　全面开创妇女工作新局面

　——在宿迁市妇联三届四次执委（扩大）会议上的工作报告

　各位执委，同志们：

　现在，我代表市妇联常委会向大家报告工作，请予审议。

　2009年全市妇女工作回顾

　2009年是新中国成立60周年，也是全市广大妇女在市委市政府的坚强领导下，积极应对国际国内环境重大变化，坚定信心、共克时坚、奋力前行的一年。在过去的一年里，全市各级妇联组织深入贯彻落实科学发展观，紧紧围绕市委三届四次全体（扩大）会议和中国妇女十大、省妇女十一大提出的各项任务，坚持一手抓发展、一手抓维权，圆满完成了各项目标任务。

　一、深入开展“三个百万”主题活动，妇女工作取得新成效

　一年来，全市各级妇联围绕市妇联提出的“百万妇女创大业”、“百万妇女讲文明”、“百万家庭创和谐”主题活动，勇于探索，开拓创新，取得了显著成绩。

　（一）突出经济发展主题，“百万妇女创大业”活动彰显特色

　我们积极应对国际金融危机带来的冲击，抓住女性创业就业技术培训、政策扶持、资金服务等环节，在引导妇女融入全市经济发展大局上有新思路，在服务妇女就业创业水平上有新提高，在拓宽女性就业创业渠道上实现新突破。为此，省妇联上半年在我市召开了全省市妇联主席工作会议，参观了妇女创业就业现场，推广了我市的经验和做法。

　一是加大培训力度，提高妇女就业创业技能。市妇联组织女企业家和创业女性代表120多人，参加了由洋河酒厂股份有限公司总经理张雨柏等企业家主讲的女性创业大讲堂培训。沭阳县妇联开通“妇女创业直通车”， 组织农村妇女举办现代高效农业技能培训班4期，培训人数达1000余人。宿豫区妇联举办了“三来一加”妇女实用技能培训班8期，培训学员800余人。其他县区也都举办了不同类型的培训班。

　二是强化帮扶措施，增强妇女就业创业后劲。启动巾帼牵手就业援助行动，制定下发了《宿迁市巾帼牵手行动方案》，组织、引导女企业家、女能手、女创业标兵与女大学生、返乡农村妇女、下岗失业女工牵手结对，为她们提供各种就业创业帮助。组织了7名省级巾帼示范村妇代会主任和4名女农民经纪人赴山东寿光和浙江义乌考察、培训，学习借鉴先进地区的创业经验。协调市民丰银行试行“巾帼创业卡”制度，多方筹措创业帮扶资金，圆妇女创业就业梦想。一年来，市妇联共发放创业扶持资金100多万元，其中20万元用于扶持苗亚楠等女大学生村官创办项目。

　三是提供优质服务，拓展妇女就业创业渠道。面对金融危机带来的就业压力，市妇联多措并举拓展妇女就业创业渠道。“三八”期间，开展了“三八架金桥·春风送岗位”活动，专门针对女性求职者提供了1500多个岗位，并当场达成就业意向580人。通过提供技术、项目、信息等服务，培育、壮大了一批女企业家、女能人创办的龙头企业和龙头项目，作为巾帼创业示范基地。目前，全市共有7个省级“三八”示范基地，10个巾帼创业示范基地，申报3个省级巾帼专业合作组织，其中泗阳王集镇亚飞蔬菜生产基地、宿豫区的“三来一加”基地、沭阳的干花生产基地、泗洪的特种养殖基地都带动了一大批妇女就近就地创业就业。

　（二）突出素质提升主题，“百万妇女讲文明”活动异彩纷呈

　我们充分抓住“三八”国际劳动妇女节99周年和新中国成立60周年的有利时机，组织动员全市各界妇女群众，开展一系列丰富多彩的活动，集中展示全市女性锐意进取、奋发有为的精神风貌。

　一是以庆“三八”系列活动为载体，集中展示各界女性新风采。市妇联举办了献礼“三八”大型咏唱比赛，开展了“说出你的愿景”“三八”寄语征集活动。各县区妇联和市直各妇委会、女工委也开展了形式多样的庆祝活动，如演讲比赛、文艺联欢、健康礼仪知识讲座等。

