　 环卫处科学发展观自查报告

　 XX年，我处在区委、区政府的正确领导下，坚持以邓小平理论和“三个代表”重要思想为指导，以“四创两争”工作为核心，把推动贯彻落实科学发展观、坚持可持续发展作为廉政建设的重要内容，坚持标本兼治、综合治理、惩防并举、注重预防的方针，按照与区政府签订的《XX年度廉政工作目标管理责任书》，明确责任，突出重点，狠抓落实，有力地推动了全处廉政建设和反腐败工作的深入开展，现将我处XX年上半年的廉政纠风工作自检自查报告如下：

　 共性治理目标：

　 一、组织领导

　 一是抓责任主体，坚持处长为第一责任人、党政齐抓共管的廉政建设工作领导机制，处属各基层单位也建立了由行政一把手为第一责任人的廉政建设领导机制。二是抓责任分解，按照分类管理、重点指导、分级负责的原则，将责任目标细化、量化到各基层单位两级领导班子和领导干部，班子成员按照“一岗双责”的要求，既干事创业、又清正廉洁。5月份，处行政与基层各单位签订了《XX年度廉政工作目标管理责任书》。三是坚持定期分析、研究工作制度，将廉政建设和反腐败工作纳入整体工作之中，做到同部署、同检查、同考核、同落实，制定了《××区环卫处XX年廉政工作计划》，做到有计划、有检查、有落实，从而形成了上下联动、各负其责、齐抓共管、责任到人的工作机制，保证了我处廉政工作目标责任制落到实处。

　 二、宣传教育

　 1、树立正确的廉政意识。我处按照建设和谐环卫的要求加强廉政文化建设，通过正面宣传、典型示范和警示教育，引导党员干部自觉树立廉洁意识，树立正确的权力观、利益观、道德观和群众观，形成以廉为荣、以贪为耻的浓厚氛围，扎实推进领导干部廉洁从政道德建设，筑牢廉洁从政的思想道德防线。

　 2、加强党员干部廉政教育。一是深入开展学习培训工作。坚持定期召开廉政领导小组会、中层干部会。以促进优化软环境建设为契机，按照《关于在全区开展“行政效能提升年”和“干部作风改进年”活动的实施意见》的安排，组织全处党员干部深入学习邓小平理论、“三个代表”重要思想和党的十七大精神及党中央关于反腐倡廉的重要指示，严格执行廉洁从政各项规定，做到为民、务实、清廉，按照“一面旗、一团火、一盘棋”要求，切实加强党员干部的管理和教育。二是开展专项清理。转发了区纪委《关于重申严禁公车私用的通知》、《××区基本建设工程质量管理问责办法》等，认真组织学习，严格对照检查，把贯彻落实行政不作为问责制作为我处廉政工作的重要内容。三是深入开展反腐倡廉形势政策宣传活动，组织干部职工认真学习十七届中央纪委三次全会、省纪委八届四次全会、市纪委九届四次全会和区纪委九届四次全会精神，《昆明市督查工作责任追究制(试行)》、《××区督查工作责任追究实施方法(试行)》、《××区重要工作推进责任追究实施办法》等五项制度。通过学习教育，有效促进全处领导干部廉洁从政的自觉性，进一步增强公务员的纪律意识和法制观念，进一步完善了我处反腐倡廉“大宣教”的工作格局。

　 三、政务公开

　 坚持民主议事制度，党政班子分工合作、团结干事。每周一召开处长办公会，做到重大问题一律提交党政班子集体研究决定，健全和落实了领导班子议事决策规则;处领导定期下基层进行调查，了解情况，到相关部门征求对环卫工作的意见、建议等，使各项工作部署切合实际，符合区情民意;班子成员分工定点联系基层单位，积极主动地指导、协调各单位抓好思想、组织、作风建设和廉政建设责任制的贯彻执行;认真贯彻执行《中华人民共和国政府信息公开条例》和《关于进一步深化政务公开工作意见》，坚持以市、区政府网站、职代会、基层单位宣传栏为主要形式的政务、厂务公开工作制度、群众来信来访督办制度、处领导接待日制度，加强便民热线和“数字城管”工作。

　 为认真贯彻落实区委、区政府关于实施阳光政府四项制度的工作要求，我处高度重视、认真组织，成立了以行政主管为组长的××区环卫处推进阳光政府四项制度实施工作领导小组，制订了具体实施方案和工作推进计划，建立了相关台帐。对涉及环卫的重大决策、重要事项、重点工作、政务信息进行了认真的梳理，严格按照“重大决策听证、重要事项公示、重点工作通报、政务信息查询”四项制度的要求贯彻实施，最大限度地让广大市民了解环卫工作情况，保证公民的知情权，提高环卫工作的透明性，全力打造起公众监督的良好氛围。

　 同时结合××区96128政务信息查询专线的开通，按照区信息公开领导小组办公室的要求，及时填报了《96128政务信息查询专线基础信息表》和《各单位政务信息查询人员配备情况表》，确定了政务信息网络查询责任人和专线电话答询责任人，明确了专门的答询电话接入号码，组织人员进行参加业务学习和培训，按要求进行政务信息查询专线值守，在规定时间内在岗接听专线电话。

　 XX年1-6月份，我处按照环卫工作实际情况和市民日常关心的热点问题，采用一问一答的形式制定了20个常见问题和解答信息收集表。在昆明市政务公开信息网站上公开政策法规、职能职责、工作动态等信息20条，在“××网站”上公开信息25条。完成省、市、区人大代表、政协委员提案19件;回复上级督办件62件;处理回复信访局转交信访件4件;回复便民热线11件;处理“数字城管”转接件631起，回复96128转接件1件。

