　 XX年上半年，在县委、县政府的正确领导下，在省、市业务部门的具体指导下，认真贯彻党的十六大及十六届五中全会精神，积极实践“三个代表”重要思想，认真巩固先进性教育活动成果，以科学发展观统领全面工作，经过全县广大干部群众的共同努力，全县造林绿化步伐明显加快，森林资源得到了有效保护，各项工作取得了较好的成绩。一、工作完成情况 (一)造林绿化工作

　 1、造林全县春季造林完成15000亩，植树167万株。其中，XX年新造林面积12683亩，XX年超计划造林结转XX年2317亩。按林种分：农田防护林2871亩；草牧场防护林2671亩；防风固沙林6465亩；水源涵养林2020亩;经济林20亩；其它防护林953 亩。按工程项目分：三北四期工程10000亩；退耕还林工程5000亩。按树种分：杨树纯林面积13154亩，占%；柽柳200亩，占%；混交林1646亩，占11%，其中，杨榆混交135亩，杨松混交1411亩，杨柳混交100亩。造林规模方面，全县有百亩以上造林地块18块，造林面积为4450亩。市级重点工程完成15000亩，其中，高标准绿化7个村、11个屯、一个场，绿化面积400亩；绿化县级以上公路4条，绿化总长度公里，绿化面积1000亩；全县营造农田防护林209条，营造草防林100条，完善农田网格和草牧场网格分别为76个、25个，全县营造农田草牧场防护林面积2580亩；三围造林主要沿北引干渠两侧、双阳河两侧营造水源涵养林，绿化面积2020亩；盐碱地造林面积4000亩，其中，柽柳耐盐碱树种面积200亩，杨树造林3800亩；病腐木更新造林面积5000亩。2、育苗全县实际育苗完成2210亩，新育完成865亩。其中，县骨干苗圃育苗220亩，群众育苗1990亩。在育苗面积中按树种分：杨树1890亩，樟子松130亩，花卉90亩，榆树10亩。柳树30亩，其它树种60亩。3、义务植树义务植树计划全面落实，市下达计划29万株，实际完成29万株，占计划的100%。参加人数万人，占应参加人数万人的70%。建立义务植树基地3处，义务植树尽责率达到了98 %。4、补植全县XX年完成补植面积2200亩，补植苗木6万株，对XX年和XX年造林保存率低于80%的地块进行了全面补植，达到了国家验收标准。(二)森林经营工作 按照省、市的统一要求和布署，组织编制了县森林经营方案，经省、市审查合格后组织实施。为提高我县森林经营水平，充分发挥森林的各种效益奠定了基础。森林生态效益补偿试点工作开展较好。我县试点单位长青林场重新调整了管护队伍，对部分不能胜任管护工作或管护水平不高的人员进行了调整，全场共撤掉管护人员6名，并及时进行了补充，使全场管护队伍得到改善，管护质量明显提高。(三)抓好林木管护工作 加大查处滥砍盗伐和乱捕滥猎等违法行为的打击力度，认真保护好森林资源。大力宣传《森林法》、《野生动物保护法》及有关法律、法规，按照“打防结合、标本兼治、重在治本、综合治理”方针，积极查处各种林业刑事行政案件。上半年，共查处各类林业案件81起，滥伐1起，乱捕滥猎80起。共处罚当事人82人，收缴罚没款万元。构成刑事案件1起，按有关程序移送市森林公安局查办。通过积极申请和向市、县积极做工作，对乡镇林业行政执法工作进行了授权委托，对委托人员进行了林业法律法规及执法知识的培训，加强了乡镇林业执法力度，促进了林木保护工作水平的提高。(四)加强森林防火和湿地防火滤布，春季森林防火工作取得了全面胜利。在今春森防期间，首先制订了森林防火工作方案和扑火工作预案。召开了全县春季森防工作会议，对森防工作进行了安排和布署。全县森防指挥部划分三个责任区，分片包乡，协调指挥，明确责任。