　二是以先进典型为示范，大力弘扬时代女性新风尚。市妇联联合市创业办、市总工会女职工委员会开展“巾帼创业促发展”杰出女性评选表彰活动，在全市范围内评选出十大杰出创业女性和十大优秀创业女性，并举行了隆重的颁奖仪式。通过创先争优活动的开展，进一步弘扬了先进的创业理念，用成功的实例带动、引导和鼓舞广大妇女积极投入创业大潮。

　三是以优化环境为抓手，不断拓展舆论宣传新空间。加大与《网上宿迁》、宿迁电视台、宿迁日报（晚报）等新闻媒体的沟通和联系，延伸宣传工作触角：与市电视台联合制作《宿迁优秀创业女性》、《直面“家庭暴力”--我的婚姻该往何处去？》、《古楚巾帼竞风流》等专题宣传片；在《宿迁日报》刊登了多篇妇女先进典型的文章和图片新闻；在《宿迁晚报》、《新浪宿迁网》等媒体开辟新闻会客厅，同时，努力办好《宿迁妇女网》，向社会宣传妇女，向妇女宣传社会。先后组织3000余人次参加省妇联主办的“女性大讲堂”。泗阳县妇联也在县电视台和《宿迁日报》开辟了“三八?巾帼风采”专栏，集中报道一批优秀女性的先进事迹。

　（三）突出和谐社会主题，“百万家庭创和谐”活动深入推进

　2009年是五好文明家庭创建活动开展30周年，全市各级妇女组织不断赋予创建活动以崭新内涵，紧紧围绕构建和谐社会这一主题，以文明和谐、普法教育为基础，以反对家庭暴力为突破，有力地推进“百万家庭创和谐”活动深入开展。

　一是以法制宣传教育为抓手，大力增强家庭成员的法律意识。大力开展《江苏省实施<妇女权益保障法>办法》、《婚姻法》、《未成年人保护法》等法律法规的宣传。“三八”维权周期间，全市共举办法律宣传活动150多场次，发放各种宣传资料20余万份，基本上做到了法制宣传进万家。

　二是以创建和谐家庭为核心，开展多种形式的创评活动。市妇联在全市开展了宿迁市“十佳婆婆”、“十佳嫂嫂”、“十佳丈夫”、“十佳孝子”等四个“十佳”评选表彰活动。宿城区屠园初级中学教师汪克仪同时被评为江苏省“十佳孝子”，宿迁经济开发区三棵树乡韩庄居委会副书记、妇代会主任朱金侠同时被评为江苏省“十佳嫂嫂”。朱金侠同志的先进事迹还以《天底下难找的好儿媳》为题在2009年第11期的《莫愁》杂志上刊登。我们还联合市双拥办、军分区政治部在全市开展了宿迁市第四届“优秀兵妈妈”和第五届“好军嫂”评选表彰活动。宿豫区妇联也开展了第二届“十佳军嫂?十佳警嫂”评选表彰活动。通过系列活动的开展，在全社会营造了尊老爱幼、团结和睦的家庭氛围，有力地提升了全市和谐家庭、平安家庭的创建水平。

　三是以反对家庭暴力为突破，构建社会化大维权机制。近年来，随着和谐社会建设进程的不断推进，消除家庭暴力已愈来愈成为全社会关注的焦点、难点问题。全国妇联等七部委联合出台《关于预防和制止家庭暴力的若干意见》后，又在江苏举行了关于家庭暴力立法研讨会。在这样大背景下，我们将反家暴列为全年维权工作重点，并与公安等部门联合行动：在妇联部门开设反家庭暴力12338维权热线；在公安部门设立“家庭暴力投诉站”，110全天候接警、出警；在司法部门建立家暴法律援助机构；在民政部门建立“家庭暴力庇护中心”；在卫生部门设立家庭暴力伤情鉴定中心；在法院开通涉诉家暴案件绿色通道。市县区妇联还与公安部门举行了反家暴图片巡回展、“11·25反家暴日”大型广场宣传和反家暴万人签名活动。由于此项活动扎实有效、影响很大，市妇联因此在省妇联执委会上获得了创新工作一等奖！

