　围绕中心工作创先争优 推动卫生事业科学发展

　——番禺区卫生系统结合实际扎实开展创先争优活动

　在番禺区委的领导下，在广州市卫生局的指导下，番禺区卫生系统深入开展创先争优活动。活动以科学发展观为指导，紧紧围绕“迎亚运、创文明、调结构”和努力做到“病有良医”和实现亚运医疗保障目标等中心工作，坚持“文化引导、制度约束、人才支撑、服务保障、和谐发展”20字卫生工作思路，以“狠抓落实迎亚运、深化服务促发展”、亚运先锋行动、“优秀共产党员·人民满意的白衣天使”和创建“共产党员示范岗”等主题实践活动为载体，坚持探索创新，细化争创目标，创新活动方式，充分发挥各级党组织的战斗堡垒作用和党员先锋模范作用，使活动在推动科学发展、促进社会和谐、服务人民群众、加强基层组织建设中取得了一定成效，如亚运医疗卫生保障得到了各方高度评价，新型农村合作医疗商业运作模式得到了国家卫生部的肯定并拟在全国推广；在实现“病有良医”目标中稳步推进城乡医疗服务体系建设；卫生系统整体医疗技术和服务质量不断提高；权力运行风险防控工作搞得有声有色，得到了区纪委和广州市卫生局纪委的充分肯定等。现将活动有关情况汇报如下：

　一、基本情况

　番禺区卫生局党委领导班子把创先争优活动摆在重要位置并深入贯彻落实科学发展观作为创先争优首要任务，层层动员部署，精心组织实施，把创先争优活动作为落实中心工作的助推器，使创先争优活动有序高效开展。

　一是加强对活动的领导。区卫生局党委及时成立活动领导小组，负责贯彻落实区委关于创先争优活动的安排部署；统一部署和开展区卫生系统创先争优活动。领导小组下设办公室并有专人负责综合协调、文书运转、督导检查、宣传报道等工作。相应地，全区25家公立医疗卫生单位均成立了活动领导小组并下设办公室，安排专人负责，制定了活动方案。

　二是召开动员大会广泛发动。6月18日，区卫生局党委召开了创先争优活动动员大会，局党委下属各党（总）支部书记、组织委员和机关正科以上党员干部及镇、街医院党支部书记共55人参加了会议。会议认真传达了上级党委和卫生部门关于开展创先争优活动的文件精神，并对卫生系统创先争优工作进行了部署。会议下发了《关于成立中共广州市番禺区卫生局委员会创先争优活动领导小组的通知》（番卫党〔2010〕31号）和《中共广州市番禺区卫生局委员会关于在基层党组织和党员中深入开展创先争优活动的实施意见》（番卫党〔2010〕32号）两份文件。各医疗卫生单位也结合实际情况，及时召开动员大会，传达上级文件精神，使广大党员人人知晓活动，人人参与活动。活动中，全区卫生系统共有1个党委、4个党总支、18个支部共1785名党员参加了活动。

　三是利用媒体加大宣传力度。活动中，充分利用与《番禺日报》合作的“医疗卫生”专版加大对创先争优有关活动的报道，将各医疗卫生单位活动的亮点、典型给予报道；此外还利用卫生系统“狠抓落实迎亚运、深化服务促发展”主题实践活动和创先争优活动简报，对一些好做法进行介绍，有效营造了氛围。目前，已编辑到第18期简报。

　二、主要做法

　对如何开展好创先争优活动，局党委班子成员想了许多办法，经过深入调研、分析研究和积极探索，采取了以下做法：

　一是抓班子思想建设带动创先争优。活动中，局党委着力建设学习型领导班子，不断完善落实党委中心组学习制度，坚持不懈地抓好政治理论学习。如专门召开《廉政准则》学习会，引导卫生系统副科以上干部认真落实《廉政准则》，触动思想，端正态度，净化灵魂，树立正气，避免腐败。通过深入开展思想政治教育，为创先争优活动营造了良好的思想氛围。同时，认真开好党员领导干部民主生活会，在会前和会后加强对党的十七大、十七届四中全会精神和科学发展观及省、市、区全会报告和主要领导人讲话精神的学习，尤其加强了对《廉政准则》、《关于党员领导干部报告个人有关事项的规定》、《党政领导干部选拔任用工作责任追究办法(试行)》等文件的学习。最近，又认真抓好对党的十七届五中全会精神的学习。通过努力，各级党组织班子成员的思想政治理论修养不断提高，在用理论指导创先争优活动开展的能力方面也得到了明显的提高。

