　 近年来，承德市委、市纪委高度重视农村基层党风廉政建设，在实践中不断探索推进农村基层党风廉政建设的新思路，实施了“坚持一个主导，抓好四项工作，实现五个规范”的“145”工作法，使农村基层党风廉政建设取得了扎实的成效，为建设社会主义新农村提供了坚强的政治保障。
