　 酒店是属于人员聚集场所，消防重点部位应当是厨房，如果具有住宿功能的酒店，客房也应该是消防重点部位。至于消防安全管理的现状由于没有实地调查过某个地区所以不加以评论了。管理的问题主要有，消防安全责任落实不到位，企业单位不能很好的明确消防安全责任人的职责范围，消防安全责任人有名无实，不能很好的履行自己的职责。消防安全管理制度不够完善，没有相应的安全管理制度，或者管理制度不切合实际，不能够很好的根据本单位自身情况以及国家的相关法律法规的要求来制定，应当结合自身情况、《消防法》和公安部第61号令的有关内容来详细制定相关的消防安全管理制度。管理制度的落实和监管问题，有些企业单位有相关的管理制度，但是往往是一纸空文，企业单位的高层往往更加重视单位的经济效益而忽略了安全问题，从而造成了有法不依的现象。对于所辖员工的消防安全教育不够到位，突出表现在对于员工岗位调整期间和对于新员工的安全教育，消防安全教育存在盲区，有些安全教育内容过于肤浅，不够实用，有些只有简单空泛的理论教育。对于本单位的消防设施的管理维护不够到位，尤其是固定灭火设施，自动报警设施，要严格按照管理制度进行设备维护和保养，及时排除故障消除隐患。企业单位应当按照本单位的实际情况进行消防演习和应急疏散演习，从而进一步增强单位员工的安全防范意识，不断的完善单位的安全应急疏散预案。宾馆、饭店　消防安全“四个能力”建设指导手册　引言　宾馆、饭店是指为宾客提供休息、住宿及就餐等服务的场所。现代的宾馆、饭店，大都是集客房、餐饮、商场及会议、健身、娱乐于一体的公众聚集场所，其人员密集、流动性大、功能复杂，用火用电量大，易燃易爆可燃材料多，火灾荷载大等火灾危险性，消防安全管理稍有疏忽就可能发生火灾，极易造成重大伤亡事故，因此，做好此类场所的火灾防控具有重大意义。

　本手册按照公安部在全国实施构筑社会消防安全“防火墙”工程中提出的提高社会单位消防安全“四个能力”建设的目标，结合潮州市宾馆、饭店行业特点，对“四个能力”建设内容进行介绍和规范统一，简要介绍了宾馆、饭店防火、灭火、自救逃生等方面的一些基本知识和技能，供社会单位开展消防安全“四个能力”建设使用和参考。

　注：消防安全“四个能力”是指：检查消除火灾隐患能力、组织扑救初起火灾能力、组织人员疏散逃生能力、消防宣传教育培训能力。

　1．检查消除火灾隐患能力，切实做到“消防安全自查、火灾隐患自除”；2．组织扑救初起火灾能力，切实做到“火情发现早、小火灭得了”；3．组织人员疏散逃生能力，切实做到“能火场逃生自救、会引导人员疏散”；4．消防宣传教育培训能力，切实做到“消防设施标识化、消防常识普及化”。

　第一篇　宾馆、饭店消防安全“四个能力”建设工作应用　一、检查消除火灾隐患能力　宾馆、饭店每月至少要组织一次防火检查，内设的部门、班组每周应当开展一次防火检查；单位消防安保人员每天要进行防火巡查，营业期间的防火巡查至少每两个小时一次。餐饮等场所在营业结束时，应当对营业现场进行检查；宾馆客房服务人员应当在顾客离店后对客房进行检查，及时发现和消除火灾隐患。防火检查、巡查的重点是：　1、疏散通道、安全出口和消防车通道是否畅通，防火间距是否被占用；常闭式防火门是否保持常闭状态，闭门器、顺序器是否保持完好；防火卷帘下是否堆放物品；门窗上是否设置了影响逃生和灭火救援的障碍物；　2、安全疏散指示标志、火灾事故应急照明设置是否正确、醒目、完整好用；　3、灭火和应急疏散预案是否制定并组织员工进行演练；员工是否掌握基本的防火灭火和疏散逃生知识；　4、消防控制室或值班室人员是否在岗在位；消防控制室人员是否经过培训后持证上岗；消防控制室人员是否坚持24小时值班，每班不少于2人。消防控制设备运行是否正常，连接消防控制室的各类报警设施以及通讯器材是否畅通好用；值班记录是否齐全，填写是否认真；　5、消防水源是否充足；室内、室外消火栓、水泵接合器有无损坏、埋压、遮挡、圈占等影响使用的情况；　6、消防器材是否配备充足并且完整好用；各类灭火药剂、材料、油料等是否齐备充足；　7、各种电气线路、设备是否符合防火要求，有无违章使用情况；　8、水泵房、配电室、风机房、电梯机房等消防安全重点部位的安全管理措施是否落实；　9、宾馆房间内设置的呼吸面罩，高层宾馆在公共区域设置的缓降器等逃生自救器材，设置位置是否醒目，是否保持完整好用；　10、营业场所有无吸烟或遗留火种的现象；顾客有无携带易燃易爆危险物品；　11、厨房、餐厅的燃油、燃气管道阀门有无破损、泄漏；灶台、油烟罩和烟道清洗是否及时；营业结束后，火源、电源是否切断，有无遗留火种的现象。

