 同志们:

 刚才,交通局的同志就道路运输安全管理工作作了具体安排,成钢同志对今年工作进行了简要回顾,指出了工作中存在的问题和不足,部署了明年工作重点,提出了努力方向,大家要认真贯彻落实。

 2010年全区道路运输工作发展状况良好,道路运输管理规范化建设有序展开,运输市场稳步发展,农村客运网络化建设成果进一步巩固,货运整治工作扎实有效,依法行政能力有所提高,运管队伍建设有所加强,安全稳定形势逐步好转,总的来说,各项工作开展比较顺利,说明大家付出了辛勤的努力,做了大量的工作。借此机会,我代表区委、区政府向在座各位,并通过你们向全体运输人表示衷心地感谢和亲切地慰问!

 目前已近岁末,运输需求旺盛,气候条件恶劣。从已往经验看,冬季是道路运输安全生产的事故多发期,也是迫切需要引起我们高度重视,采取切实有效措施的关键时期。交通运输部门必须给予高度的重视,时刻绷紧安全这根弦,扭住安全不放松。下面,我就加强我区道路运输安全管理工作提几点要求:

 一、突出重点,硬化措施,全力确保道路运输安全

 区委、区政府历来高度重视安全生产工作,针对当前严峻的安全生产形势作出了一系列工作安排和部署。特别是春运将至,道路运输行业在总结经验和充分肯定成绩的同时,必须清醒认识当前道路运输安全的严峻形势。首先,道路危险因素增大,进入寒冬,滴水成冰,很大程度上增加了安全工作难度;其次,冬季运输,特别是春运是人流、物流、车流最集中的时段,客货流量数倍于平时,春节客货运输繁忙,历来都是事故的高发期。所有这些问题直接影响着春运和道路运输安全工作的开展。因此,我们务必要按照各级安全生产工作要求,从确保全区政治、经济和社会稳定的高度,切实抓好道路运输安全工作。

 第一,思想重视要到位。安全责任重于泰山,“安全第一”绝非一般性口号,绝非可轻可重、可严可宽、富有弹性的一般性要求。所谓“思想重视要到位”,就是心里要经常想着安全生产这件事,真正把安全生产工作摆在重要位置,高度重视,警钟长鸣,常抓不懈。居其位,就要谋其政,不能有任何推诿之词、懈怠之想。

 第二,组织领导要有力。工作的推进力度与组织领导的力度是成正比的,领导力度大就能顺利推进,反之则难以推动。各单位一定要坚持科学发展、安全发展,切实加强对安全生产工作的领导,主要和分管领导同志,要时刻把安全生产放在心上,抓在手上,始终绷紧这根弦,定期分析安全生产形势,认真研究解决安全生产中存在的难点和重点问题,切实解决“有人抓”和“有钱抓”的问题,真正做到守土有责,确保一方平安。各有关部门要密切配合,努力形成“政府统一领导、部门依法监管、企业全面负责、群众参与监督、全社会广泛支持”的安全生产工作格局。

 第三,岗位责任要落实。要深化主体责任和监管责任的落实。交通运管部门要切实履行安全监管的职责,道路运输企业要切实履行安全管理主体责任。要按照“管生产必须管安全”和“谁主管、谁负责”原则,层层落实安全管理责任制,并把预防道路运输安全事故工作逐项细化,逐级分解,把“一岗双责”制度切实落实到各单位、各企业,落实到每一辆营运车、每一名驾驶员,切实履行好道路运输安全生产工作者、监管者的职责与责任。

 第四,责任追究要严格。抓安全生产必须铁面无私,出了问题必须严格追究责任。要严肃安全生产事故的调查处理,坚持事故原因不查清不放过,事故责任者没有处理不放过,广大干部职工没有受到教育不放过,防范措施没有落实不放过。要加大安全生产行政责任追究的力度,对存在失职、渎职行为,或对事故发生负有领导责任的地方政府、有关部门和企业领导,要依照有关法律法规严格追究责任。

