　 XX年度述职述德述廉报告（地区文化体育广播影视局党委副书记、局长）

　 XX年，在地委、行署的正确领导下、在局属单位和各位同事的大力支持下，本人认真贯彻落实党的十八大精神和科学发展观，认真贯彻落实中央新疆工作座谈会精神和全国宣传思想工作会议精神，紧紧围绕全局中心工作，坚持全心全意为人民服务，以求真务实的工作作风、创新变革的工作理念，全力以赴做好本职工作。现就一年来德、能、勤、绩、廉等方面的情况报告如下：

　一、思想政治和德的建设方面

　进一步加强政治理论学习，提高德行修养。一年来，坚持用马列主义、毛泽东思想和中国特色社会主义理论体系武装头脑，坚定中国特色社会主义理想信念，深入学习党的基本理论、路线、方针、政策，力求掌握精神实质，并融会贯通、学以致用，不断提高自身政治素养，做到理论上清醒，政治上坚定。同时在日常工作生活中，注重个人德行建设，带头廉洁自律，带头勤俭节约，带头遵章守纪，带头务实奉献， 时时处处注意以好的言行规范示范和带动广大干部。

　不断深入学习文化体育、广播影视、新闻出版工作各项程序、法规，致力于改善知识结构，不断充实和丰富自身业务知识，提升依法行政能力和领导水平。

　高举各民族大团结旗帜，牢固树立“三个离不开”的思想，坚持中央提出的影响新疆社会稳定的主要危险是民族分裂主义的正确论断，坚持反暴力、讲法制、讲秩序，坚定不移地维护民族团结、维护社会稳定、维护祖国统一。今年7月，到陶家宫乡卡尔苏村进行了为期2个月的维稳安保工作，与当地农民进行思想交流，较好的完成了上级交办的维稳安保工作。与此同时，进一步加强了对本系统各族干部职工的意识形态和反分裂教育，不断增强了干部职工的政治意识、阵地意识。

　一年来，通过学习，进一步增强了党性修养和历史责任感，提升了整体素质和理论水平，做到了对党的路线、方针政策、法律法规以及地委、行署的决策、决议不折不扣地执行，在重大事件和关键时刻能够挺身而出，敢担当、能担当、会担当，以共产党员的高度自觉圆满完成了党赋予的各项工作任务。

　二、领导能力方面

　作为行政一把手，不断提高对自己各方面的要求，通过努力完善自己，坚持边学习、边思考、边研究、边实践，把领会精神同进一步落实好自治区、地区各项决策部署结合起来，同落实部门业务工作结合起来，通过加强学习不断提升自身的战略思维，提升自己把握大局的能力、解决实际问题的能力，在不断提高政治理论和政策水平的同时，特别注重改进领导方法和工作艺术。同时不断在实际工作中总结经验、查找不足，探索好的方式方法，明晰各项工作思路，个人领导能力、驾驭全局的能力、依法行政的能力得到了有效提升。一年来，在局党委的领导下，与班子其他成员分工合作、紧密协作，攻坚克难，较好地完成了地委、行署及自治区各上级业务部门交办的各项工作。

　三、工作实绩方面

　按照班子分工，在抓好行政全盘工作的同时，我重点负责文化、文博、非物质文化遗产、体育工作，同时对全局依法行政、综合治理、行政效能、安全生产、扶贫帮困、老龄、计划生育、信访等工作负总责。

　一是在宣传报道方面，坚持巩固壮大主流思想舆论，弘扬主旋律，传播正能量，紧紧围绕宣传贯彻党的十八大、全国宣传思想工作会议和地委委员会议精神等重大主题，围绕地区经济、社会、民生等方面取得的可喜成就，围绕重点工程项目、民生建设、德行哈密建设、春耕春播等方面的新思路、新变化、新成就，精心策划开设了一批有较大影响的专栏专刊和专题报道，较好地发挥了宣传鼓舞人、激励人的作用。

　二是文化体育文博非物质工作方面，精心策划、认真组织完成了春节联欢晚会、诺茹孜节文艺晚会等一批重大文化体育活动；举办了地区首届基层文化工作者培训班；开展形式多样的主题展览，进一步丰富博物馆和木卡姆传承中心内涵。不断加强对全地区的文化体育广播影视、新闻出版物市场监管力度。

　三是在依法行政工作中，坚持负总责、亲自抓，通过加强组织领导，建立健全制度，规范行政决策，转变工作职能，规范行政审批，严格行政执法监督、化解社会矛盾和加大法制宣传力度等措施，使全局行政管理、依法管理和规范管理力度进一步加大，为全面贯彻落实XX年度地委、行署提出的各项工作目标提供了坚强的组织保障。
