  在全市人才工作大会上的讲话

  同志们:

 市委、市政府召开的这次人才工作大会是贯彻落实中央、省和成都市人才工作会议精神,推进XX发展新跨越的一次重要会议。刚才,大会表彰了人才工作先进单位、优秀创业人才和第五批拔尖人才,先进单位和个人代表作了很好的发言;最后,宁生同志还要作重要讲话,请大家认真学习领会,抓好贯彻落实。下面,我就做好全市人才工作讲几点意见。

 一、认清形势,增强做好人才工作的自觉性

 改革开放以来的20多年,我市经济社会快速发展,人民生活水平有了质的飞跃。应当说,上述成就的取得,我市各级干部奋发有为,各条战线人才辈出是决定性因素之一。在新的历史条件下,我们面临的形势正在发生新的变化,我们面对的竞争愈来愈激烈,我们肩负的任务更加繁重和艰巨,人才队伍建设比以往任何时候都重要,也更为紧迫。我们一定要认清形势,进一步增强做好人才工作的自觉性。

 (一)要把握知识经济和科技创新的大趋势,把人才作为“第一资源”加以重视和开发。二十一世纪是知识经济的时代。科技创新和管理创新已经成为推动经济社会快速发展的两大引擎,而创新所依靠的就是各类高素质的人才。从“科学技术是第一生产力”到“人才资源 是第一资源”,是党中央根据国内国际形势的发展变化作出的科学判断,这不仅仅是文字提法的改变,更多地体现了人才理念的升华。知识经济时代,人是生产力要素中最活跃、最积极的因素,资本跟着项目走,项目跟着人才走。有了人才,就能吸引更多的项目,引来更多的资本,就能更充分地激发各种生产要素的活力,让一切创造财富的源泉涌流出来。当前,我们要加快城乡一体化进程,全面建设小康社会,急需一大批既能创新、又能创业的专业技术带头人,急需一大批有开拓能力的经营管理者,滤布急需一大批眼界开阔、胸襟开阔的优秀党政干部,同时也急需一大批致富能力强、带富能力强的农村实用人才。我们一定要顺时应势,立足全局,把经济建设与人才队伍建设有机结合起来,加快人力资源向人才资本的转变,努力以“第一资源”来支撑和促进“第一要务”。

  (二)要认清经济全球化和竞争白热化的大背景,把人才优势作为最具竞争力的优势加以构筑和放大。随着经济全球化的加快推进,世界经济发展的动力从主要依靠物力资本转向主要依靠人力资本;世界各地对资源的争夺从以物质资源为主转向以人力资源为主。从我市情况看,虽然近年来人才工作有了较大的突破,但与全市经济社会快速发展的需要相比,与实现率先发展的目标相比,与周边先进地区相比,还存在着不小的差距。全市人才总量还不够充足,人才分布还不够平衡,用人单位主体作用尚未得到充分发挥,人才不足与浪费并存,人才引进与流失并存。我们必须清醒地看到竞争的严峻态势,坚决冲破一切妨碍人才发展的思想观念,改变一切束缚人才发展的做法,使XX真正成为集才的“磁场”、创业的“乐园”、优秀人才向往的“热土”,使人才优势成为我市最重要的竞争品牌。

 (三)要围绕建设具有最佳人居环境和最佳创业环境的四川经济强市、全国文化强市的大目标,把人才作为“兴市之本”加以培育和集聚。实现“两最”、“两强”奋斗目标,是XX市的战略定位和上级领导对我们的殷切期望。其核心是加快发展,而加快发展的关键在党,关键在人才,关键在干部。人才是建设经济强市和文化强市的“加速器”,哪个地方人才总量大,优秀人才多,作用发挥好,哪个地方投资环境就优,发展后劲就足。干部是群众致富的带头人,是事业发展的领头雁。哪个地方领导班子强,干部谋划水平高,那个地方的发展就有活力,老百姓就有干劲;哪个地方的干部作风好,开拓进取,真抓实干,艰苦奋斗,执政为民,那个地方的凝聚力就强,群众的满意度就高。我市在快速发展中所取得的每一项成果,每一次历史机遇的把握,都是各类人才特别是广大干部充分发挥作用的结果。当前,我们正处于一个重要的战略机遇期,抢抓机遇,应对挑战,需要我们最大限度地释放各类人才的创业能量,需要我们最大限度地激发干部队伍的内在活力。我们一定要把人才队伍建设作为兴市之根本,作为长远发展之大计,始终抓紧、抓实,把更多的优秀人才集聚到推进我市全面、协调和可持续发展的伟大事业中来。