　对检查发现的火灾隐患，要立即改正；不能立即改正的，应填写《火灾隐患整改登记表》，及时上报主管人员，消防安全管理人或部门消防安全责任人应组织对报告的火灾隐患进行认定。

　消防安全工作归口管理职能部门负责人对《火灾隐患整改登记表》中存在的问题应逐条提出整改意见和防范措施。单位的消防安全责任人或管理人应落实整改责任部门、责任人、整改期限和所需的经费。

　二、组织扑救初起火灾能力　宾馆、饭店易燃可燃物多，发生火灾后蔓延速度快。因此，单位员工必须掌握组织扑救初起火灾的基本技能：　1、要根据单位的经营规模和使用性质，研究制定切合实际的灭火和应急疏散预案，并定期组织全体员工进行实战演练，确保每一名员工熟悉初起火灾扑救的程序和要求；　2、要建立消防应急处置的第一梯队和第二梯队。第一梯队由起火部位附近的当班员工组成，第二梯队由不在起火部位的所有当班员工组成。每个梯队分为灭火行动组、通讯联络组、疏散引导组，一旦发生火灾，各组要按照具体分工，迅速到位。不足50人的宾馆饭店，可以成立一个梯队；灭火行动组人员，要熟知消防设施、器材以及呼吸面罩、缓降器等逃生自救器材的放置位置，并熟练掌握使用方法；　3、设有消防控制室的单位，当值班人员接到火灾自动报警系统发生的火灾报警信号时，要通过无线对讲系统或单位内部电话等方式立即通知巡查人员或报警区域的工作人员迅速赶往现场实地查看，确认火情后，要立即通过报警按钮、楼层电话或无线对讲等通讯方式向消防控制室报告，同时组织灭火行动组在30秒内形成第一灭火力量，使用现场消火栓、灭火器等设施器材，有秩序地进行灭火；　4、消防控制室或值班室接到报警后，要立即启动消防设施，并通过单位内部电话、无线对讲系统或广播、警铃等有效方式，发出火警指令，通知有关部门和人员迅速到场，并拨打“119”电话向公安消防队报警；　5、要维持好火场秩序，阻止无关人员进入火场，并根据现场情况，及时通知有关部门采取断电、断气等措施，以防止火势的扩大蔓延。

　三、组织人员疏散逃生能力　宾馆、饭店人员聚集且流动性强，场所人员对环境比较陌生，对场所同人的疏散通道、安全出口等消防安全疏散设施不熟悉，一旦发生火灾，极易造成人员伤亡。因此，单位员工必须具备火场逃生自救、互救特别是组织人员疏散的能力：　1、要研究制定本单位、本部门、本区域切合实际的火场疏散逃生预案，并通过实地演练，熟悉这些地方的疏散通道、安全出口、疏散方向，使全体员工熟练掌握疏散程序和逃生技能；　2、负责疏散引导的人员，要对周围环境了如指掌，熟悉逃生路线，熟悉安全出口的位置，熟悉疏散装备、器材的放置位置并熟练掌握使用方法；　3、一旦发生火灾后，消防控制室、值班室要迅速启动应急广播、应急照明、疏散指示标志或其它警示信号；在现场情况允许的情况下，必须通知到每一个房间、每一位顾客，及时将人员撤离到安全区域；　4、人员在通过烟气弥漫的火场时，要用湿毛巾或衣物捂住口鼻，低头弯腰快速前行，不要深呼吸，最大限度地减少将有毒气体吸入体内的可能；　5、一旦身上着火，不要到处乱跑，要就地翻滚，压灭身上的火苗或将着火的衣服脱下，防止烧伤；　6、疏散人员时，要通过喊话或发出灯光信号等方式，通知和引导人员采取正确方式，沿正确路线有序逃生，并提醒人员不要恐慌，要互帮互助，提高疏散效率；　7、员工疏散人员时，要在确认房间内无人后再关闭房门，并做上标记。当人员被困无法疏散时，要劝其保持冷静，并带领大家到相对安全的地方，躲避烟火，等待救援；　8、负责疏散引导的人员，要始终保持与指挥中心或消防控制室、灭火行动组、通讯联络组的联络，随时根据火场变化调整疏散路线；　9、当火灾无法控制时，火场总指挥要及时通知所有参加救援人员撤离。

