　 “两学一做”学习教育是继“三严三实”专题教育之后，持续深入推进党员干部党性教育的重要实践，是推动党员干部学习教育常态化的重要举措。广大党员干部从“读原文、学原著、悟原理”出发，进而深入“担其纲、正其风、通其行”，在理论学习中明确肩上责任，在工作实践中锤炼作风修养，进一步增强政治意识、大局意识、核心意识，让宗旨意识、为民情怀、担当精神等成为思想品格和行为自觉。

　我们党要发挥总揽全局、协调各方的领导核心作用，离不开坚强有力的组织制度保障和科学有效的工作方法。在党的各级各类组织中，地方党委所处的地位十分重要。地方党委的工作能力强不强、领导作用发挥的好不好，事关党的执政能力和领导水平的提高，事关党和国家事业的发展。因此，完善地方党委制度，加强工作方法建设也就成了推进国家治理体系和治理能力现代化的重要方面。

　 一、切实加强思想教育，促进党员干部凝神聚魂

　《中国共产党地方委员会工作条例》、《党委会的工作方法》是为了落实全面从严治党要求，加强和改进党的地方委员会工作，提高党的执政能力和领导水平，促进党的执政目标的实现。我们要坚持和健全党的民主集中制，加强和改进党的地方委员会的领导，使党内政治生活良性化、实现对党内政治生态的净化。

　一是夯实我党执政基础，加强自身制度建设。《条例》和《方法》突出了地方党委全面从严治党的政治责任、健全地方党委发挥领导核心作用的制度基础、规范地方党委组织架构和成员配备、强化全会的决策和监督作用、完善了地方党委运行机制。各级党委是本地区各项事业发展的领导核心，担负着总决策、总负责、总协调、总指挥的角色。不奋发，则心日颓靡;不检束，则心日恣肆。认真学习贯彻《条例》、《方法》就是要求各级党委从理论高度重新认识党委的身份和作用，强筋健骨，增长本领，发挥好党的领导核心作用，为航船定好向、掌好舵，确保党的事业这艘巨轮劈波斩浪、行稳致远。二是理顺地方党委机制，提高执政能力水平。新修订的《条例》从“突出地方党委全面从严治党的政治责任、健全地方党委发挥领导核心作用的制度基础、规范地方党委组织架构和成员配备、强化全会的决策和监督作用、完善地方党委运行机制”五大方面进行了创新，进一步落实了地方党委全面从严治党的政治责任，通过全面梳理地方党委

　工作实践中存在的突出问题，吸收有效经验，破除制度障碍，创新方式方法，确立了地方党委开展工作的规则，提高地方党委工作的科学化水平。

　 二、踏实开展工作实践，促进党员干部面貌焕新

　 严肃党内教育、严格党内生活，是解决党内突出问题、加强作风建设的重要举措。此次“两学一做”学习教育着力解决党员队伍在思想、组织、作风、纪律等方面存在的问题，体现了很强的针对性。开展好“两学一做”学习教育，学习掌握《条例》和《方法》的理论内涵和意义，确保不虚、不空、不偏，关键在于在工作实践中“走心”，在理论学习中要拧紧“总开关”、找准“切入点”，真正看到学习的实效。

　 一是拧紧理论与实践的“总开关”。思想认识高，行动才会更自觉。站在新的历史起点上，面对新的形势和任务，党员干部的工作作风、理论水平有待进一步提高。必须首先摒弃模糊认识，扫清思想障碍，打牢理论根基，并将理论与工作实际相结合，真正落实到行动上，躬身实践、自觉践行，确保学习教育不虚、不空、不偏、不走过场。二是找准学习与实践的“切入点”。只有找对方式，才能取得实效。党的理论学习最怕接地气不够、联系工作实际不紧密；说不到党员干部心里，激不起思想共鸣；落实不到工作中，学习效果不明显。坚持学习与工作紧密结合，两手抓、两促进，真正把党的思想政治建设抓在日常、严在经常。我们要以“严、

　实”态度贯彻好落实好《条例》，时常做到自重、自省、自警、自励，警钟长鸣，增强每个人的自觉性，永远发扬艰苦奋斗的光荣传统，时刻牢记党的宗旨，充分发挥党员的先锋模范作用，全心全意为人民服务。