 二、把握重点,强化人才“五支队伍”建设

 人才工作是一项复杂艰巨的系统工程,既具有紧迫性又具有长期性。根据中央、省、成都市人才工作会议精神和我市实际,我们必须紧紧抓住培养人才、吸引人才、使用人才三个环节,突出重点,整体推进,着力抓好人才“五支队伍”建设。

 (一)着力加强以公务员队伍为重点的党政人才队伍建设。我们建设规范化服务型政府,加强党政人才队伍建设,必须树立公务员是重要人才资源的理念,把公务员队伍建设作为实施人才强市战略的重要组成部分。积极探索政府机关面向社会吸引高层次人才的新途径,提高公务员大专以上学历的比例。进一步规范和完善公务员考核制度,将考核结果与工资和职务晋升挂钩。要完善公务员队伍终身学习机制,加大培训力度,抓好公务员初任、任职培训和专门业务、知识更新培训,加强依法行政、信息化与电子政务培训,提高依法行政、公共服务、科学决策、调查研究和应对复杂局面的能力。加强公务员作风建设,深入开展“树高效廉洁机关,创优良投资环境”活动和公务员行为规范的教育实践活动,评选表彰 “人民满意公务员”,使公务员的精神面貌有较大改观、工作作风进一步改进、工作业绩更加突出。

 (二)着力加强以企业家培育、激励和保障为重点的经营管理人才队伍建设。我们要大力抓好懂经营、善管理、有绩效的企业家的培育、激励和保障,健全经营管理人才引进、培养、使用的长效机制。以XX人才市场为依托,加快培育我市企业经营者人才市场,健全完善人事代理业务、人才评价和咨询服务,为企业提供全方位的人事人才服务,推进企业经营管理者的市场化、职业化进程,促进不同企业之间、不同区域之间优秀管理人才的合理流动。坚持企业董事会依法选择经营者以及经营者依法行使用人权相结合,充分发挥市场在人才资源配置中的基础性作用和用人单位的主体作用,完善企业经营者和其他管理人员的聘用制和契约化管理,依法维护企业经营管理人才和企业的合法权益。要围绕培育具有竞争力的大企业、大集团,努力造就一支职业化、现代化的优秀企业家队伍。

 (三)着力加强以高层次人才为重点的专业技术人才队伍建设。继续做好学术技术带头人、拔尖人才的选拔,充分发挥人才选拔制度在高层次人才队伍建设中的作用;开展面向全社会的人才评价工作,建立社会化人才评价体系,拓展人才评价内涵和范围,创新人才评价方法和手段,使人才评价向以考试和评审结合为主、多种评价方法综合运用的方向发展;加强和完善专业技术职务管理,推进专业技术职务由身份管理向岗位管理转变,建立和完善“按岗聘任、竞争择优”的聘任机制;进一步深化职称制度改革,稳步推进评聘分开工作,改进评审方式,加强对实施执业资格制的监督指导和规范管理;加强专业技术人才继续教育,每年选送急需人才到高等院校进修培训。今年,我们还要按照上级部署,在事业单位中全面推行人员聘用制。各级各部门既要充分认识到事业单位人事制度改革的必要性,增强改革的紧迫感,又要充分认识到这项改革的复杂性、艰巨性,从维护社会稳定的大局出发,把改革的阶段性和发展的连续性统一起来,注意研究论证,稳妥推进改革,确保这项改革取得成功。