　四、消防宣传教育培训能力　宾馆、饭店的消防安全保卫任务重，单位领导及每一名员工必须掌握基本的消防安全知识，具备基本的防火灭火技能。同时还要采取有效措施，向顾客宣传消防知识。因此，单位必须具备消防安全教育能力。

　1、宾馆饭店的法定代表人、主要负责人和消防安全管理人，必须明确和履行消防安全职责，遵守消防法律法规，执行各项消防安全规章制度，并成为消防安全明白人；　2、根据本单位实际，研究制定逐级消防安全责任制度；消防安全操作规程；消防安全教育培训制度；防火巡查、检查制度；消防设施器材维护管理制度；消防控制室或值班室值班制度，火警处置程序；用火用电用油用气安全管理制度；火灾隐患整改制度；灭火和应急疏散预案演练制度；消防安全工作考评和奖惩制度等；　3、要加强对员工上岗或转岗前的消防培训，并经考核合格后上岗。对在岗人员，至少每半年要进行一次消防安全教育。使员工懂得本岗位火灾的危险性，懂得预防火灾的措施，懂得扑救火灾的方法，懂得逃生的方法；会使用消防器材，会报火警，会扑救初起火灾，会组织疏散逃生；　4、要充分运用顾客须知、服务指南、展板、广告牌、电子显示屏、宣传栏、有线广播、有线电视等宣传载体，开展消防宣传；利用每日点名、例会、交接班、总结大会、店庆等活动，进行消防宣传教育；　5、宾馆、饭店要设立专兼职消防宣传员，经过专业培训后，专门从事（负责）消防宣传教育工作。同时，单位还应在主要出入口设置“消防安全告知书”，向外来人员进行消防宣传；　6、单位的消防设施、器材要粘贴提示性或警示性标识，在重点部位、人员聚集区等场所粘贴“严禁烟火”、“严禁吸烟”等警示性标识；　7、客房内应当设置醒目的“请勿卧床吸烟”提示牌；在不间断电源插口处提示“不间断电源，离开时请拔下用电器具”；客房内的垃圾桶、烟灰缸上提示“请不要乱扔烟头”；在房卡取电插口处提示“离开时请取出房卡断电”等。

　第二篇　宾馆、饭店消防安全“四个能力”　主要消防安全管理制度　防火巡查制度　一、防火巡查人员由保安人员担任；　二、防火巡查频次为每2小时一次，营业结束时还应对营业现场进行检查，消除遗留火种；　三、防火巡查时应携带对讲机、插孔电话等通讯工具，发现火灾应立即报火警并实施扑救。防火巡查应包括下列内容：　（一）用火、用电有无违章情况；　（二）安全出口、疏散通道是否畅通，有无锁闭；安全疏散指示标志、应急照明是否完好；　（三）常闭式防火门是否处于关闭状态，防火卷帘下是否堆放物品；　（四）消防设施、器材是否在位、完整有效。消防安全标志是否完好清晰；　（五）消防安全重点部位的人员在岗情况；　（六）其他消防安全情况。