　二是抓基层党建推进创先争优。局党委着重抓好各党（总）支部的建设，5名党员局领导分别联系5家医疗卫生单位，他们经常深入联系点，与各党（总）支部书记一起学习研讨、出谋划策，对到期的党（总）支部换届选举工作，给予指导；深入临床一线，与党员谈心；通过专题会议，组织各党（总）支部书记学习、培训、研讨。

　三是抓重点工作体现创先争优。围绕番禺区委提出的努力做到“病有良医”的目标，局党委着力抓好亚运医疗卫生保障工作，着力抓好新医改政策的落实，着力抓好卫生系统人才队伍建设，抓好行业作风和医疗服务能力建设等专项工作，将创先争优活动与推动重点工作有机结合、相互促进。同时，鼓励工青妇组织充分发挥优势，在医院文化建设、职工和妇女关怀等方面创先争优，将创先争优活动融入日常工作中，更广泛地团结和凝聚党员和干部职工。

　四是抓好载体建设深化创先争优。局党委先后制定了《区卫生系统在创先争优活动中开展“十个一”主题活动计划》、《区卫生系统深入开展“亚运先锋行动”实施方案》以及向高州人民医院学习活动系列实施意见等，深入开展各主题实践活动，还同步推进“狠抓落实迎亚运、深化服务促发展”主题实践活动和创建“共产党员示范岗”、“优秀共产党员·人民满意的白衣天使”等活动。抓好亚运宣讲活动，广泛动员和引导广大干部群众支持亚运、参与亚运、服务亚运、奉献亚运。此外，在建立党员局领导创先争优活动联系点的基础上还成立了5个指导小组，为各医疗卫生单位党（总）支部深入开展创先争优活动提供了有效、管用的载体。在党风廉政建设方面，主抓“推进权力运行风险防控工作，规范公职人员岗位履职行为”专项工作，探索实施权力运行风险预警、纠错和处置工作，切实提高预防腐败的针对性和实效性。通过丰富载体建设，有效深化了创先争优活动的内容。

　五是抓好惠民工程践行创先争优。局党委鼓励支持各医疗卫生单位坚持公立医院公益性质，认真落实新医改政策，切切实实服务群众，让群众得到实实在在的利益。如认真落实新型农村合作医疗政策。截至目前，番禺区共53万多名村民参加了新型农村合作医疗，参合率为99.99%，实现了全覆盖，筹资标准为每人380元，居广州各区（县级市）之首。于今年1月1日起开设门诊报销服务，参合人在门诊就诊，最高可得到70%的报销，有效减轻他们的医疗费用负担。10月12日，国家卫生部调研组到我区调研新农合工作，给予了高度评价。此外，部分镇、街实施了补充合作医疗，群众看病基本不花钱，得到了真正的实惠。在创先争优活动中，各党（总）支部结合实际，开展了形式多样的服务活动，如