　四是坚持以人为本理念，开展多种形式的关爱活动。实施“贫困单亲母亲帮扶活动”，截至目前，全市各级妇联与慈善总会、红十字会共资助贫困单亲母亲630人，累计帮扶资金63万元。争取台湾慈济基金会40万元资助我市40名特困女孩就读两年制职业中专班。争取省儿基会、省慈善总会2009年度“关爱贫困孤儿”慈善救助项目资金16.5万元，资助165名贫困孤儿。

　二、认真实施两个《规划》，妇女儿童事业发展取得新成绩

　我们紧紧抓住全省妇女儿童工作会议提出的推进实施妇儿发展8件实事的有利时机，积极主动借力借势，利用妇儿工委办公室设在妇联的优势，充分协调各方力量，有力地促进了妇儿事业发展。

　（一）强力推进妇儿发展两个《规划》实施。我们充分发挥各级妇儿工委办公室的“组织、协调、指导、督促”等职能作用，围绕两个《规划》确立的目标，牵头协调妇儿工委成员单位，对全市在实施两个《规划》中落后于全省平均水平的重点指标，如：孕产妇死亡率、婚前医学检查率、农村卫生户厕普及率等进行了专项调研和督查，以此推动《规划》顺利实施。同时，为市政府精心筹备了在泗洪召开的全市妇女儿童工作会议。

　（二）全面推动落实妇儿发展8件实事。省政府妇儿工委提出了妇儿发展8件实事，（特困家庭妇女免费妇科病检查、妇女儿童活动中心建设、扶持女大学生就业创业、推动农村妇女参与基层民主管理、建立受害妇女庇护场所、加强农村学前儿童教育、农村留守少年儿童食宿条件改善和残疾儿童康复），妇联作为8件实事的主要牵头部门，充分发挥主观能动性，认真做好项目实施工作。截至目前，全市为10252名特困家庭妇女进行了妇女病检查；通过SYB创业培训项目，对328名女大学生进行了培训，女大学生创业成功率达82%，带动9000多人实现就业；全市3-5周岁幼儿入园率达92%；新建农村初中学生宿舍面积9.4万平方米，学生食堂面积2.1万平方米，惠及10万多名留守学童；建成残疾儿童康复机构11个，456名残疾儿童正在接受康复训练；市级以及县区受害妇女庇护场所全部依托救助站、福利院先后挂牌，并实现办公有人员、工作有制度、救助有场所。

　（三）扎实做好儿童工作。一是牵头开展了“六一”系列庆祝活动。二是充分整合家庭、学校、社会三方力量，全面开展家庭教育工作。在全市推广实施省“安康（公益）婴幼儿成长教育网络管理信息系统”项目，搭建起由幼儿教育专家、幼儿园教师、幼儿家长共同参与管理的公益性网络平台。组织开展了“创和谐环境·助孩子成长”家教巡回报告会暨“科学家教乡村行”活动，为农村留守、单亲、贫困儿童等家庭实施“家教援助”，举办报告会55场次，印发家教知识宣传单1万余份，受教育家长2万余人。三是动员社会各方力量继续做好创办职业技术“春蕾班”工作，全年新增20个班。截至目前，全市创办“春蕾班”总数已达422个。

　三、着力加强基层组织建设，妇联干部队伍整体素质有了新提高

　各级妇联坚持“党建带妇建、妇建服务党建”的原则，大力实施强基固本工程，拓展妇女组织网络，强化各级妇联干部能力建设，巩固了党的妇女群众基础。

　（一）加强基层妇女组织建设。年初，市妇联深入基层，对全市基层妇女组织状况进行了全面调研，形成调研文章，提交人大列为建议，纳入会办督办。市妇联、市委组织部联合出台了《关于进一步加强党建带妇建的意见》，对基层妇女组织建设起到了重要的指导作用。各县区妇联根据《意见》精神，会同组织部门，加大选配力度，目前，此项工作正在有序推进。

　（二）开展基层组织示范创建活动。制定下发《宿迁市基层妇联组织示范创建条件》、《宿迁市基层妇联组织建设示范点工作台帐参考样本》、《宿迁市基层妇联组织建设示范点制度建设参考样本》，加强对示范创建单位规范指导。全市共申报创建省级示范县1个、示范乡镇（街道）9个、示范村（社区）10个。