　四、防火巡查人员当及时纠正违章行为，妥善处置火灾隐患。无法处置时，应当立即报告。

　五、防火巡查人员应填写《每日防火巡查记录表（2小时巡查）》，巡查人员及其主管人员应当在巡查记录上签名。

　六、发现火灾隐患应及时填写火灾隐患整改通知，并督促整改。

　防火检查制度　一、防火检查人员由各部门消防安全管理人和单位保安人员担任；　二、各部门防火检查应每天进行一次，单位防火检查应每周进行一次；　三、防火检查内容应当包括：　（一）消防车通道、消防水源情况；　（二）安全疏散通道、楼梯，安全出口及其疏散指示标志、应急照明情况；　（三）消防安全标志的设置情况；　（四）灭火器材配置及其完好情况；　（五）建筑消防设施运行情况；　（六）消防控制室值班情况、消防控制设备运行情况及相关记录；　（七）用火、用电有无违章情况；　（八）消防安全重点部位的管理情况；　（九）防火巡查落实情况及其记录；　（十）火灾隐患的整改以及防范措施的落实情况；　（十一）易燃易爆危险品场所防火、防爆和防雷措施的落实情况；　（十二）楼板、防火墙和竖井孔洞等重点防火分隔部位的封堵情况；　（十三）消防安全重点部位人员及其他员工消防知识的掌握情况。

　四、防火检查时应填写《防火检查记录表》，并存档备查。

　火灾隐患整改制度　一、在防火巡查或防火检查中发现因违反或不符合消防法规而导致的各类潜在不安全因素，应认定为火灾隐患，并及时消除；　二、发现火灾隐患应立即改正，不能立即改正的，应填写《火灾隐患整改登记表》，及时上报上级主管人员；　三、消防安全管理人或部门消防安全责任人应组织对报告的火灾隐患进行认定；　四、消防安全归口部门负责人对《火灾隐患整改登记表》中存在的问题应逐条提出整改意见和防范措施。单位的消防安全责任人或管理人应落实整改责任部门、责任人、整改的期限和所需经费来源；　五、具有下列行为之一的，应当确定为火灾隐患：　a)影响人员安全疏散或灭火救援行动，不能立即改正的；　b)消防设施不完好有效，影响防火灭火功能的；　c)擅自改变防火分区，容易导致火势蔓延、扩大的；　d)在人员密集场所违反消防安全规定，使用、储存易燃易爆化学物品，不能立即改正的；　六、下列违反消防安全规定的行为应立即改正：　a)违章进入生产、储存易燃易爆危险物品场所的；　b)违章使用明火作业或者在具有火灾、爆炸危险的场所吸烟、使用明火等违反禁令的；　c)将安全出口上锁、遮挡，或者占用防火间距、堵塞疏散通道的；　d)消防设施、灭火器材被遮挡等妨碍使用或者被挪作他用的；　e)常闭式防火门处于开启状态，或者防火卷帘下堆放物品的；　f)违章关闭消防设施、切断消防电源的；　g)违反消防安全规定，生产、使用、储存、销售、运输或者销毁易燃易爆危险物品的；　h)消防设施管理、值班人员和防火巡查人员脱岗的；　i)其他应当立即改正的消防违法行为。

　七、在火灾隐患整改期间，应采取相应措施，保障安全。

　八、对公安消防机构确定的重大火灾隐患不能立即整改的，应自行将危险部位停产停业整改。

　九、对于涉及城市规划布局而不能自身解决的重大火灾隐患，应提出解决方案并及时向其上级主管部门或当地人民政府报告。

　十、消防安全管理人或消防安全归口部门负责人应组织对整改完毕的火灾隐患进行确认。

　十一、对公安消防机构责令限期改正的火灾隐患和重大火灾隐患，应在规定的期限内改正，并将火灾隐患整改复函送达公安消防机构。

　消防设施维修、保养制度　一、值班、巡查、检测、灭火演练中发现建筑消防设施存在问题和故障的，消防设施维护保养人员应填写《建筑消防设施故障维修记录表》，并应向单位消防安全管理人报告。

　二、消防设施维护保养人员对建筑消防设施存在的问题和故障，应立即报告相关负责人并组织维修。当场有条件维修解决的应当场维修解决；当场没有条件维修解决的，应尽可能在24小时内维修解决；需要由供应商或者厂家提供零配件或协助维修解决的，若不影响系统主要功能的，可在7个工作日内解决。故障排除后应经单位消防安全管理人检查确认。维修情况应记入《建筑消防设施故障维修记录表》。

