的，及时进行纠正，并视情节轻重，给予警告及以上的党纪处分或警告、记过及以上的政纪处分。

　 对档案涉嫌造假的当事人，在组织调查未查清前不得提拔、重用、调动和工资审批。

　 希望各单位严肃认真对待档案专审，积极配合完成相关问题整改。