  (四)着力加强以高技能人才为重点的技能型人才队伍建设。切实树立“高技能工人也是人才”的人才观,给予有突出贡献的技工应有的社会地位。以培养壮大职工队伍和各行业中技术精湛的高技能人才为重点,加快实施技能型人才培养计划,组织开展高技能人才的学习培训和新技术、新工艺的技能竞赛等活动。各有关部门要大力推行职业资格证书制度、劳动预备制度和就业准入制度,努力构建从初级工、中级工、高级工,到技师、高级技师的职业资格体系。全面推进技师社会化考评体系建设,实行以能定评,破格晋升,向低学历但技术精能力强的一线工人开“绿灯”,激励更多的员工提高工作技能和动手能力。加大高技能人才选拔奖励力度,在分配上进一步向高技能人才倾斜,实行以岗定薪,以能力定工资,以贡献定报酬,激励一线员工埋头学技术、做贡献,不断提高高技能人才在技术工人中的比例,努力建设一支复合型的高技能人才队伍。

 (五)着力加强以农村实用人才为重点的乡土人才队伍建设。XX市74%的人口居住在农村。全面建设小康社会,重点在农村,难点也在农村。没有农民的小康,就没有全市人民的小康;没有农村现代化,就没有全市的现代化。我们要围绕加速推进农业产业化经营和增加农民收入,把农村人才资源开发作为中心任务,通过系统培训、专业比武、知识竞赛、能手评选、项目招标、科技承包等方式,大力培养选拔致富能力强、掌握多种实用技术、在农村和农业经济发展中起示范带动作用的实用人才。建立优秀农村人才使用制度,在职称评定、创办企业、社会保障、项目承包、子女就学、继续教育等方面提供服务。逐步建立覆盖全市的职业需求预测、职业培训、技能鉴定、职业介绍、就业指导五位一体的农村富余劳动力职介服务和转移培训中心。要在去年对5000名农民技术人员进行职称评定的基础上,通过5年的努力,培养一大批农村实用人才,力争用10年左右时间培养和造就新一代农民。

 这里,我特别要强调一点,XX市是历史文化名城,我们又确立了“两最”、“两强”的奋斗目标,建设一支高质量的教育文化人才队伍十分重要。这样一支队伍直接关系到我市发展后劲的强弱和建设全国文化强市的成败,因此,我们要将教育文化人才队伍建设作为科教兴市和文化强市的一项重要工作来抓。一方面,以培养拔尖人才为重点,积极推进教育文化人才队伍建设。要不求所有,但求所用,大胆采取优惠政策,吸引一批特级教师、优秀教师和文化能人名人,加紧建设一支思想素质好、业务造诣深,具有省级领先水平,并有较大影响的教育、文化人才队伍。另一方面,要制定具体的人才培养规划,创造各种有利条件,加大教育文化人才开发培养的力度。要重点围绕壮大文化支柱产业培养文化人才,通过文化人才作用的创造性发挥,把我市深厚的文化积淀、文化资源转化为富有市场吸引力和商业价值的文化精品,把文化的资源优势尽快转化为产业优势,放大我市的文化价值。

 三、转变职能,争创人才工作实效

 人才工作是一项长期复杂的战略任务。我们要切实转变职能,积极探索规律,加大资金投入,把人才工作作为牵动全局的一件大事抓紧抓好,抓出实效。

 (一)进一步转变政府人事职能,建立人才开发的宏观调控机制。根据我国加入世贸组织后的新形势和市场经济发展的新要求,政府人事职能重心要从微观向宏观转变,通过运用经济、法律等手段,加大对人才工作的宏观调控。实现政府人事管理间接化,市场能办到的交给市场,社会能办到的交给社会。把原来由政府承担的宏观管理职能与事务执行性的办理职能区分开来,分别由行政机关和行政机关授权的事业单位承担,促进政府人事部门所属人才服务机构向市场主体转变,真正从“办市场”转向“管市场”。积极发展人才中介机构和行业管理协会,不断推出市场监管的新方式,加强规范化管理,维护良好的人才市场秩序。