　（三）加强妇联干部能力建设。启动了妇联干部岗位读书活动计划。上半年成功举办了全市基层妇联干部学习实践科学发展观培训班，下半年又举办了全市妇儿工委系统业务人员培训班。一年中，市、县妇联已培训乡、村妇女干部1360 人。市妇联还提出了妇联工作用语，在全力打造“温馨、和谐、高效”团队的基础上，努力塑造“明理敏行、自信干练、亮丽大方、引领潮流”的妇联干部形象。

　各位执委，同志们，回顾一年来的工作，应该说取得了较大成绩。这些成绩的取得，是市委市政府和各级党委政府高度重视和大力支持的结果，是各级妇联、妇委会干部和各位执委真抓实干、共同努力的结果，也是热心于妇女儿童事业的社会各界人士无私援助的结果。在此，我代表市妇联表示衷心的感谢！

　在肯定成绩的同时，我们也清醒地看到，在全市妇女儿童事业发展进程中还存在一些问题和不足，如：妇联的工作内容和方法有待进一步完善和创新；妇女参与经济社会发展的能力有待进一步提升；妇联基层组织网络有待进一步拓宽；对新的历史条件下妇女儿童事业发展中存在的重点难点问题还有待进一步研究，等等，我们将在今后的工作中努力加以解决。

　2010年工作意见

　2010年，是“三八”国际劳动妇女节100周年，也是实施“十一五”妇女儿童发展规划的最后一年。为此，做好2010年工作，对于确保全市妇女儿童事业与经济社会协调同步发展，开创妇女儿童工作新局面具有十分重要的意义。新一年，全市妇女工作的指导思想是：坚持以党的十七大、十七届四中全会精神为指导，全面贯彻科学发展观，认真落实市委三届五次全体（扩大）会议和省妇联十一届二次执委（扩大）会议精神，扎实做好组织妇女、引导妇女、服务妇女和维护妇女儿童合法权益的工作，团结和带领全市广大妇女，为实现全市妇女儿童事业新发展，实现市委提出的“立足‘百亿’平台、冲刺‘双千’高峰”的奋斗目标作出新贡献。

　一、围绕党政大局、明确目标，谋划全年工作新思路

　学习、领会党的十七届四中全会精神，贯彻落实市委和省妇联提出的新一年任务，是全市各级妇联组织和各界妇女群众当前一项重要的政治任务。要通过持续深入的学习宣传活动，进一步把思想和行动统一到解放思想、创新发展上来，统一到咬定目标、加快发展上来，统一到提升能力、服务发展上来。在具体工作中，要注意把握好以下三个方面：

　（一）认真学习，把握形势，深刻领会党的十七届四中全会精神，明确全党在新时期的工作要求。在深刻领会中央精神的基础上，准确把握群众工作在党和国家工作大局中的地位，紧密联系妇女儿童事业发展和妇联自身建设实际，切实找准工作的切入点和着力点。不断完善妇联组织形式、运行机制和活动方式，增强妇联工作的系统性、协调性、科学性。

　（二）围绕中心，服务大局，瞄准市委市政府提出的“立足‘百亿’平台、冲刺‘双千’高峰”奋斗目标，确定全年工作重点。要按照“党政所急、妇女所需、妇联所能”原则科学合理谋划全年妇女工作，在服务经济发展、推动妇女创业、弘扬文明新风、促进社会和谐等方面搭建载体、寻求突破。

　（三）勇于探索，开拓创新，结合本地妇女儿童实际需求，创出各自工作特色。在做好基础性工作的同时，把妇女得实惠、普受惠、长受惠作为工作的落脚点，创新创优地开展好妇女儿童工作，在更高的起点上开创妇联工作新局面。

　二、围绕加快发展、转型升级，增强妇女参与经济建设新优势

　（一）大力推进妇女创业小额贷款发放工作。积极做好小额贷款工作的宣传培训、组织实施、申请把关、信息反馈、协调服务，形成政府主导、妇联配合、多方协作的长效工作机制，在努力控制风险的前提下，全市确保发放贷款2000万元，力争3000万元。继续推进“巾帼牵手SYB导师行动”，强化服务功能，拓展活动载体，切实为妇女创业就业搭建资金、项目服务平台，努力帮助最有创业愿望、最需创业援助的妇女群体实现创业就业。

