　 农村基层党组织建设现状的思考

　一是党员队伍结构不合理。据统计，街道四个村220名党员中，50岁以上的党员有106人，几乎占农村党员总数的50%，多数因年老体弱，发挥先锋模范作用，为民服务力不从心。而30岁以下的年轻党员还不到30人，后继乏力。党员年龄的老化直接造成能力弱化。我街道四个村12名村干部中仅有三人是高中学历，工作能力不强，效率不高。农村党员中初中及初中以下的党员有139名，占农村党员总数的63%，这部分党员以务农、打工为主，学习意识不强，能力有限，自身致富吃力，更谈不上带领群众致富。党员能力的弱化有导致了作用淡化。有的党员宗

　二是理论学习氛围不浓厚。当前，我们有一部份党员淡化、漠视党的理论知识学习，放松了自己的世界观、人生观和价值观改造，原因是多样化的。主观原因一是受理论学习“过时论”的影响。反反复复地学习无非就是老书本、老套路，那都是计划经济年代的事了，而今刻意重新来过没有任何新意，枯燥无味，一提进行党的理论学习就找理由逃避。二是受理论学习“无用论”的影响。当今社会发展日新月异，来自生存及工作的压力正逐步加大，人们在市场经济浪潮中竞争日趋激烈，如履薄冰。与其坐下来照本宣科学习老三样，倒不如抓紧时间办几件具体事实在。三是没有时间学。也还有一部份党员干部特别是领导干部平日身陷日常琐事、迎来送往，没有时间和精力静下心来搞学习，加之缺乏对他们有效的监督，即使学也只不过是蜻蜓点水，浮于表面，学与不学一个样。就流动党员群体而言，由于缺乏有效管理，他们大多数游离于流出地与流入地党组织间，很少或者根本就没有机会参与党组织的学习生活。目前多数农村基层党组织在组织理论学习时，仍停留于“台上一人读，台下多人听”的传统模式上，没有将现代科学文明及时地吸收、转化到党的教育方式中来。我街道的党员干部现代远程教育目前也多仅限于有设备阶段，使用上还不能正常化。

　三是领导核心作用不强。工作中我们发现，农村基层党组织开始出现了服务意识不强、工作积极性不高、作用慢慢淡化现象，村支部班子成员出现了经营第二产业苗头。产生这种现象的原因，除主观上村干部个人能力有限外，最重要的是村干部待遇过低，保障激励机制不全。一名村干部，每月财政工资是正职500元，副职450元，街道办事处绩效奖金一年平均约5000元，各党小组长几乎没有补贴。同时激励机制乏力，村干部争先创优，即使干出了成绩最多只能评个“先进”之类的称号，因财政困难几乎没有物质重奖的机会，严重影响工作激情和积极性，以至于出现

　四是农村流动党员管理薄弱。农村外出务工党员去向分散，其就业的岗位也大多为中小企业，甚至是建筑工地，就业不够稳定，流动性较大，就业单位也大多不重视党建工作，没有成立党组织，同时由于送学、慰问活动成本较高，村党支部经费有限，与他们的唯一联系就是电话，造成这些党员根本没有机会过正常的组织生活。

　针对我街道在农村党建工作中的问题，现形成如下几点改进意见：

　1、打造领导核心，以基层党组织的先进性引领新农村建设。一是配强符合新农村建设的领导班子。积极开展村级后备干部选拔培养工作，注重从退伍军人、专业大户致富能人和个体经营者中选拔“双带”能力强的“领头羊”，安排到村班子中，超前引导，跟踪培养，切实为村班子输送新鲜血液，增强村班子的凝聚力和战斗力。二是积极开展非公有经济党建工作，按照先建立组织，再完善工作的思路，在符合条件的企业、专合组织新建一批党支部。三是采取切实措施，加强流动党员管理，做到专人负责，定时联系，准确掌握他们的动态信息。同时积极利用流动党员的有利条件，收集致富致富信息。
