　 县党风廉政“宣教大格局”工作汇报

　 党风廉政宣传教育工作是党的思想政治工作的重要组成部分，是反腐倡廉的基础性工作，也是预防和治理腐败的治本之策。中纪委提出建立党风廉政宣传教育工作大格局，是党风廉政宣传教育深入发展的必然要求。我县充分发挥革命老区所蕴涵的丰富廉政教育资源，在县委统一领导下，围绕“建设廉政##，服务经济发展”的目标，努力构建新形势下党风廉政宣教工作大格局，创新载体，更新内容，形成部门协作，上下互动，全社会参与，共同营造崇廉尚廉的社会氛围，为我县快速融入经济建设服务。一、成立机构，建立制度“党委统一领导，党政齐抓共管，纪委组织协调，部门各负其职，依靠群众的支持与参与”的反腐败的领导体制和工作机制，体现了党的领导，明确了政府、纪委和部门的职责，发挥人民群众的作用，是新形势下建立和完善党风廉政宣教大格局的保证，是加强党的领导，发挥党的政治优势，形成党的廉政合力的有效保证。我县站在进一步解决提高党的领导水平和执政水平，提高拒腐防变和抵御风险能力这两大历史性课题的高度，充分认识党风廉政宣传教育工作的重要性，紧紧依靠党委领导，把党风廉政宣传教育纳入党的思想政治工作的总体部署，统一组织实施。县委书记经常亲自听汇报，布置工作，对全县党风廉政宣教工作提出明确要求，多次在县委常委会和全县性重要会议上强调要加强这方面的工作力度，使党风廉政教育工作寓于党委政府的日常工作之中，使各级党委一把手成为本地区、本部门党风廉政教育工作第一责任人，使党政主要领导绷紧教育这根弦，做到既抓好责任范围的业务工作，又管好责任范围内的党风廉政教育工作。1、建立党风廉政宣传教育的工作机制，形成齐抓共管的工作格局。根据省市纪委“六个机制”中建立“宣传教育机制”的工作要求，结合实际，在县委的统一领导下，成立了党风廉政宣传教育工作领导小组。县委副书记、纪委书记任组长，县委常委、宣传部长任副组长，纪检、宣传、组织、党校、文化、教育、广电、新闻中心等主要部门单位为领导小组成员。原创明确各有关部门在党风廉政宣教工作中的职责，使各成员单位根据自身特点和优势，在党风廉政建设宣传教育中既各司其职，发挥优势，又相互协作，共同形成党风廉政宣传教育的整体合力。其中，纪检部门牵头负责教育活动的内容安排和组织协调；宣传部门负责发挥报刊、电台、电视台、文化艺术部门的工具、阵地作用，大力宣传廉政文化，让廉政文化走进千家万户；组织部门牵头负责利用党校等阵地，在各类培训中进行党风廉政教育，并宣传先进党组织、党员的典型；政法部门负责提供典型案例，加强警示教育；建设部门负责利用城建优势，做好廉政公益广告，大力宣传廉政文化；各级各单位党政“一把手”负责组织领导本单位党风廉政宣传教育工作，抓好班子，带好队伍，作好表率等。通过强化组织领导，在全县逐步形成了宣传牵头，组织、纪委协调各方，各部门齐抓共管的工作格局。2、建立党风廉政宣教工作制度，充分发挥宣教工作大格局的作用，使党风廉政宣教工作健康有序地开展。建立健全党风廉政宣传教育联席会议制度。由县委宣传部牵头，纪委、组织、党校、法院、检察院、文化局、电台、电视台等部门参与，并根据一些教育活动的需要邀请县委办、政府办、机关工委、财政局、妇联等相关部门参加。比如，今年开展的"三廉"教育活动中，就分别邀请了妇联、县委办、政府办、财政局等相关部门参加。联席会议一般每季度召开一次，由成员单位分管宣传教育的领导参加。主要内容包括五方面：一是分析、交流前一阶段各部门党风廉政建设宣教工作的开展情况和经验体会；二是研究部署下一阶段部门党风廉政建设宣传的工作任务；三是结合本部门本行业特点和上级主管部门的部署，探讨、制订加强党风廉政宣传教育工作的方法、方案；四是通报全县党风廉政建设和反腐败工作情况，学习传达上级有关党风廉政建设的会议和文件精神；五是商议其它相关工作和专项活动。为使联席会议更具针对性、实效性，县纪委、县委宣传部经常性开展调研，及时摸清党员干部思想动态和社会动态，寻找宣教薄弱环节，探索宣教载体，提出实施意见，为联席会议提供参考。二、分工协作，部门合唱宣教大格局要有成效，就必须做好部门的分工协调工作。我县纪委充分发挥组织协调作用，对各部门的工作进行跟踪、督查，并着力协助部门做好工作。1、加强与部门的组织协调，增强党风廉政宣教工作的整体合力。为提高各部门的积极性、主动性，既要大胆的将任务“分出去”，落实到部门、单位，又要做好部门之间的协调、配合。首先，分解任务，明确责任。“分出去”，就是把一年的宣教工作根据部门的职能进行分解。年初，我们通过联席会议方式，讨论确定了今年的八项活动，落实了具体的牵头部门、参与单位后，与宣传部联合行文《二0xx年##县党风廉政宣传教育工作要点及任务分解》，将任务具体分解落实到各部门各单位。