　（二）大力推进“巾帼家庭服务创牌行动”。以促进巾帼家庭服务业发展为重点，整合社会资源，尝试建立巾帼家政行业协会，实现全市巾帼家政服务机构的统一标识，按照省妇联提出的“好苏嫂”家政服务员标准打造“妇”字号家庭服务品牌。市妇联即将启动的半边天家政服务社，将与劳动部门密切配合，与县区妇联家政服务机构联网，形成资源共享、全市互动的服务平台。广泛开展保姆、月嫂培训示范基地创建活动，加强对妇联系统家政服务人员和管理人员的培训，积极寻求有关部门优惠政策和培训补贴，扶持巾帼家政服务业发展壮大，为广大家庭提供优质服务，解除家庭后顾之忧。

　（三）努力营造妇女创业的良好氛围。在全市广泛开展创业金点子和创业好项目征集活动，为农村留守妇女和城市失业、郊区失地妇女提供信息、政策、项目服务。不定期举办创业女性沙龙、创业女性联谊等活动，加强创业女性之间的沟通与交流。

　三、围绕保障民生、维护稳定，构建妇女大维权工作新格局

　（一）以协调联动为抓手，加强妇女维权工作机制和阵地建设。以“12338”妇女维权公益服务热线为窗口，协调有关部门建立遏制妇女人身伤害的快速反应机制，完善市、县、区家暴庇护中心和村（居）妇女维权站职能，为受害妇女儿童提供切实有效的救助和心理抚慰。进一步完善妇女信访工作制度，健全基层信访网络，加强妇联维权干部的能力建设，建成快捷畅通的维权信息收集渠道。加强与新闻媒体合作，发挥舆论监督作用，营造全社会参与妇女维权的良好氛围。

　（二）以个案维权为突破，推动热点难点问题解决。加强与公安、司法等部门的合作，以人身、财产等基本权利的维护与保障为重点，推动重大典型案件的查处。续续做好贫困单亲母亲援助活动，协调有关部门解决她们生产生活中的实际困难及其子女教育问题。

　（三）以提高妇女参与意识为导向，推动女性参政议政。努力为优秀女性人才创造健康成长的良好环境，积极探索妇女政治维权的有效途径。加强与组织、人事、劳动等部门的沟通与联系，为女性人才提供多渠道的培训与锻炼机会，同时，鼓励广大妇女积极参与适合自己的岗位选拔竞争，努力实现女性与男性政治权利的平等化和均衡化。

　四、围绕提升素质、弘扬正气，营造妇女宣传工作新氛围

　（一）以纪念“百年三八”为契机，营造有利于妇女发展的社会环境。今年“三八”期间，市妇联将举行纪念大会、“双百”表彰、“巾帼展英姿”演讲比赛等十大系列活动。各县区妇联和市直妇委会也要结合实际，突出重点，因地制宜，创造性地组织开展好“三八”100周年纪念活动，努力营造有利于妇女儿童发展的外部环境和舆论氛围。同时，还要组织退下来的妇联老干部座谈交流，听取她们对妇联工作的良好建议，并不定期地组织看望、慰问活动，从生活上、精神上给以关心和抚慰。

　（二）以和谐家庭建设为抓手，推动社会文明进步。评选表彰“平安家庭”等各种类型的模范家庭。开展“迎世博、讲文明、树新风”和“礼仪知识进万家”活动。配合环保部门，扎实开展“减少污染、珍爱家园”联合环保主题活动，大力宣传节能减排知识，倡导低碳生活。

　（三）以国策宣传为基础，增强全社会性别意识。整合各方资源，开展男女平等基本国策宣传活动，倡导先进性别文化，构建国策宣传的系统网络。届时，市妇联将与宿迁学院联合举办“男女平等基本国策知识竞赛”，充分发挥大学生及大学生村官作为“男女平等基本国策”义务宣传员的作用，开展丰富多彩、卓有成效的国策宣传。进一步发挥《宿迁妇女网》的宣传平台作用，同时做好信息、调研工作。继续做好妇女报刊征订工作，最大限度地发挥妇女报刊宣传作用。