　三、传承弘扬党的传统，在发展改革中不断创新

　 中国共产党人的可贵之处，就在于始终不忘历史传承，在继承中发展，在发展中创新，赋予其新的时代内涵，为党的建设不断注入活力。新《条例》在原有内容基础上，进行了与时俱进的修改，创新、增添的一些内容，能够更加满足当前地方党委工作的新形势、新变化、新要求。新《条例》的落实，进一步明确了党中央对地方党组织的工作方向上的要求，使各级党组织在自身建设工作上有了明确的发展方向，鼓励基层围绕目标大胆实践，激发基层的工作热情，善于运用党的传家本领：从群众中来、到群众中去，发扬党的群众政治思想工作传统优势，破解发展瓶颈期的难题，更好地服务地方整体发展，为实现伟大中国的复兴之梦而努力。

　 毛泽东主席的《党委会的工作方法》，没有因为时间的流逝而淹没在岁月的长河里，其所蕴含的基本思想，随着中国特色社会主义事业的推进，不断被继承和发扬、丰富和深化，使我们党始终保持团结统一，领导坚强有力。党的十八大以来，习近平总书记深刻把握我们党光荣辉煌、艰苦卓绝的奋斗史，密切联系世情、国情、党情，同样高度重视党委

　领导班子建设和民主集中制原则，做出了一系列重要阐述，旗帜鲜明地指出，“遵守党的政治纪律，最核心的，就是坚持党的领导，坚持党的基本理论、基本路线、基本纲领、基本经验、基本要求，同党中央保持高度一致，自觉维护中央权威”。《方法》 中关于文风、会风、作风、修养等方面的规定，正是当前我们厉行中央“八项规定”的具体实践，也是 “两学一做”学习教育活动的重要内容。认真学好《方法》，掌握其中的思想精髓，不仅适用于今天加强领导班子建设，更能够长期用于巩固党的执政根基，提升党组织和党员干部思想政治建设、作风建设、能力建设。我们每一个党员干部都要认真学习，而且要学以致用，做到铭于心、践于行，才能从重温这些经典著作的过程中形成共识，凝聚力量，在今后的工作中，努力实、开拓创新，为社会的全面发展做出更大贡献。

　 “两学一做”促学习领实干

　 当前，为深入学习贯彻习近平总书记系列重要讲话精神，推动全面从严治党向基层延伸，巩固拓展党的群众路线教育实践活动和“三严三实”专题教育成果，进一步解决党员队伍在思想、组织、作风、纪律等方面存在的问题，保持发展党的先进性和纯洁性，中央提出在全体党员中开展“两学一做”学习教育，学习党章党规、学习系列讲话，做合格的党员。

　 开展“两学一做”学习教育，“学”是基础。把党的思想建设放在首位，遵守党章、党规，以习近平总书记系列重要讲话精神武装自己，按照党员标准规范自身言行，坚定理想信念，提高党性觉悟；进一步增强政治意识，在瞬息万变、错综复杂的形势下，保持清醒的政治头脑；进一步增强大局意识，从全局高度、用长远眼光观察形势，分析问题，围绕党和国家的大事认识和把握大局，自觉地在顾全大局的前提下做好本职工作；进一步增强核心意识，协调推进“四个全面”战略布局落地生根，进一步增强看齐意识，经常、主动向党中央看齐，向党的理论和路线方针政策看齐，当好严实表率。

　 开展“两学一做”学习教育，关键在做。“学”是手段，关键还要落实在“做”上，实干兴邦。坚持以知促行，做讲政治、有信念，讲规矩、有纪律，讲道德、有品行，讲奉献、有作为的合格党员；践行党的宗旨，保持公仆情怀，牢记共产党员永远是劳动人民的普通一员，密切联系群众，全心全意为人民服务；加强党性锻炼和道德修养，心存敬畏、手握戒尺，廉洁从政、从严治家，筑牢拒腐防变的防线；立足奉献岗位，勇于担当作为，激发干事创业、开拓进取的精气神，做到在任何岗位、任何地方、任何时候、任何情况下，都牢记党员身份，发挥先锋模范作用，做讲政治、有信念，讲规矩、有纪律，讲道德、有品行，讲奉献、有作为的合格党员。

　 开展“两学一做”学习教育，贵在坚持。抓在日常，严在经常，将学习教育常态化，不应有“三天打鱼两天晒网”等错误心态。常作常新，常学常新，端正态度，平时自觉践行、主动践行、严格践行，让“两学一做”成为一种工作常态，并养成行为习惯，使“两学一做”取得实实在在的效果。

