　国家修改颁布实施新的《义务教育法》以来，我校更加重视“普九”工作，尤其是防辍保学工作。为进一步全面贯彻、认真落实《义务教育法》、《未成年人保护法》等法律法规，巩固发展“普九”工作成果，扎扎实实地开展好防辍保学工作，根据上级有关部门要求，结合我校实际工作情况，特制定此方案。

　一、指导思想：

　以党的十八大会议精神为指针，全面落实科学发展观，认真执行上级教育主管部门的有关规定，统一认识、高度重视，强化领导、精心组织，明确思路、分清职责；坚持“依法防辍、管理防辍、教改防辍、扶贫防辍”的总体思路，本着对学生负责，对家长负责，对社会负责的原则，动员和组织社会、家庭、学校等各方面力量共同参与，严防死守，齐抓共管，相互配合，切实做好我校的控辍保学工作。
