　由于**不通铁路，进出**的95％货运和85％的客运完全要公路运输来承担，**的经济发展对公路的依赖性极大。加强公路养护生产，保证公路绝对畅通是公路养护职工的第一要务，而处于**公路最高点－－－－唐古拉山脉的**公路段就显得更为重要。**同志自担任**公路段段长后，他的心总是与公路紧紧连在一起，在公路养护的黄金季节，他每天坚持下工区，与道班工人同吃同住同劳动，及时解决养护生产中出现的问题；哪里发生水毁、雪阻，他都能在第一时间赶到，并最后一个离开。20xx年11月30日，一场大雪把唐古拉山装扮成了一个银色的世界，**公路也被大雪覆盖失去了踪影，一千多辆运输车辆被困在了唐古拉山两侧，**公路的通行中断了，灾情就是命令，**同志得知情况后，带领路政人员及工区职工在第一时间内赶到了阻车现场，组织职工挖雪，指挥交通，疏通道路，当时的气温正值零下20多度，很多驾驶员及旅客不服从指挥，严重抢道行驶，加之一些个体运输车加注的柴油质量不适应严寒气候，一停车后油路就冻死了，使本就混乱的交通更加糟糕，**同志不顾气候严寒，冒着风雪后指挥，动员说服部分驾驶员，要大家顾全大局，不知有多少次，滑倒了又爬起来，路政人员及职工看到后说：段长，不要着急，在这样的情况下，着急也没有用，**讲：你们看，前后堵了这么多的车，还有几辆客车在里面，有些人本来到唐古拉山就有气候的反应，时间一长，万一出了事怎么办，就这样，他不顾同志们的劝告，仍然坚持疏通，几十个小时过去了，在闻迅起来维持交通的公安交警同志们的帮助下，汽车开始慢慢移动，在12月1日凌晨被阻的车辆终于离开了阻车现场，回头再看**，他却靠着指挥交通的车辆睡着了。

　 2、变等米下锅为找米下锅，补贴经费不足。

　 养护经费严重不足，制约了**公路段的发展，20xx年，**同志任**段段长时，**段共计负责60多万元，加之该段退休职工多，长期病号多，每年光报销医药费就达40多万元，靠上级每年拔付的人头工资及公路养护经费很难维持公路段的正常工作，还债就更加困难，针对这样的实际情况，他充分征求其他领导的意见，果断提出要变等米下锅为找米下锅，抓住**铁路修建和**公路整治的机遇，利用段部机械，组织部分职工在外承揽工程，以创收弥补经费的亏空，改善职工的生活及工作条件。几年来，他们分别与中铁十七局、十八局达成了便道施工、士石方运输的协议，又同**公路整治项目的八标、九标等工程项目段承揽了部分工程；共实现利润近200万元，不但还清了债务，还为每个职工发放了3800元的福利，并拿出40万元改善维修了段的住房及办公用房，修建了蓝球场、草坪、道路，彻底改变了**段院内的环境。

　 3、关心特困职工生活是我们义不容辞的责任。

　 从1954年**公路建成通车后，**公路段就象一座里程碑与公路一起经受了50年的风雨考验，全体职工为了公路的畅通做出了积极的贡献，在漫长的工作时间里，他们之中绝大多数的小孩跟随父母在道班上一天天长大，没有条件去读书，更没有条件就业，尽管现在好多已娶妻生子，还仍然和父母住在一起，依靠父母的退休金生活，加之**地区恶劣的气候条件，很多职工患上了高原性慢性疾病，还不到应该离世的时间就已经去了，留下了一大批孤儿、寡母，使原本就生活困难的家庭更是雪上加霜，看到这样的情况，**首先想到了组织的力量，他多次主持召开专题会议，就如何解决158名待业青年的临时就业和特困家庭的困难问题进行了专门研究，决定成立了**公路段公路服务队，利用集资及捐款的方式筹集资金万元，并由一名付段长专门负责该项工作，从拣牛粪、摆台球桌、开茶馆、开办小型汽车修理铺入手，直到最后以集体的名义向外承揽土石方工程，几年来共获利润近300万元，不但解决了158名待业人员的生活问题，也同时为解决待业人员临时就业问题开辟了一条道路。
