　本人担任公司党支部书记以来，在市委、市政府大力支持和建设局的直接领导下，带领**城投公司广大党员干部认真落实和圆满完成上级党委交给的各项工作任务，取得了显著的成绩，做出了突出的贡献。**城投公司在市建设局年度工作目标考核中，连续6年被评为优秀单位，名列第一；连续6年被市政府表彰为全市建设系统先进单位；2008年被省建设厅表彰为全省建设系统精神文明建设先进单位。本人近年多次荣获全市民心工程及重点项目建设先进个人等称号，被省建设厅评为“全省城市建设管理先进个人”。现将本人工作情况及党性分析报告如下：

　城投公司作为我市城市建设融资平台，承担着城建项目

　融资任务。为满足城建项目资金需求，我积极主动与国家开发银行、工商银行、建设银行、中国银行及民生银行等各金融机构密切联系，紧密结合，千方百计的争取城市建设贷款资金，同时通过更新观念，解放思想，大胆采用市场化融资方式等共为城市建设筹措资金100多亿元，有效地破解了城建资金难题，仅此一个公司融资这么大的额度在全省也是仅有的。利用这些资金，完成了中华大街南北延、人民路西延及滏河大街、滏东大街两路两延等77条道路的新建、改建、翻建道路12条、新建桥梁11座，新增道路长度90余公里，面积260万平方米，完成各种配套管180公里，路灯1900盏，新增绿地110万平方米。投资建设了赵苑、龙湖及赵王城（在建）3个公园，对滏阳河、沁河两河的市区段进行了综合治理，对邯郸机场、马头工业园区及邯郸经济开发区等基础设施进行了投资建设。在“三年大变样”工作中，由于资金的及时到位，确保了耒马台、红房子、刘家场以及邯武快速路等项目的顺利推进，为城市建设做出了应有的贡献。

　专用和资金安全就是关键的关键。在这方面我们始终做到了以下三点：

　1、加强资金的跟踪管理。自使用开行贷款之初，就坚持按季按年对资金走向和用途进行跟踪检查，使其不脱节、不滞留，切实用于工程建设。

　2、严格资金拨付程序。按照市政府、市财政确定的项目资金使用额度及要求，对所有施工单位实行工程拨款“专户储存，双控拨付”。同时，对每一笔拨付由施工单位申请、监理单位审查、业主单位审核、城投公司内部逐级审核、局长审定、公司财务处对所开票据进行审核后，再由总经理签字，最后进行资金支付。

　3、回避投资风险，确保施工合理需要。对于工程拨款，依据合同文件的约定和日常对各个施工现场巡查过程中掌握的工程施工进度拨付，既回避投资风险，又确保施工合理需要。同时，对“双控账户”的执行情况经常进行检查，确保了资金安全。

　三、敢于碰硬，敢于硬拼，确保文化艺术中心按时开工建设

　文化艺术中心是我市历史上政府投资规模最大的公益性文化基础设施项目，是三年大变样工作的重中之重，是百年精品标志性建筑。艺术中心项目投资12亿元，建筑面积12万㎡，包括大剧院、博物馆、图书馆、城市规划展览馆。市委、市政府明确城投公司为项目建设业主。我们作为业主单位，经过前期快速推进，已经全面完成了各项技术准备工作，具备开工条件。但由于艺术中心建设用地为原会展中心建设用地，历时10年之久，历史遗留问题错综复杂，涉及到的丛台区中柳林村及邯郸县的东柳林村群众，将艺术中心用地层层围堵，不让进地，提出各种各样的要求，有48小时没休息一分钟，由于工作到位，执政力强，四天彻底解决了进地问题，受到市领导的表扬，实现了如期开工建设的目标。

　我作为公司党支部书记，多年如一日，带领公司全体党员干部职工一心扑在党的事业上，处处以身作则，以身示范。为了城建事业，我每天早7点上班，晚10点以后才能回家，一心装着工作，从未休过完整的节假日和星期天，一有空就来到工地现场搞调研，现场解决实际问题。工作起来有激情、有干劲，兢兢业业、任劳任怨，默默无闻地为我市城建事业和“三年大变样”工作无私奉献着。由于自身影响力和党建思想政治工作的加强，公司上下团结一致，形成了积极向上的浓厚氛围，为公司各项工作的开展提供了强有力的政治保障，近年来，公司党支部连续获得市直工委授

　五、对廉政建设和反腐工作做到廉洁自律、警钟常鸣

　多年来，本人认真带头学习《中纪委关于严格禁止利用职务上的便利谋取不正当利益的若干规定》，毫不动摇地加强党风廉政建设和反腐工作，严格按照有关规定规范自己言行，起好表率作用。在我的影响和带动下，所带队伍未出现任何违规和违法乱纪行为，在市审计局、监察局及财政局例行检查中，均给予充分肯定和称赞。