 第五,工作重点要突出。一是要管好车。要严格车辆技术管理,确保车辆不带“病”运行,坚决不允许不符合条件的车辆参与营运。二是要管住人。在人、车、路、环境等影响道路交通安全的因素中,驾驶员是决定性因素。要把加强对道路运输企业驾驶员的教育管理,作为抓安全工作的重中之重来抓。三是要管好源头。要监督客运站严格执行“三不进站五不出站”管理规定。

 第六,宣传教育要深入。要切实加强对企业主要负责人、安全生产管理人员、从业人员特别是特殊工种岗位人员的培训工作。要以打击道路运输违规行为为抓手开展安全生产教育,大力提高全员安全生产意识。要发挥新闻媒体的舆论监督和引导作用,将安全生产置于人民群众和社会舆论监督之下。

 二、高度重视,加强领导,全力确保春运安全、优质、高效

 一年一度的春运即将开始,今年的春运时间为1月19日至2月27日,共计40天。虽然春运工作已成为一项常规工作,大家也积累了许多经验,但我们必须做到警钟长鸣,要消除春运工作“年年如此”的片面认识,做到“思想不松懈、管理不松弛、行动不松劲”,按照“以人为本,安全有序,快捷方便”的总体要求,切切实实把春运工作各项措施抓实,全力以赴保证旅客出行和群众生活物资运输,确保全区人民过一个安定、祥和、愉快的新春佳节。

 第一,要合理安排运力,满足旅客出行需要。春运期间客流量大、时间性强、流向集中。从现在起,到春运正式开始,只有短短几天时间,交通运输部门要在前期调查和现有输运方案的基础上,再做细致的工作,周密计划,认真做好客运流向、流量的调查,合理安排运力。同时,要统筹安排好关系国计民生的生产和生活物资运输,特别是煤炭、油品、蔬菜等重要能源和节日物资运输,保障社会经济发展和群众生活正常有序。

 第二,要突出监管重点,确保春运运输安全。春运安全是整个春运工作的关键,是实现春运工作有序、优质和畅通目标的前提。各有关单位要始终牢固树立“安全第一、预防为主、综合治理”的思想,增强安全意识,落实各项安全措施,抓重点,加强对薄弱环节的控制;重防范,将各种影响安全的隐患消灭在萌芽状态,形成安全生产的长效机制。运管部门要严格道路运输企业、运输车辆、从业人员的准入管理,搞好汽车客运站安全监督,加强对危险化学品运输的监督管理;要加大对拉客宰客、三轮车非法营运等违法活动的打击力度。运输企业要对参加春运的车辆进行全面检查,严防技术性能不合格、安全无保障的车辆参加春运;要加强车辆的动态监控,及时纠正、处理各种违章行为;同时要加强对驾乘人员的安全教育,强化安全意识,严禁违章驾驶、冒险行车,杜绝事故发生。客运站要严格履行源头管理职责,加强“三品”的查堵工作。要健全完善旅客大量滞留、发生重特大交通事故等各类应急预案,确保发生突发事件时能及时、有效地实施。春运开始前,要组织开展安全联合检查,确保各项制度、措施的落实。

 第三,要突出以人为本,切实提高春运服务质量。优质的运输服务和良好的运输市场秩序是春运工作的核心目标。春节期间,在外的亲人、放假的学生要回家过年。运输部门要在确保运输安全的前提下,及早行动,组织好运力,提高运输正点率,使广大旅客走得了、走得好、走得安全;要改善售票环境、乘候车秩序及车容车貌、站容站貌等,为旅客购票和出行提供方便。运管执法部门要严格依法行政。

 第四,要搞好协调配合,努力形成齐抓共管的合力。交通部门作为春运工作的组织协调部门,要认真负责、积极主动地做好各个方面工作。各有关部门要配合做好宣传报道工作,及时提供有关情况,广泛利用电视、广播、报纸、网络等媒体及时发布春运动态。

 同志们,圆满完成春运和道路运输安全工作是一项光荣而艰巨的重大任务,既是一种挑战也是对我们的考验。我深信,在区委、区政府的正确领导下,大家同心协力,部门协调联动,迎难而上,扎实工作,我们既定的各项目标任务一定能够圆满完成。