　 知需学，学在思。古语云“学而不思则罔，思而不学则殆。”作为一名合格的共产党员就要知晓党的基本理论，知晓党章党规的内容。学党章党规，才只会知道自己能做什么、不能做什么，该做什么、不该做什么。《共产党员廉洁自律准则》是党员行动的规范和指南，《共产党员纪律处分条》是党员不可触碰的红线。一条是高线、一条是底线，党员干部心中有了这两条线工作才会沿着正确的方向发展。学系列讲座强调党员干部要有与时俱进的思想理念，思维要时刻与党的步调一致。群众路线教育活动、三严三实活动都是党结合党员现状开展的系列活动，有效的指引了共产党员合理解决新形势下出现的新问题。

　 行需知，知必做。合理的行动需要科学的理论来指导，知晓了党的科学理论，就要在本职工作中实践。共产党员要有全心全意为人民服务的宗旨，依法执政、以促进社会主义事业健康和谐发展。很多落网的高官，在监狱忏悔时往往会说，在任时对自己的要求不够严，学习的东西太少，或者说没有把党规党纪放在心里，更谈不上用正确的理论思想指导工作实践。

　 “学”是“做”的基础，“做”是“学”的深化。我们每位党员都应勤于学习，用理论指导实践踏实工作，努力做到知行合一。

　 2月底，中央《关于在全体党员中开展“学党章党规、学系列讲话，做合格党员”学习教育方案》落地，此次学习教育是继“三严三实”专题教育后，中央层面再次以“方案”形式，对党内集中性学习教育活动进行部署，回顾以往，笔者注意到，以往的党内主题教育活动，中央都是以“意见”形式进行部署，更多地是从“贯彻”层面指明核心方向，而“三严三实”专题教育和“两学一做”学习教育，更多地是从“执行”层面做出具体安排，针对性和操作性兼具，实施过程中，既可全面遵循规定动作抓落实，又可灵活创新自选动作增实效。

　 方案既定，重在落实，赢在执行。作为今年党建工作的龙头任务，“两学一做”学习教育的目标要求、内容举措中央已有具体明确安排，我们只有不找借口、高效执行、全面落实，才能保证专注眼前、赢在当下、掌控未来。余世维在其《赢在执行》一书中曾一针见血指出：“没有达成就是失败——实现目标关键在执行”。落实“两学一做”，关键在如何执行，方式很重要。笔者认为，具体要做到“三个一”，即组工干部要快走一步、领导干部要做好一些、普通党员要投入一点。

　首先，组工干部作为组织、推动“两学一做”学习教育开展的“主力”，必须快走一步。“两学一做”学习教育最终能否实现中央既定的目标要求，各级组工干部责任重大，因此，必须牢固树立“快走一步、多学一点、深研一些”的意识，原原本本细读、逐条逐句精研、全面深入宣传、自觉主动践行，促推党章党规、系列讲话精神先行入脑入心入行，积极探索全面深入有效开展“两学一做”学习教育的实践载体、方法手段、落实路径，为扮好“双重身份”、履好“双重责任”提前进入角色。

　 其次，领导干部作为引领、示范“两学一做”学习教育深化的“标杆”，必须做好一些。经过党的群众路线教育实践活动、“三严三实”专题教育，应该说各级党员领导干部这个“关键少数”的引领示范作用已经得到充分体现，“两学一做”学习教育中更要把自己当成一名普通党员，带头学、经常学、做示范、当表率，自觉守好政治纪律和政治规矩，不越雷池一步，不碰红线一下，以自身党性意识和服务形象的提升，率先叫响“看我的”、“跟我上”，引导和带动广大党员积极投身“两学一做”学习教育。

　 最后，普通党员作为参与、展现“两学一做”学习教育成果的“脸面”，必须更加投入一点。“两学一做”学习教育最终要实现解决党员队伍在思想、组织、作风、纪律等方面存在的问题，保持发展党的先进性和纯洁性，归根结底，成果要体现在8000多万名党员的每一员身上。因此，每名党员都必须牢记“没有任何借口”，不为自己设立任何理由，全身心投入到学习教育中，尊崇党章、遵守党规，明底线、知敬畏，深学细照笃行，不断自我净化、自我完善、自我革新、自我提高，做一名新时期真正的合格党员。