森林指挥部分三个组到所包乡镇场检查指导春防工作，查找漏洞隐患，督促防火工作。突出春防重点，重点抓好长青林场和育苇场防火工作。防火戒严期间，重点林区严控流动人员和车辆进出检查，加强火源管理，完善防火值班值宿制度，取得了连续19年春防工作无火灾、火警的好成绩。(五)森林病虫害防治工作。今春，完成森林病虫害防治面积万亩，其中防治青杨虎天牛万亩，青杨天牛万亩，白杨透翅蛾2万亩，占计划万亩的%。检疫育苗地面积3130亩，检疫苗木852万株，剪除虫瘿万个，检疫率达100%。(六)招商引资工作。县下达计划500万元，已完成502万元，占县下达计划%，项目招商造林、育苗、林药开发。(七)进一步加强了两风建设和机关自身建设，认真抓好县委、县政府交办的各项工作。认真宣传十六届五中全会精神，建立和完善各项规章制度，切实推进两风建设。为社会主义新农村建设献计献策，发挥职能作用，做出了应有贡献。认真做好了党建、计划生育、安全、社会治安综合治理老干部、信访等日常工作。二、具体作法 (一)加强领导，提高认识。县委、县政府高度重视今春造林工作。县委主要领导多次过问林业工作，县政府主管领导主持召开了全县春季造林绿化工作会议和推进会，并亲自到乡镇场检查、督促造林进度及造林质量，为我县今春全面完成林业工作提供了领导保证。各乡镇场一把手亲自抓造林，保证了造林任务的完成，保证了造林质量。(二)突出抓好重点造林工程。今春造林中，突出抓好市里确定的重点工程，结合中央提出的建设社会主义新农村要求，把村屯绿化放在重中之重。压滤机滤布明确责任，保证每项重点工程有专人抓，有专人管。造林期间，全局分成三个工作组，每组由一名副局长带队，深入工作现场，严把造林质量和技术标准，确保了工程质量。(三)抓好林业典型建设，充分发挥典型的示范作用。今春林业典型建设突出了规模大、起点高、质量好等特点。镇和平村和平八屯利用病腐木改造的机会，在屯南重新规划营造了一条护屯林，面积63亩。苗木标准高，栽植质量好，受到上级业务部门的好评。长青林场在今春造林中，绿化林长路两侧7公里，栽植了银中杨、丁香等绿化树种，绿化面积100亩。东兴乡农民姜国富在双阳河堤北横跨三村地界营造水源涵养林，绿化带长4000米，宽100米，绿化面积600亩。(四)抓好林业机制转换，活化造林机制，鼓励非公有制林业发展。在今春造林中，国有造林仅为3400亩，占全县造林任务的%；非公有制造林1160亩，占%。非公有制林业的大规模发展，加大了林业资金投入力度，减轻了集体积累对林业的投入和农民负担，造快了造林绿化步伐。三、存在问题及下等工作安排虽然在上半年工作中取得了一些成就，但仍有一些不足之处，主要是：

　 1、受今春严重旱灾和低温影响，个别造林地块成活率较低。

　 2、林木管护方面还存在一定漏洞，有牲畜进地损坏幼树和人为损坏幼树现象，个别地块需挖护林沟。

　 3、由于中央出台禁止占用基本农田用于植树造林政策，个别乡村干部对政策存在误解加之粮食及耕地价格上涨，造成林业用地减少，农民愿意种粮，而不愿造林，影响制约着林业的发展。在下半年主要工作安排是：

　 1、搞好新植林的检查验收，认真抓好新植林抚育管理，采取一定措施，来提高造林成活率，巩固造林成果。

　 2、继续加强和完善林木管护队伍建设。在恢复乡镇林业执法基础上，利用市出台生态补偿基金的机会，恢复乡镇专业护林队伍，县局争取成立林业派出所。

　 3、面对新形势，加快改革，积极探索林业发展新思路，充分发挥林业在建设社会主义新农村建设中的地位和作用。

　 4、全面完成县委、县政府安排布署的各项工作目标，党建工作、群团工作、老干部工作、信访、社会治安结合治理等各项工作要有新的工作起色。