比如，“#####”新理念教育活动，由宣传部牵头；“反腐倡廉”征文比赛活动，由文联牵头；征集汇编廉政故事活动，由党史办牵头等等。其次，加大组织协调力度，充分调动各方的积极性，优势互补。尤其是在党风廉政宣传教育重大的活动中共同研究部署，统筹安排、协调联动，各司其职、各展所长，增强党风廉政宣传教育的整体效应。比如，今年开展的“领导干部家属知识竞赛”活动，协调广电局、新闻中心做好摄像、报道工作，文体旅游局负责做好竞赛中有关文艺节目的编排，文联做好剧本的创作等。2、加强与群众组织和文化团体的组织协调，增强党风廉政宣传教育工作的社会性。挖掘人民群众中蕴藏着的丰富的宣教工作力量源泉，发挥群体优势，给党风廉政宣教工作注入新的动力和活力。比如，近年来与文化团体共同举办###专场反腐倡廉文艺演出；与##镇“夕阳红”业余演出团体，编排廉政节目，进社区巡回演出；今年我们又与县书法协会、文联举办了廉政春联撰写和现场书法、赠送活动，吸引了社会各界党员、干部、群众和知名人士参加，扩大宣教辐射面，增强宣教群体力量，形成了全社会都来关注党风廉政宣传教育的良好局面。三、求实创新，增强实效创新是灵魂，求实是根本。实施宣教大格局，就要不断创新拓展宣教工作内容和载体，才能适应不断变化的新形式新情况，才能增强教育的针对性与实效性。1、进一步更新拓展宣教工作内容。今年，我们根据一些党员干部对抓廉政工作和抓经济工作关系认识模糊的实际，开展了“廉政####”的新理念教育活动，通过在全县各级各类党训班、干训班活动中开课教育，利用新闻大屏幕、跨街大幅灯箱广告等设施，播放、粘贴相关内容的宣传标语，利用广播、电视、报刊等媒体，刊发相关文章，宣传抓廉政，优环境，促发展的道理，帮助干群理解廉政与生产力的关系。自觉把反腐败工作与经济建设工作有机结合，更好地促进长汀经济的发展；我们还根据一些领导干部对权力观认识不足的实际，开展“慎权”主题教育活动。活动中引导领导干部“对照思想查权力观，对照工作查从政行为，对照作风查效率，对照生活查节俭”，并对自己存在的问题进行整改，通过举办新任科级干部培训，重点解决好权力从何来、为谁掌权、如何掌权的问题，引导党员干部树立起正确的权力观，不断增强宗旨意识，做到权为民所用、情为民所系、利为民所谋；我们还根据廉政知识普及不够的实际，分别在县广播电台、电视台开辟“廉政##”广播、电视专题栏目，宣传先进典型，普及廉政知识，并在城区主要通道开展廉政公益广告，让廉政文化走向社会，走进千家万户。2、进一步创新宣教工作载体。宣教大格局为我们搭建了一个高效的教育平台，提供了众多的潜在载体，需要大力拓展宣教阵地，以发挥“大宣教”格局的综合效应。去年我们先后与检察院、博物馆联合建立了“##县党员干部勤政廉政教育基地”“革命传统教育基地”；今年与宣传部、组织部、检察院、法院、新闻中心等单位，分别在县广播电台、电视台开辟了“廉政##”广播、电视专题栏目；与##镇业余文艺演出队联合，结合各类大型文艺活动，进行“反腐倡廉”文艺宣传活动；与党史办、文联联合开展征集汇编苏区时期廉政故事活动；与宣传部、文化局、广电局举办科级领导干部家属廉政知识竞赛，利用新的载体开展宣教活动，形成宣教工作全方位、多角度的立体态势，增强工作的鲜活性和感染力，取得了良好的社会效果。3、创新宣教方式方法。宣教内容确定后，关键是方式方法怎样与内容有机结合，通过各种有效的方式方法，达到入脑入心，产生实际效果。今年来，在宣教大格局建立后，积极创新宣传教育的方法方式，“三廉”教育中我们采取了分层次分对象的教育方式进行，根据不同对象设置不同的教学内容，提出不同的学习要求，采取不同的方法方式进行。领导干部家属组织进行廉政知识竞赛；领导干部身边工作人员组织举办“勤廉杯”的演讲比赛。我们在发挥传统的辅导、培训等形式作用的基础上，运用信息技术等现代化手段，通过在广播、电视开辟“廉政##”专栏，在电子新闻大屏幕刊播廉政广告，在大街设制廉政公益广告等，使党员干部在潜移默化中得到教育，得到熏陶。在领导干部家属廉政知识学习教育中，我们不仅运用了传统的自学、辅导、培训、测试，还组织进行廉政知识竞赛，生动活泼的方法方式，激发了家属们的学习积极性、主动性，取得了良好的学习效果。我县通过围绕建设“廉政##”这一主题，构建宣教大格局，组织协调部门、单位、社会团体共同参与党风廉政宣传教育，取得了一定成效，全县各级各部门参与党风廉政宣传教育的自觉性明显增强，党员、干部廉洁从政的意识明显提高，崇廉、尚廉的社会氛围日益浓厚，抓廉政，优环境，促发展成为全县上下的共识，廉政、勤政不断成为党员干部的自觉行动，这些必将为我县发展提供更好的服务。