　三、单位消防安全管理人应要求建筑消防设施使用维护管理单位根据本单位消防设施使用场所环境及产品维护保养要求制定维护保养计划。建筑消防设施维护保养计划应列明消防设施的名称，应明确消防设施维护保养的内容和周期。

　四、消防设施维护保养负责人应指定专人负责储备一定数量的建筑消防设施易损件或与有关产品厂家、供应商签订相关合同，以保证供应。

　五、实施建筑消防设施的维护保养时，应由消防设施维护保养人员负责填写《建筑消防设施维修保养记录表》。

　六、对易污染、易腐蚀生锈的消防设备、管道、阀门应定期清洁、除锈、注润滑剂。

　七、点型感烟火灾探测器应根据产品说明书的要求定期清洗、标定；产品说明书没有明确要求的，应每2年清洗、标定一次。可燃气体探测器应根据产品说明书的要求定期进行标定。火灾探测器、可燃气体探测器的标定应由生产企业或具备资质的检测机构承担。承担标定的单位应出具标定记录。

　八、储存灭火剂和驱动气体的压力容器应按《气瓶检测规程》的有关要求定期进行试验、标识。

　九、泡沫、干粉等灭火剂应按产品说明书委托有资质单位进行包括灭火性能在内的测试。

　十、以蓄电池作为后备电源的消防设备，应按照产品说明书的要求定期对蓄电池进行维护。

　十一、其他类型的消防设备应按照产品说明书的要求定期进行维护保养。

　十二、按下列要求对产品设备及时进行更换：易损件的更换周期不应超过产品说明书标识的寿命；消防设备的更换周期不应超过产品说明书标识的产品寿命；经检查测试，已不能再投入使用的火灾探测器、压力容器、灭火剂等。

　消防安全教育、培训制度　一、单独或结合其它场所设置一间消防宣传培训室，悬挂并放置宣传培训资料及设施，能够开展消防宣传培训。

　二、每年通过多种形式开展经常性的消防安全教育。

　三、每年对每名员工至少进行二次消防安全培训。

　四、消防安全宣传教育、培训的内容包括：　1、有关消防法规、消防安全制度和保障消防安全的操作规程。

　2、本单位、本岗位的火灾危险性和防火措施。

　3、有关消防设施的性能、灭火器材的使用方法。

　4、报火警、扑救初期火灾以及自救逃生的知识和技能。

　5、组织、引导在场群众疏散的知识和技能。

　五、下列人员需接受消防安全专门培训：　1、单位消防安全责任人、消防安全管理人。

　2、专兼职消防管理人员。

　3、消防控制室的值班、操作人员。

　4、重点部位、重点工种人员。

　六、组织新上岗和进入新岗位的员工进行岗前的消防安全培训。

　灭火和应急疏散预案演练制度　一、单位消防安全领导小组应负责研究制定切实可行的灭火和应急疏散预案。

　二、灭火和应急疏散预案组织机构包括：灭火行动组、通讯联络组、疏散引导组、安全防护救护组、应当分工明确、各司其职、各组职责如下：　1、防火检查组负责本单位的消防宣传和消防知识普及工作，定期进行防火检查，发现和消除火灾隐患。

