 关于申报东风村为2012年度少数民族

 特色村寨保护与发展试点项目的请示

 省民委:

 根据《关于申报2012年度少数少数民族特色村寨保护与发展试点项目的通知》文件精神,我们在充分调查研究的基础上,决定申报城厢街道办东风村为2012年度少数少数民族特色村寨保护与发展试点。现将有关情况报告如下:

 基本情况

 东风村位于江苏省宿迁市宿迁市泗阳县城厢街道东南,是少数民族集中居住地方,该居委会位于众兴、卢集、李口三镇交界处,高松河西邻,徐淮盐高速公路从中而过,交通便捷,有独特的区位优势,全村1234户,5016口人,其中少数民族378户,1649人,占全村人口的32.9%,可耕地面积4860亩,2001年3月被江苏省政府认定为少数民族聚居村。回族群众世居于此,散居在全村。村内有一座清真寺以及一所回民小学--东风民族小学。近年来,东风居委会在各级领导的关怀、有关部门的帮扶下,蔬菜大棚种植,水产养殖等高效农业已初具规模。该村人均年收入8735元,贫困户412户,人均年收入2356元,少数民族贫困人口56人,人均年收入2120元。

 建设特色村寨和发展试点项目优势

 一是县、镇两级党委政府高度重视民族村工作。近年来,泗阳县在全力抓好三个文明建设的同时,认真贯彻落实党的民族政策。特别是以抓好东风村少数民族聚居村的建设以促进民族工作上台阶。通过建立民族工作县、镇、村三级网络,落实民族工作二级责任制,充分利用中央和省级财政扶持少数民族的优惠政策,积极向国家、省、市争取资金,切实加强对项目资金的有效管理,发挥了国家政策的放大效应,有力促进了该村经济和社会面貌的改进。与此同时,还多方争取资金,为该村建成新村部,改造道路、桥、涵、闸、坝等基础设施,增加了高效农业种植的保险系数,提高了东风村生产生活条件。

 二是村级组织领导有力。村干部整体素质高,人员配备齐全,工作积极,在村支书臧艺为首的领导班子团结和带领全村干部脱贫致富奔小康。能够发挥先锋模范作用,工作上得到县、街道两级充分肯定和大力支持,村里建立了党员活动室、村民活动室和维稳工作是,村各项工作扎实有效开展。

 三是群众生产生活水平切实改善。2006年该村人均收入1500多元,经多年发展,不断完善基础设施建设,发展特色产业,促进科技、教育、文化、卫生等各项事业发展,东风村群众经济生活水平和村容村貌有了较大的提高,2011年人均收入已达9350元。近年来,该村加强设施的建设,满足群众对道路、供水、用电的需求。全村均已完成农网改造工程,村民用上安全可靠的生产、生活用电,吃上流动洁净的自来水。

 四是资源优势得到有效开发。近年来,在泗阳、城厢两级党委政府和各级民委的大力支持下,该村为尽快改变东风村落后的状况,依靠当地交通便利和水系发达以及耕地肥沃的优势条件,确立了“发展蔬菜大棚种植富民、大力兴办工业经济壮村”的发展思路,积极将本地传统农业向高效农业发展,利用招商引资带动本地区经济发展。东风村境内蔬菜大棚林立,面积达300多亩,种植青椒、西瓜、莴苣、豆角、黄瓜、西红柿、黄秋葵等农作物,年产500多吨,销往南京、苏州、上海等大中城市。目前,东风村有蔬菜合作社4个,大棚种植户60多户,亩均纯收入达6000多元,大棚种植已成为该村的支柱产业,有力的带动了部分少数民族脱贫致富。

 几年来,通过上级的帮助和自身的努力,少数民族的生产和生活得到极大的发展和改善,但是仍然和其他地区存在一定的差距,为了得到上级部门在政策、资金、项目等方面更多、更大的扶持和照顾,进一步加快少数民族群众脱贫致富的步伐,特向上级部门申请将东风村列为少数民族特色村寨和发展项目试点村。

 并申请实施如下项目:

 主要申报内容和实施项目

 为彰显和恢复东风村伊斯兰回族村,方便回族群众过宗教生活,对现有村落进行康居示范小区建设。争取用3年时间规划建设东风康居示范小区,建成有民族特色的新式集中居住区。同时,进一步扩大蔬菜大棚种植,加快村民(少数民族群众)脱贫致富步伐,努力把东风村建成经济发展、社会进步的有浓厚伊斯兰特色的新农村。

 2012年主要建设内容和项目如下:

 新建社居民集中点1个:占地面积10亩,需要资金300万元;

 恢复建设清真寺1座,需要资金50万元;

 新增开发蔬菜大棚200亩,需要资金250万元。

 2013年主要建设内容和项目如下:

  1、吸收、新增集中区扩大建设,需要资金350万元;

  2、新增开发蔬菜大棚200亩,需要资金250万元。

 2014年主要建设内容和项目如下:

 1、吸收、新增集中区扩大建设,需要资金300万元;

 2、全体小区绿化、道路、电网、光缆、用水等加以完善,需要资金75万元;

 3、新增开发蔬菜大棚100亩,需要资金125万元。