　五、围绕规划实施、政策支持，推进妇女儿童事业新发展

　（一）继续推进8件实事项目的落实和拓展。在对妇女儿童发展8件实事组织专项督查的基础上，通过现场推进、示范指导、专题会办、目标考核等措施，保证8件实事逐项落实到位。尤其是女性进村“两委”、妇女病普查、婚前保健一站式服务等工作更要扎实推进。

　（二）切实做好“十一五”妇儿发展规划终期评估工作。围绕“十一五”规划中的重点指标，认真梳理目标任务完成情况，对重点指标进行督查，做好全市两个《规划》终期评估工作，迎接省终期评估验收。

　（三）认真组织“十二五”妇儿发展规划起草工作。充分认识做好新规划编制工作的重要意义，进一步明确指导思想和工作要求，在深入调研、充分论证、学习借鉴外地先进经验的基础上，起草新两规草案，提交各级政府研究出台。

　（四）继续做好儿童工作。将家庭教育、留守儿童管理和孤贫儿童帮扶作为重点。做好家教五年规划评估和新一轮规划编制工作。发挥网上家长学校作用。适时进行家教研究会换届，加强理论研究，提高服务指导水平。抓紧筹建省儿基会宿迁代表处，募集社会爱心资金。继续扎实有效地开展“儿童快乐家园”试点推进工作，迎接省妇联的检查验收。

　六、围绕健全组织、提升能力，展示妇联队伍新风貌

　（一）大力推进学习型妇联建设。深化妇联干部岗位读书活动。大力弘扬理论联系实际的学风，探索形成长效学习机制，加强妇联干部教育培训。按照整体规划、分级负责的原则，继续实施“基层妇联干部培训计划”。联合市委组织部积极探索开展妇女远程教育活动，拓宽妇联干部、农村妇女的学习渠道。

　（二）大力推进妇联团队建设。继续加强各级妇联干部队伍建设，不断提高领导水平。发扬“温馨、和谐、高效”的团队精神，营造团结干事、积极向上、风清气正的良好氛围。协助党委和组织部门做好下级妇联干部协管、考察、选拔工作，推动配齐配强妇联干部特别是基层妇联干部，努力塑造“明理敏行、自信干练、亮丽大方、引领潮流”的妇联干部形象，最大限度发挥妇联干部在推动发展中不可替代的作用。

　（三）大力推进妇联基层组织建设。继续开展妇联基层组织示范创建工作，计划申报创建省级基层组织建设示范县1个、示范乡镇10个、示范村20个。按照组织全覆盖、工作全覆盖的要求，抓好基层妇联组织的巩固、延伸、拓展和提高工作，乡镇（街道）、村（社区）妇女组织的组建率达到100%。年内将召开全市党建带妇建工作推进会、市直机关党建带妇建工作座谈会。抓住省第九届村级组织换届契机，积极配合做好妇女进村两委工作。认真做好动员妇女参与村级组织换届的宣传、组织、培训等工作，努力提高妇女进村两委和正职女村官比例。积极推进机关、高校、新经济组织中妇女组织建设，不断提高组建率。

　（四）注重发挥各类妇女群体优势。完善市、县妇联常执委和妇女代表联系制度，密切与团体会员及各类妇女团体的沟通与联系。配合做好女大学生“村官”工作，建立女领导干部与女大学生村官联系制度。积极争取和创造条件，探索建立村妇代会主任保障激励机制，充分调动基层妇女干部干事创业的积极性。

　各位执委、同志们，回顾2009年的工作成就，我们倍感欣慰和自豪，展望2010年的奋斗目标，我们深感使命崇高、责任重大。让我们在党的十七大和十七届四中全会精神指引下，全面贯彻科学发展观，认真落实市委市政府重大决策部署，奋力拼搏，开拓进取，以饱满的热情，昂扬的姿态，团结带领广大妇女，为推进全市经济社会快速发展，作出新的更大贡献！

District leaders in handling political and business relations, engage in trading power for money, and finally stumbled, we a lesson, always keep in mind that "Pro", "clean" practicing "Pro", "clear". "Pro" is to open a sincere engagement with private enterprise to help solve practical difficulties; " Clear "is to clarify the Division of power, exercised in accordance with, private entrepreneurs with innocent purity, not abusing power for personal gain, not to engage in trading power for money.
