　 一、农村党支部建设值得注意的几个问题

　 从我们调查和掌握的情况来看，当前农村党支部仍存在一些值得注意和思考的问题。

　 一些长期积淀的问题并没有因党支部换届而得到解决。这种情况主要反映在家族矛盾突出、积累问题比较深的农村党支部班子。在这类班子特别是新任的干部中，存在这样几种思想倾向：有的感到原班子的问题与自己关系不大，可管可不管；有的觉得刚上任要“多栽花、少栽刺”，害怕解决问题得罪人，影响以后工作的开展；有的觉得与其耗费精力去解决老问题，不如腾出时间去开创新局面；有的想解决问题，思路也可行，但得不到镇党委的支持，由此造成一些农村党支部班子作了个别或局部调整后，只是暂时地、表面上缓解了某些矛盾和问题，未能从根本上解决问题。

　 农村党支部班子思想政治建设仍比较薄弱。一些农村党支部书记思想仍然比较保守，观念比较陈旧，封闭意识和小农意识还比较浓厚。满足于小富即安、小进则满。尽管当前开展的学教活动使农村党员干部的思想得到了洗涤，但在市场经济负面效应的影响和冲击下，在部分农村党员干部中还存在着理想信念淡薄、奉献精神不强，自身要求不严等问题。

　 一些新任农村党支部班子成员工作热情背后，潜伏着消极因素。部分新上任的农村党支部班子成员愿意干看得见、摸得着、容易“出名”的“面子”工作，不愿意干那些为群众提供服务、劳神费力的基础性工作；愿意多往上跑，多往外走，打通关节，疏通关系，不愿意抽出更多的时间为群众解决热点难点问题；愿意做既能体现政绩又可以为个人带来实惠的工作，不愿意干那些既吃苦受累又得不到多少好处的事情。