　2、灭火行动组负责扑救火灾，平时要熟悉本单位的消防设施和水源情况。

　3、通讯联络组负责火灾报警、火场联络、接应消防车等任务。

　4、疏散引导组负责引导火场内人员的安全疏散，并负责抢救被困人员和重要物资。

　5、安全防护救护组负责火场安全警卫工作，维持火场秩序，保护火灾现场，防止物资丢失，并负责受伤人员的救护工作。

　三、至少每半年进行一次演练，并结合实际不断完善预案，演练后应填写记录。

　四、消防演练时应当设置明标识并事先告知演练范围内人员。

　消防安全工作考评和奖惩制度　一、单位对消防安全工作实行半年和年终考评工作，根据考评成绩实施奖励和处罚。

　　二、凡有下列情形之一，根据情况给予精神和物质奖励：

　　1、认真履行消防安全岗位职责，严格落实消防安全制度，为消防安全做出突出成绩者；

　　2、发现重大火灾隐患及时报告者；

　　3、发现初起火灾及时报警和灭火，避免重大损失者；

　　4、在火灾情况中判断正确，处置果断，扑救事迹突出者；

　　5、积极参加消防宣传教育培训，在消防业务理论比赛中取得优异成绩者；

　　6、在消防工作中有其它优异成绩和突出表现者。

　宾馆、饭店其他相关消防安全管理制度列举：　安全疏散设施管理制度　消防控制室值班制度　用火用电安全管理制度　易燃易爆危险物品和场所防火防爆管理制度　专职和义务消防队的组织管理制度　燃气和电器设备的检查管理制度　消防安全工作考评和奖惩制度　第三篇：　宾馆、饭店火灾特点及消防安全重点保护部位　火灾特点：　一、层数较多，使用功能复杂，房间密集，人员疏散逃生困难；　二、人员较密集，流动性大，大多数旅客对环境不熟悉，一旦发生火灾，极易造成重大伤亡事故；　三、宾馆、饭店内可燃物多，电器线路复杂，火势蔓延快，燃烧容易释放出毒性气体，火灾扑救难度大。

　消防安全重点保护部位：　厨房、餐厅、歌舞娱乐放映游艺场所，商业、燃油燃气锅炉房，洗衣房，可燃或易燃物品库房，厨房排烟管道等部位应设置为消防安全重点保护部位。

　第四篇：　宾馆、饭店e网管理信息系统应用　平台简介：社会单位消防e网管理是一个社会单位自我开展、管理消防工作的平台。公安机关消防机构通过该系统指导、帮助社会单位开展“四个能力”建设；行业主管部门以及社区、农村的居（村）委会可登陆信息平台发布消防监督管理信息，并对社会单位进行指导考评。

　功能特点：通过将“四个能力”建设纳入e网管理，为社会单位提供消防安全标准化、规范化、系统化管理样板，使单位能够便捷地将消防管理工作融入日常生产、经营之中，自觉贯彻消防法律法规、落实消防安全责任、改善消防安全环境。

　信息系统管理制度：　一、e网信息系统是指通过网络发布、传递及存储在广东省公安厅消防局网上办事服务大厅网络信息，单位应安排消防安全管理部门使用网络上的有用资源；　二、须指定专人负责管理单位信息系统的应用，确保硬件设备正常运行所需要的环境，定期检查计算机、服务器、网络等设备的运行的情况以及软件系统的应用情况，确保系统的正常运行；　三、操作人员必须为消防安全管理人员并熟练掌握电脑操作规程，熟悉系统应用，按程序要求规范操作；　四、对系统内单位档案信息、防火巡查、疏散演练、动态信息、消防设施维修保养信息、灭火及应急演练、宣传教育培训资料及记录等动态信息应及时更新补充内容，日防火巡查记录于每日下午5时30分前更新；月防火巡查于下一月的前一天完成更新；　五、单位应经常性的保持与网上消防监管员的适时请示汇报，加强信息沟通，提升消防安全管理能力。

　第五篇　消防安全“四个能力”建设消防知识明白卡　正面：　1、检查消除火灾隐患能力　查用火用电禁违章操作查通道出口禁堵塞封闭查设施器材禁损坏拥用　查重点部位禁失控漏管　2、扑救初起火灾能力：发现火灾后，起火部位员工一分钟内形成第一灭火力量，火灾确认后，单位三分钟内形成第二灭火力量。

　3、组织疏散逃生能力：熟悉疏散通道熟悉安全出口掌握疏散程序掌握逃生技能　4、宣传教育培训能力：有消防宣传人员有消防宣传标志有全员培训机制掌握消防安全常识　背面（四类）　1.单位消防安全责任人及管理人明白卡：　1.全面掌握单位的消防安全情况，　2.组织实施本单位的消防安全管理工作，　3.逐级落实岗位消防安全责任；　4．制定了消防安全制度、消防安全操作规程，制定灭火和应急疏散预案，　5．组织实施防火检查和火灾隐患整改。

　6．组织实施对本场所消防设施、灭火器材和消防安全标志的维护保养，确保其完好有效和处于正常运行状态，确保疏散通道和安全出口畅通。

　7．组织管理专职消防队、志愿消防队或义务消防队，开展日常业务训练。

　8．组织从业人员开展消防知识、技能的教育和培训，组织灭火和应急疏散预案的实施和演练。
