　1、组织生活形式主义现象较严重，质量不高。部分单位党内组织生活只满足于时间、次数要求，形式主义现象突出。批评与自我批评的民主传统只是在形式上继承，并没有从实质上突破。在组织生活会、民主生活会上民主气氛不够浓厚，思想放不开，做不到畅所欲言，等待观望的现象比较严重。批评上级怕穿小鞋，批评同级怕伤和气，批评下级怕影响支持率。由于这“三怕”，造成了过组织生活时自我批评多，相互批评少，你好我好大家好。有的支部执行“三会一课”制度存在着组织随意、管理松散的现象，有的以学习会取而代之。

　当前，党的组织生活总体上是好的，但也普遍存在着不经常、不规范、不严肃、随意化、庸俗化、平淡化的问题，“党味”不浓、政治性不强。有的党组织常年不开展组织生活，一些党员长期游离于组织之外;有的领导干部对过双重组织生活缺乏自觉，没有形成习惯;有的用业务工作会议代替组织生活会，对党的组织生活缺乏正确认识;有的把党的组织生活等同于群团活动或文体活动，追求趣味性、娱乐性;有的民主生活会和组织生活会成了表扬会，批评和自我批评开展不起来，起不到应有作用;等等。这些问题的出现，归根到底，就在于组织生活制度落实不力。解决这些问题，必须从严格党的组织生活制度做起。要进一步增强党的组织生活制度的政治性和严肃性，努力在党内形成人人遵守组织生活制度、人人执行组织生活制度的良好氛围，使党内组织生活真正严起来、实起来、规范起来，把党的好传统恢复和发扬好。

　党的组织生活质量高不高，严格制度标准是前提。习近平总书记指出，“标准决定质量，有什么样的标准就有什么样的质量，只有高标准才有高质量”。党的组织生活是制度化的规定。党的组织生活制度，是党的组织生活正常运转、有序开展的基本遵循。高质量的党的组织生活，要由严格的、高质量的党的组织生活制度提供根本保障。严格党的组织生活制度，既要维护制度的权威性和刚性，又要增强制度的科学性和严密性。要坚持务实管用、高质高效的原则，围绕强化组织生活的规范性、计划性、系统性、实效性，进一步严格标准、完善规定、优化程序，努力形成健全的组织生活制度体系，使党组织和广大党员有规可依、便于执行。要强化党组织依规治党特别是用组织生活制度管理组织生活的意识，以认真的态度和钉钉子的精神抓好组织生活制度执行，不断提高党的组织生活质量和水平。

　二、准确把握严格党的组织生活制度的基本要求

　严格党的组织生活制度，必须科学认识党的组织生活的本质和规律，切实把握关键环节和基本要求。

　(一)增强党的意识

　党员参加党的组织生活，就是要在党组织的熔炉里，不断增强党性锻炼。党性不可能随着党龄的增加而自然增强，也不可能随着职务的升迁而自动增强，必须在严格的组织生活中反复锻炼、百炼成钢。《准则》强调：“全体党员、干部特别是高级干部必须增强党的意识，时刻牢记自己第一身份是党员。任何党员都不能游离于党的组织之外，更不能凌驾于党的组织之上。每个党员无论职务高低，都要参加党的组织生活。”这就表明，严格党的组织生活制度，要把增强党员党的意识作为首要目标，使党员真正懂得参加党的组织生活的意义，时刻想到自己是党的人，是组织的一员，时刻不忘自己应尽的义务和责任，在党言党、在党忧党、在党为党，相信组织、依靠组织、服从组织，始终做一名合格的共产党员。
