农业安全生产执法行动实施方案

　 农业安全生产执法行动实施方案

　(经营)行为，遏制重特大生产安全事故，结合农业工作实际，制定本方案。

　认真贯彻落实党的十七大和十七届三中全会、中央经济工作会议精神，坚持科学发展观和安全发展指导原则，加大安全生产执法力度，严厉打击非法违法生产(经营)行为，建立规范的安全生产法治秩序，坚决遏制重特大生产安全事故，保持全县持续稳定的农业安全生产形势。

　严厉打击安全生产(经营)领域的非法违法生产行为，规范农业安全生产(经营)秩序。突出抓好农机、渔业船舶、农产品质量、消防等农业重点行业的安全生产。

　 (一)在农机安全隐患地段、事故多发地段、农机监管盲区，开展农机道路交通安全巡查执法，认真查处拖拉机无牌无证驾驶、违法载人、超速超载、客货混装等存在安全隐患的违法违规行为。规范农机监理和驾驶培训业务，加强对拖拉机驾驶培训机构的监管，严把农机的登记关、检验关，严把农机手的培训、考试关。

　 (二)加强渔业船员培训，持证上岗;依法对渔业船舶进行强制检验，做好辖区内渔业船舶检验、登记、发证工作，坚持一船一档管理;依法强制配备经国家认可的救生衣、救生圈等救生设备;加大监管力度，开展查处各种违法违章行为整治行动。

　 (三)加强对重点场所、重点经营单位(户)的农业投入品进行定期、不定期的市场检查，推进农产品质量安全监管工作。查处无证经营、规范经营行为，打击销售假劣农资行为，维护农民生产权益。

　 (四)加强消防安全整治，认真宣传新修订的《消防法》，加强火灾隐患排查，落实整治措施。

　安全生产执法行动要贯穿局属相关科室、单位全年安全生产工作的始终，与安全生产治理行动、安全生产隐患排查工作、安全生产宣传教育行动同步部署、同步实施、同步检查推进。同时要结合安全生产规律特点，统筹兼顾，突出重点，有计划、有步骤、有针对性地组织开展。

　1. 局属相关科室、单位要对所辖范围内安全生产非法违法生产经营问题进行认真清理、检查。对清查出的问题，要逐一登记，建档立案，逐级上报。坚持公正执法、严格执法，切实做到边查边纠、边查边改、边查边打击，从严从快解决安全生产领域的各种非法违法问题，着力规范安全生产经营行为，遏制生产安全事故，实现安全生产。

　 (三)深化安全生产执法行动，巩固扩大成果(10至12月)

　1. 针对第四季度工作特点，加强对安全生产执法行动开展情况的督促检查，进一步完善执法措施，提高执法效能，坚决查处和打击治理超能力、超强度、超定员生产，超员、超载、超速、超限运输等违法违规行为。

　2. 搞好安全生产执法行动总结，针对执法行动中暴露出来的问题和不足，进一步加强安全生产法制建设，健全执法机构和执法队伍，完善执法程序，创新执法手段，规范执法行为，提高执法效率，保证执法质量。局属相关科室、单位，安全生产执法行动总结要于11月底前报局安全生产办公室(设在农机监理站)。