　三、活动成效

　在局党委的统一部署和精心组织下，在卫生系统各基层党组织和广大党员的共同努力下，创先争优活动顺利开展并取得了以下阶段性的成效：

　一是亚运医疗卫生保障工作受好评。亚运医疗卫生保障工作是卫生系统今年工作中的重中之重，为此，局党委高度重视，从医疗卫生服务体系建设、亚运定点医疗机构管理、医疗卫生技术人员培训、人力安排、资金配置及医疗设备购买和预案制定、综合演练等多方面花大力气、下苦功夫，较好地做好了医疗保障和公共卫生保障工作，并得到了省、市、区领导、和亚奥理事会官员及各国运动员、技术官员、队医等的好评。广东省委常委、市委书记张广宁和广州市委副书记、市长万庆良及广州市副市长贡儿珍均对番禺区卫生系统医疗卫生保障工作和区中心医院亚运定点医疗保障工作给予了充分的肯定。目前，番禺区共有16支亚运医疗保障团队、20支公卫保障团队在各有关比赛场馆、训练场馆驻点进行保障，还有8支公卫巡查队，对涉亚场馆周边进行巡查保障，对300多家非星级酒店等进行日常的监督检查，落实卫生制度和处理投诉案件等。此外，还有26支医疗应急小分队24小时待命，一旦遇到突发事件，可在最短的时间内赶赴现场参与应急救治。区中心医院作为亚运定点医院，截至23日下午4时，区中心医院已累计接诊涉亚运人员355人次，接诊范围已涉及亚洲34个国家和地区的运动员、官员、媒体人员等。亚组委医疗部部长张立根据截至21日下午16时各医院反馈的信息表示，区中心医院涉亚人员住院人数共17人，超过全省38家亚运定点医院涉亚运人员住院总人数的1/3。所有来住院过的病人或者来看望病人的官员，都对区中心医院给予了高度的评价。如11月19日晚，亚奥理事会医务委员会卡塔尔籍官员在看望在区中心医院接受了腹腔镜阑尾炎切除手术的也门籍体操裁判Saleh Noor后，称赞：“医院诊断准确、实施手术完美、医护服务周到，病人在医院病房享受到‘国王’一样的礼遇。”此外，其余医疗卫生单位的亚运医疗保障工作及有关的工作也开展的有声有色，如区疾病预防控制中心、区卫生监督所和各基层医院防保科人员作为我区亚运公共医疗卫生保障工作的主要力量，在食品安全保障和传染病防治、病媒生物监测等方面做了大量的工作，保障有力；区中心血站切实做好亚运血液保障工作，开展“无偿献血进社区、进学校、进农村”活动，全体党员参与成立无偿献血进社区宣传小分队进入社区宣传，这一做法得到区创文办的肯定；区卫生技术人员继续教育中心积极开展与亚运相关的医疗技术专项培训、礼仪培训并取得了良好效果。区中医院举办“迎亚运、重礼仪”教育讲座，引导广大党员和义务人员服务亚运、保障亚运；区岐山医院先后举行 “迎亚运、庆佳节—唱响心中的歌” 联欢会活动和“文明在亚运、满意在番禺”知识竞赛活动，营造了良好的迎亚运氛围；钟村医院多次开展亚运宣传教育。

　二是践行“病有良医”目标上初显成效。为提高番禺区卫生系统医疗技术水平和服务质量，6月，局党委决定开展向高州人民医院学习活动，进一步拓展创先争优活动载体。组织43名正科以上领导干部到高州人民医院现场“取经”后，于7月6日召开学习高州人民医院经验交流会暨2010年度卫生工作年中交流会，深入学习和探讨高州人民医院的成功经验。7月15日，召开学习高州经验提高医疗水平专项落实工作会议，提出要以学习高州经验为契机，认清形势，明确要求，更新观念，知难而上，有所作为，切实抓好高级人才队伍的建设，从数量和质量上下苦功夫，一年打基础，三年见成效，五年上台阶。继续开展全科医师规范化培训，目前共有122人在广州医学院接受培训。在提升服务水平方面，多家医疗卫生单位先后开展了服务之星、文明服务之星评选活动、微笑服务月活动等；在医疗科研方面，区第二人民医院目前已成功申报210项国家专利并获得90项授权；在重点学科建设方面，确立了区重点学科建设项目和引导部分学科建成市重点，甚至是省和国家重点学科；在制度建设方面，南村医院编出厚达500页的制度汇编并制定了核心管理制度，使医院走上靠制度管人、管事、管物的发展轨道。在城乡卫生服务体系建设方面，已建成20家城市社区卫生服务站和14家农村社区卫生服务站，14家医疗卫生单位改扩建、异地新建项目已进入程序。