　 四、资金管理

　 在财经管理和收费制度方面，严格执行财务管理各项规章制度，全面落实“收支两条线”规定，积极推行“收缴分离”、“罚缴分离”管理办法;在内部管理中，制定了《××区环卫处发票管理规定》，加大了对部门资金使用计划、岗位津贴统发、经济合同档案、发票等财务票据的管理，进一步完善了全处内部控制和稽核制度;在环卫有偿服务收费上，严格执行物价部门核定的收费标准，全面推行收费审计、公示和责任追究等制度，处财务坚持每半年进行一次专项检查。在固定资产管理方面，严格执行《××区环卫处固定资产管理规定》，结合环卫作业市场化运作和环卫体制改革，制定了《××区环卫处内部资产清查工作实施方案》，自行清理资产，完善固定资产管理数据库，强化对全处固定资产的管理，实现了资产管理与预算管理、财务管理相结合，通过清查确保了全处资产的真实性和准确性，为建立廉政动态监管系统奠定了基础。

　 五、日常工作

　 以“四创两争”工作为契机，切实加强环境卫生管理。坚持和完善《××区环卫处环境卫生工作量化管理考核办法》，继续推广完善“五合一”新型道路保洁法和街路清扫保洁、公厕保洁议标管理制度，认真落实“四创两争”工作的各项指标，以“城乡清洁工程”、“卫生死角零申报”为重点，积极探索和推进环卫作业市场化运作。为迎接“创卫”等检查，我处根据区委、区政府的指示精神，狠抓环卫管理薄弱环节，特别加强了河道、背街小巷、绿化带、城郊结合部的清扫保洁、垃圾清运、监督管理，同时积极推进环卫基础设施建设的选点、建设工作。上半年，改建公厕25座;新建垃圾房60间;更换、新装2100组果皮箱。

　 专项治理目标：

　 机关效能提升。认真贯彻执行《云南省公务员“八条禁令”》《行政机关公务员处分条例》和《××区行政效能投诉处理办法》，结合环卫实际，用自律和他律的方式来提高机关的整体工作能力，进一步完善了行政运行管理机制。强化机关作风建设，结合“行政效能提升年”和“干部作风改进年”活动的要求，积极践行“一线工作法”，紧紧围绕环卫工作实际，从工作意识和工作态度、依法行政、工作效率、遵纪守法、会风和会纪、党风廉政建设6个方面进行认真整改，全面推行首问负责制、服务承诺制、限时办结制，按照“立即办、主动办、上门办、公开办、跟踪办”的要求，开展机关作风整顿，提高行政效率和服务质量。

　 严禁设立“小金库”。在全处开展了对“小金库”和宕欠公款的清理，并逐级进行了书面承诺，同时认真填写《落实厉行节约有关情况摸底汇总表》，对公款出国、车辆购置及运行、公务接待、用电、用油、用水进行了对比压缩。

　 政府采购。对物资采购一律实行“报审制度”，经审核批准后组织采购、严格执行“管采分离”管理规定。1-6月共完成政府采购任务1项，涉及金额近100万元。

　 建设工程管理。全面落实建设工程“八个百分百”，在政府性投资(含采用bt、bot、tot等方式)建设工程项目中全面推行“八个百分百”，即：百分之百公开招投标，百分之百不转包，百分之百工程监理到位，百分之百不留重大质量隐患，百分之百不出重大安全事故，百分之百行政监察到位，百分之百工程决算审计到位，百分之百不出腐败案件。

　 环卫作业市场化运作。XX年3月27日我处严格按招标程序完成了全区道路清扫保洁、垃圾清运市场化运作公开开标、封闭评标工作。区监察局、区审计局、区财政局、区发改局、市质监局××分局、区政府采购办、区法制办、市国正公证处等有关人员组成监督小组，全程介入参与监督，规范评标程序，确保整个招投标过程“公平公正公开”。截至5月1日，已顺利完成环卫市场化运作工作，环卫作业正式进入企业接管。

　 公务用车管理。根据《严禁公车私用》的要求，对全处公务用车配备、使用和管理情况进行了登记排查、公示，严肃公务用车管理规定，以行政“一把手”为第一责任人，认真贯彻落实公车封停制度，对违反公车管理的人员和部门进行了严肃查处。

　 劳动用工管理。坚持劳动用工年检工作制度，重视农民工维权及保护工作，畅通农民工参政、议政的渠道。同时，积极创造条件，主动为农民工排忧解难，努力改善其工作、生活条件，最大限度地发挥农民工的积极性和创造性，上半年，开展了农民工子女助学活动。

　 招商引资工作。我处今年的招商引资任务是内资6000万元，截止到7月份，我处已完成招商引资任务2200万元。在招商引资工作中，认真遵照执行五纪通[XX]8号《关于进一步重申招商引资工作纪律的通知》精神，全程协助企业办理相关事项，如实填报项目资料，并对落地项目跟踪服务，目前引进的项目运作正常。

　 热点、难点问题。按照“年满80岁以上高龄无房人员和按政策享受住房补贴的已故人员可优先发放住房补贴”的政策，积极进行信息收集、核对，上半年，已发放符合条件的住房补贴6人;关心职工身体健康，开展职工医疗互助活动;为全处女职工发放保健卡;开展全处女职工的妇检;召开处第七届五次职工代表大会，对环卫体制改革工作进行宣传动员，并征求到职工意见1529条，为下一步环卫体制改革工作奠定了基础。