　三是基层党组织建设工作不断加强。认真开好专题组织生活会和2010年党员领导干部民主生活会。继续深入开展 “共产党员示范岗”创建活动。充分利用“七一”开展专项党建活动，邀请了区卫生局建国前入党的两名老党员为新党员进行革命传统教育，邀请区委组织部基层科副科长龙振东为新党员讲解党的知识，达到了良好的教育效果。积极关心老党员和困难党员，营造了良好的党内关爱氛围。局党委“七一”前慰问了建国以前入党的五名老党员。各党（总）支部还深入开展创建“共产党员示范岗”活动，所有创建的科室共产党员都“亮牌服务”，把党员身份亮出来，促进党员争当优秀。区卫生监督所将驻村干部王富国同志作为典型，号召大家学习；石楼人民医院评出了2名镇优秀共产党员和5名医院优秀党员，检验科创建成为“共产党员示范岗”。多家基层党组织创新了党建工作，如市桥医院开展“每月一课”活动，每个党支委委员和院领导每月分别为党员上一次辅导课，加强党员思想政治修养；番禺疗养院、区慢性病站等利用“七·一”主题活动，组织全体党员开展革命传统教育；何贤纪念医院开展支部党员干部“一对一”帮扶困难党员活动；灵山医院开展党员帮带活动，每位党员帮带2-4名群众，引导群众一起开展创先争优活动；东涌医院也开展了党群结队联系活动，共同建设和谐医院。社会组织党组织工作也取得了突破，在广州市卫生局的指导下，局党委申报的广州市党建学会2010年度调研课题《关于社会组织党组织发挥作用情况的调查》的子课题被立项为广州市党建工作重点课题。

　四是权力运行风险防控工作成绩显著。局党委高度重视党风廉政建设和反腐倡廉建设。今年，在抓好日常反腐工作的同时，重点抓“推进权力运行风险防控工作，规范公职人员岗位履职行为”专项工作并取得了显著的成绩，得到了区纪委的认可，如9月28日，区纪委把全区推进廉政风险防范工作现场会放在了区中心医院召开，让全区各职能部门和镇、街都到区中心医院参观。会上，区中心医院和区卫生监督所也做了主题发言、介绍经验。10月25日，广州市纪委监察局驻卫生局纪检组组长、纪委书记马国业一行4人到我区调研卫生系统权力运行风险防控试点工作，对此项工作也给予了充分肯定，认为这是对领导干部和广大医务人员的关爱工程，可有效防控权力风险，最大限度地避免腐败的发生。

　五是卫生系统行业作风在不断改进。局机关认真落实精简“文山会海”的精神。办事窗口不断优化服务流程、缩短办事时间、简化办事程序，公开服务承诺，实行限时办结制度，大大提高了机关效能。各医疗卫生单位不断改善就医环境和服务态度，提高医疗质量，优化就诊流程，严格控制医疗费用的不合理增长。深入开展民主评议政风行风活动，大力推进阳光用药和廉洁亚运、治理医药购销领域商业贿赂、医德医风考评等专项工作，其中，阳光用药在线监察系统，得到了省、市、区纪委的肯定，4月28日至29日，广州市卫生局纪检组在我区举办“阳光用药”电子监察系统培训班并在区中心医院举办了开班仪式。通过努力有效改进了机关和行业作风，群众满意度逐渐提升。

　六是卫生系统创文工作深入推进。对照创文各项指标，指导卫生系统全面开展创文工作。积极开展五小行业整治、无烟医院创建及双百文明共建社区工作，局党委与禺山社区、区中心医院与华荟社区、何贤纪念医院与德安社区、区中医院与桥东社区开展了共建活动。在创文期间，在人手紧张的情况下，安排60名专职文明督导员深入社区参与创文工作。局长罗文贤和局党委书记王敏之多次深入社区，与共建社区一起商讨共建事宜。

　七是卫生系统文化建设不断繁荣。在广州市卫生系统第四届文化艺术节文艺汇演中，选派的个文艺节目全部进入前十名，并分别获得第一名、第四名和第六名；参加广州市卫生系统运动会共获得团体、个人冠军项，占全市卫生系统冠军项目以上；在番禺区“迎接亚运会，创造新生活——年番禺区全民健身日暨番禺群体精品汇演”中，区中心医院荣获第一名、何贤纪念医院荣获第四名，创历史最好成绩。这些成绩的取得，鼓舞了士气，树立了形象，凝聚了人心，从一个侧面展现了文化引导的成果。

　从各医疗卫生单位活动开展的情况来看，尽管也取得了一定的成效，但深入分析，也存在不足之处，主要有以下几个方面：

　一是认识上存在误区。个别基层党组织和个别党员干部认为创先争优活动也只是“走走过场，马虎了事”，因而参与各类专题实践活动的积极性和主动性还不够强。

　二是方法上存在脱节。由于部分基层党组织和党员没有认识和把握创先争优活动的规律和方法，找不到切入点、摸不准结合点、抓不住着力点，导致创先争优活动与中心工作、重点任务结合不紧密，产生空转、偏向、脱轨的现象。认为亚运工作忙、重点工作多，导致创先争优工作受到影响，并没有认识到创先争优活动在中心工作、各项卫生工作和党建工作中均可创先争优。

　三是载体还没有用好。虽然各单位都认真开展“十个一”和“亚运先锋行动”，但很多活动依然流于形式，比如在“做一件实事”上，多数采取开展义诊活动，虽然也取得了一定效果，但创新的不多。

　此外，各医疗卫生单位在创先争优活动开展中的文字材料、视频图片及其他档案资料的整理还不够完善，个别党组织和党员个人承诺存在空洞现象。

　五、下一步工作设想

　下一阶段，将进一步围绕区委创先争优活动的总体部署，围绕创先争优活动的总体要求，在推动科学发展、促进社会和谐、服务人民群众、加强基层组织的实践中建功立业。

　一是在学习十七届五中全会精神中创先争优。当前，各级党组织要切实抓好对党的十七届五中全会精神的学习，增强用理论指导各项卫生工作实践的能力。同时，要抓好对党员的教育管理，强化对创先争优活动的认识，增强他们参与各种主题实践活动的主动性。还要继续加大宣传力度，坚持把教育宣传贯穿于活动的全过程，营造良好的舆论氛围。

　二是继续在服务亚运保障亚运工作中创先争优。各医疗卫生单位必须树立大局意识和责任意识，强化“十个一”、“亚运先锋行动”等载体的作用，在亚运会亚残运会期间，全体工作人员原则上不得休假；继续坚持实行领导干部24小时值班制度和每日“零报告制度”；切实将医疗单位要将骨干医务人员放在一线，对急危重病人及时处理和转院；领导干部亲自带头排查不稳定因素，与信访人面谈，将隐患消除在萌芽状态。要充分发挥基层党组织战斗堡垒作用和党员先锋模范作用，查漏补缺，细之又细，确保医疗卫生保障、公共卫生保障和安全维稳工作这“三大任务”能圆满完成，从而为“两个亚运同样精彩”做出应有的贡献。

　三是继续在努力实现“病有良医”目标方面创先争优。创先争优活动不是孤立的活动，而是与卫生系统各项工作紧密相连、密不可分的。各医疗卫生单位必须树立和强化这一意识，紧紧围绕区委提出的努力做到“病有良医”这一目标，教育和引导广大党员立足岗位实际，在人才、服务、制度、文化、基建和医疗安全等六个专项工作出成绩，不断提升医疗技术水平和服务质量。同时，对照党员个人承诺书，多做实事好事，将承诺兑现，取信于民，在每一个岗位、每一件小事中体现共产党员的先进性。

　四是在党风廉政建设和行风建设中创先争优。开展“阳光关爱干部工程”，要抓好权力运行风险防控工作，完善本单位各项制度和工作流程，为各项卫生工作的开展营造良好外部环境。要完善医德医风考评制度，树立医务人员良好形象。

　五是在资料整理和信息报送工作中创先争优。各医疗卫生单位要及时整理活动资料，及时报送工作中的亮点、存在问题，加强与局党委创先争优领导小组办公室的沟通与联系，共同推进创先争优活动的开展。

　此外，各医疗卫生单位还应注重党建带工、青、妇建等工作，发动工、青、妇等组织一起，营造你追我赶、齐头并进的创争局面，为进一步推动番禺卫生事业的科学发展做出新的更大的贡献。
